IN RE: INFORMATION TECHNOLOGY/DISC/ - ADDITIONAL POSITIONS FOR
GEOGRAPHICAL INFORMATION SYSTEM (GIS) PROJECTS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Project Management methods and tools have provided the
ability to show hours dedicated for various IT initiatives; and
WHEREAS Project Management data shows that the GIS program has
expanded to require current GIS staff be fully utilized for support
and maintenance of those initiatives; and
WHEREAS existing staff levels do not provide adequate hours for
enhancement and new project development; and
WHEREAS the current list of new pending projects, including GIS
mapping of Drain infrastructure, can not be addressed due to
insufficient staff levels; and
WHEREAS Information Technology has worked with the Personnel
Department to determine appropriate classifications and new position
resources to begin addressing the back-log of GIS work; and
WHEREAS a new classification and one (1) position of Project
Manager is proposed to be created to allow GIS project initiatives to
be both internally and externally coordinated; and
WHEREAS one (1) position of Application Analyst / Programmer III
and one (1) position of User Support Specialist II is proposed to be
created to address GIS project needs; and
WHEREAS the County Executive recommends approval of this
resolution.
NOW THEREFORE BE IT RESOLVED that the classification of Project
Manager, overtime exempt, be established at the following exempt
salary range:

BE IT FURTHER RESOLVED that one (1) PR position of Project
Manager, one (1) PR position of Application Analyst/Programmer III and

Digital Information Service Center division of Information Technology
(18701).

Reports To: IT Supervisor I or II
A: DESCRIPTION
GENERAL SUMMARY
Under limited direction, is responsible for the overall planning, management, and
completion of IT projects on a designated team. Works with customers to develop
project scope of work documents and project plans. Uses project management skills to
manage project roles, identify resource requirements, meet training needs, define project
deliverables, provide customer satisfaction and reporting structures, and to insure quality
of projects. Identifies the technical approach to be used on a given IT project and
manages the system development process. Documents opportunities to integrate IT
systems and resources to fulfill project requirements. Ensures effective communication
and relationships between customers and project team members are maintained.
SUPERVISION EXERCISED
Provides team leadership on individual projects. Assigns and checks work. Provides
input to supervisor on hiring and evaluation of team members.
TYPICAL DUTIES AND RESPONSIBILITIES
Works with IT Supervisor and appropriate customers to identify and coordinate new IT
system developments and/or enhancements.
Works with appropriate customers to develop project scope of work documents and
project plans that include an analysis of benefit, cost, work schedule and any related
risks.
Assigns, schedules, trains, reviews, and monitors project work to ensure that progress is
within expected guidelines and is completed on time and within budget. Mentors and
provides expertise to other project team members.
Works with appropriate customers to identify the roles of project team members, project
reporting structures and frequency of interaction, and any training requirements that may
be needed for a team member to complete an IT project.
Defines the responsibilities of parties involved in the project including customers,
management, IT management, project team, vendors and others affected by the project.

Identifies, tracks, monitors and communicates project-related issues, scope changes,
variances and contingencies that may arise during the implementation of IT projects.
Facilitates amicable solutions with the appropriate customer(s).
Maintains effective communication and working relationships with customers and project
team members.
Identifies the technical approach to be used on a given IT project and manages the system
development process including the development of a strategic plan, systems analysis,
technical design, coding, testing, and acceptance of an IT system and/or application.
Develops IT system review schedules, audits and acceptance tests for each phase of a
project.
Identifies IT system design alternatives, researches existing IT systems in the
marketplace, and recommends viable IT solutions.
Develops Requests for Proposals (RFP), evaluates responses, and leads IT system
selection teams.
Identifies and documents opportunities to integrate IT systems and resources to fulfill
project requirements.
Prepares and presents oral and/or written technical reports and project presentations.
Organizes and conducts project team meetings.

B: QUALIFICATIONS
EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES:
A. Required Minimum Qualifications
1. Possess a Bachelor's Degree from an accredited college or university with a major
in Computer Science, Geographic Information Systems, Information Systems,
Business Administration, Planning, Geography, Natural Science, Engineering, or
closely related field.
2. Have had two (2) years of full-time experience in the functional program area
(e.g. GIS).
NOTE: a.) Bachelor's Degree requirements and above experience requirements will
change according to the functional program area. b.) Experience requirements as
specified in 2. and 3. may be obtained concurrently.
3. Have had four (4) years of full-time experience managing the implementation of a
computerized information system.
4. Possess a valid motor vehicle operator's or chauffeur's license.
5. Pass the complete examination, including the employment medical established for
this class.
6. Satisfactorily complete the six months probationary period.
B. Additional Desirable Qualifications
1. Considerable ability to interpret technical procedures to customers, public officials
and other lay personnel.
2. Considerable ability to establish and maintain effective working relationships with
other Information Technology Department employees and customer
representatives.

3. Considerable ability to give clear and consistent instructions to team members.
4. Reasonable knowledge of current hardware and software technologies and uses.
5. Considerable writing proficiency and visual design skills.
6. Considerable oral presentation skills.
7. Considerable ability to develop, lead, motivate and supervise working teams.
8. Considerable problem solving and decision making skills.
9. Formal training in project management and tools like NIKU and Microsoft
Project.
10. Formal Project Management Certification (PMP).

GEOGRAPHICAL INFORMATION SYSTEMS (GIS) PROJECTS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed
the above-reference resolution and finds:
1. Resolution authorizes the expansion of the Geographical Information
System (GIS) program, through the establishment of new
classification of Project Manager, the creation one (1) position of
Project Manager overtime exempt, the creation of one (1) User
Support Specialist II position, and the creation of one (1) position
of Application Analyst/Programmer, all effective June 2, 2001.
2. The total cost of these new positions equals $70,629 for the balance
of FY 2001 and $238,728 for FY 2002. The positions will be
established in the Information Technology Fund and billed to the
Drain Equipment Fund as Information Technology Development charges.
3. Funding is available from the General Fund Designated Fund Balance
for Drain Records Conversion - Phase I (90-190000-14000-9407-76000),
to provide to the Drain Commissioner to cover the cost of these
positions through September 30, 2003. After that date the cost of
these positions must be sustained through the normal budget process.
4. The Fiscal Year 2001 and 2002 budget should be amended as follows:
