Moffitt, Chairperson IN RE: SHERIFF DEPARTMENT - USE OF FORFEITED FUNDS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Section 333.7524 of Public Act 368 of 1978 authorizes courts to distribute property and funds forfeited through narcotic seizures to participating agencies to be utilized toward the enhancement of law enforcement efforts related to the Controlled Substances Act; and WHEREAS the courts have distributed $964,003 (balance as of 1/31/01) as a result of Sheriff Department forfeiture efforts; and WHEREAS the Sheriff is requesting that a portion of these funds be used to upgrade and add a better camera system for the surveillance van; and WHEREAS the Sheriff is requesting to add a microwave downlink for the Helicopter, Base Station and Command Vehicle, along with radio patch equipment; and WHEREAS this equipment will be utilized by the Sheriff Department to enhance law enforcement efforts in compliance with state law; and WHEREAS the estimated capital costs are $203,000. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the use of $203,000 from the Sheriff Department Law Enforcement Enhancement Account (#101 -43-223101-20001-2203-60053) to purchase a camera, microwave downlink and radio patch equipment. This feature allows unlimited distance between the pole-cam and the operator. The pole-cam is equipped with a Prism MicroMole model MM-100 telephone video interface. Input 1 has been modified to accept NTSC video from the camera. The system grabs a frame of pole-cam video, digitizes it and compresses it and sends it out through an RJ-1 1 connector to any single line telephone line. Inputs for on/off, pan, tilt, zoom, and focus are received from the same telephone line and passed to the RS-232 connector. This connector is cables to the proprietary Dell-Star decoder card where the signals are used to control the system. The Mole is powered from its own 5 VDC source that receives its primary power from the 115 VAC pole-cam input voltage. A Pentium III computer is supplied for use as a base operations system when telephone video and control are required. The Tiger Systems Computer is supplied with Windows 98 software that has been installed. Also, PCPEEK (Mole control and video processing) software has been installed. An "All in Wonder" video card has been installed which allows pole-cam video to be either viewed on an external monitor or to be stored on video tape by interface to a conventional video recorder. The 500 MHz computer has a 14G-Byte hard drive, 96 MB RAM, CD-ROM and floppy drive, and a 17" SVGA monitor. ME I IUM NGE VIDEO DOWNLINK SYSTEMS sa Helicopter Video Downlink systems for Law Enforcement are becoming a necessity. Immediate access to real time live video gives ground-based personnel the information they need to make tactical anc manpower decisions during high-risk incidents. GENERAL: The medium range video downlink combines a low cost omni-directional helicopter transmit system with the easy to use BMA-7000 GPS steered ground antenna system. This combination provides a system capable of cov- ering up to a 50 mile radius. HELICOPTER EQUIPMENT: As shown in Figure 1, the TAA-101 Actuator can carry one or more antennas and is intended for skid mounted operation. The system is low-cost, dependable, light-weight and provides a full 360 degrees of transmit coverage. The TAA-101 actuator is simple to operate and has a break-away release mechanism to prevent damage should the ahtenna be deployed during landing. The system does not require any permanent changes to the aircraft and can be easily transferred from one craft to another when required. Included is a Global Positioning System (CPS) interface for ground antenna steering, voice and data transmission. Options include video encryption, 12 VDC operation, down-look antenna and receive capability that allows simultaneous transmit and receive operation for signal relay through the helicopter. The TAA-101 Actuator System and associated transmitter equipment weighs approximately 18 pounds and draws 4.5 amps at 28 VDC. INSTALLATION: The equipment is rugged and designed expressly for helicopter operation. Installation should be performed by a certified airframe mechanic using an FAA form 337. The transmitters are FCC type accepted and require the user to obtain a license to operate. Frequency selection should be coordinated with the FCC and the local frequency coordinator. Frequencies are available in the 2.4 GHz band and the 6.4 GHz band providing they have not been previously assigned. GROUND EQUIPMENT: The ground equipment is comprised of a BMA-7000 GPS Steered Antenna, BMR120/220 Series Receiver and BPC-500L Controller. The directional antenna is continuously steerable through 360 degrees using the front panel controls of the BPC-500L controller. The Aerotrac" feature of this system uses GPS position information from the helicopter, sent to the ground via the microwave link, to point the BMA-7000 Steerable Antenna back towards the helicopter. The BMR120/220 Series Receiver receives the video signal and GPS data from the heli- copter. If the system is to be located at a remote mountain top, then a BPC-500M Master Controller allows the sys- tems to be controlled remotely via telephone line, fiber or microwave. t i Resolution #01078 March 8, 2001 The Chairperson referred the resolution to the Finance Committee.
