HomeMy WebLinkAboutResolutions - 2001.03.08 - 26482FISCAL REPORT (M.R. 4t01052) March 8, 2001 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF BRANDON - FY 1999 AND FY 2000 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance Committee, having reviewed the above referenced resolution, reports as follows: 1. $43,047.79 annually is available in the Environmental Infrastructure Fund for FY 1999 and FY 2000, to reimburse Brandon Township for this project; no additional appropriation is required. 2. The Committee recommends adoption of the resolution. Chairperson, on behalf of the Finance Committee, I move acceptance of the foregoing report. MISCELLANEOUS RESOLUTION 101052 BY: COMMISSIONER WILIAM PATTERSON, DISTRICT #1 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF BRANDON - FY 1999 AND FY 2000 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, Brandon Township has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Brandon Township is requesting reimbursement for work related to cleaning the effects of a fuel spill; and WHEREAS the FY 1999 and FY 2000 authorized amount of funding for Brandon Township is $43,047.79 annually, from the Environmental Infrastructure Fund as repayment to Brandon Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by Brandon Township as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an FY 1999 appropriation in the amount of $43,047.79 and an FY 2000 appropriation in the amount of $43,047.79 from the Environmental Infrastructure Fund (Account #90- 263204-41000-3985) to repay Brandon Township for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Road Pontiac, Michigan 48341 Dear Mr. Ott: RE: Environmental Infrastructure Fund Reimbursement Enclosed are copies of expenses incurred by Brandon Charter Township from FY 1999 and FY2000 for projects involving environmental remediation or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts. I have enclosed a copy of a resolution passed by the Brandon Charter Township Board on July 19a, 1999 authorizing the Township Supervisor to request reimbursement for eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program. You will notice several invoices referencing Thomas Amos, or 46 Cedar Street. These invoices are the results of a gasoline spill that occurred from an underground fuel storage tank on Township property. Thousands of dollars have been spent by the Township in an effort to clean this spill. In addition to cleaning the containment's in the soil by this fuel spill, Brandon Charter Township, in a meditated settlement, purchased property damaged by the spill. Brandon Charter Township is currently working on a sewer project, you will see several invoices referencing this project. SIGNED _dele Sally Jo CMC Brandon Township Clerk BRANDON TWP PAGE 02 02/02/2001 12:05 12486273719 RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Rind Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oald2uu4 County cities, villages and townships to apply to reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Charter Township of Brandon, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor, as agent for the Charter Township of Brandon, in the tanner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remcdiation or improvement project expenses under Oaldand County's Environmental Infrastructure Fund Program.
