HomeMy WebLinkAboutResolutions - 2001.11.29 - 26563INgNCE COMMITTEE FISCAL REPORT (M.R. 401306) November 29,2001 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF MILFORD - FY 1999, FY 2000, FY 2001 & FY 2002 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance Committee, having reviewed the above referenced resolution, reports as follows: 1. $156,657.16 is available in the Environmental Infrastructure Fund for FY 1999, FY 2000, FY 2001 and FY 2002 to reimburse Milford Township for this project; no additional appropriation is required. 2. The Committee recommends adoption of the resolution. Chairperson, on behalf of the Finance Committee, I move acceptance of the foregoing report. MISCELLANEOUS RESOLUTION #01306 BY: COMMISSIONER WILLIAM BRIAN, DISTRICT #10 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF MILFORD - FY 1999, FY 2000, FY 2001 & FY 2002 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution 499093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, Milford Township has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Milford Township is requesting reimbursement for work related to a waste water treatment plant study, stormwater management, and MDEQ use variances; and WHEREAS the FY 1999, FY 2000, FY 2001, and FY 2002 authorized amount of funding for Milford Township is $39,164.29, annually ($156,657.16 for the four years) from the Environmental Infrastructure Fund as repayment to Milford Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by Milford Township as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an FY 1999, FY 2000, FY 2001 and FY 2002 appropriation in the amount of $156,657.16 from the Environmental Infrastructure Fund (Account #90-263214-41000-3985) to repay Milford Township for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Wiltse, Tnistee CI IARTER TOWNSHIP Of MILFORD (r_ aa'and Count y January 8, 2001 Oakland County Fiscal Services Division 1200 North Telegraph Road Department 403 Pontiac, Michigan 48341-0403 Attention: Mr. Thomas Ott, Manager Re: Project Description Environmental Infrastructure Fund Milford Township Dear Mr. Ott: Pursuant to Oakland County Board of Commissioners Miscellaneous Resolution 99093, Milford Township hereby requests reimbursement under Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with eligible Environmental Rernediation or Improvement Projects. We are requesting that the balance of our available funds be allocated to the following projects: Wastewater Treatment Plant Study We have hired our consulting engineers. Hubbell, Roth & Clark, Inc. (HRC) to evaluate providing centralized wastewater treatment facilities to Sections 33 through 36 of the Township. The report will analyze the options available to the Township and the related benefits, drawbacks, and construction costs. Once completed, the report will be used by the Township Board as a planning tool to determine how best to address wastewater treatment in this area. HRC has estimated that the engineering cost to complete this report to be between $25,000 and $30,000. Stormwater Management Milford Township is in the beginning stages of developing a stormwater management plan. Through this plan the Township will develop a voluntary stormwater permit application for compliance with the upcoming EPA Stormwater Guidelines. Milford will work with the Huron River Watershed Council on development of this plan. The Township has retained HRC to assist in determining the scope of work required. HRC estimates that it will cost between $5,000 and $8,000 to define the items to be covered in the plan. Once the scope of work has been determined, a detailed cost estimate of the total project will be developed. We will be asking for reimbursement of the preliminary cost. Once the complete project scope is defined, we will ask for reimbursement of those costs as well. 1100 Atlantic Street • Milford, Michigan 48381-2000 • (248) 685-8731 • Fax (248) 685-9236 Wcbsitc: milfordtownship.com Mr. Thomas Qi_t January 8, 2001 Page 2 Use Variance in Sections 34 and 35 A developer owns several large parcels of land in Sections 34 and 35 of the Township. lie is proposing to develop the property more densely than current zoning allows_ The Township contends that a less dense alternative would be better to protect the water quality of the surrounding lakes, the quality of the ground water source, and rural setting of the area. Milford Township has secured HRC to assist with determining if the site vill perk and therefore could economically support a less dense development. The work will include coordinating site visits with the Michigan Department of Environmental Quality, Oakland County Health Department, the Geotechnical engineer, and an excavation company. Once the fieldwork is completed, a report will be presented to the Township summarizing the findings. HRC estimates that their costs for this work would be in the range of $40,000 to $50,000. The Township understands that review process of this reimbursement request will governed by the provisions of Resolution 99093 and certifies that all expenses submitting for reimbursement will be in accordance with a connection to a qualifying environmental remediation or improvement project. We anticipate spending the entire balance of the available funds from this program on these three (3) projects (approximately $195,820, 5 years at $39,164). Subject to the approval of these projects by the Board of Commissioners, invoices showing the expenses incurred by the Township will be forwarded to your office along with our request for reimbursement. Booth, File c Colleen Schwartz, Township Clerk Dated D- 0 0 - -,?`-f (0 RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST MILFORD TOWNSHIP OAKLAND COUNTY, MICHIGAN WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages, and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages, and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village, or township road project; and WHEREAS, the Milford Township, Oakland County, Michigan will be incurring expenses in connection with environmental improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program.
