MISCELLANEOUS RESOLUTION #01272

IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE
OF MILFORD - FY 2002 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Village of Milford has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS the Village of Milford is requesting reimbursement for work
related to the reconditioning of horizontal pressure filters and aeration tank
at the iron removal plant; and
WHEREAS the FY 2002 authorized amount of funding for the Village of
Milford is $22,649.48 from the Environmental Infrastructure Fund as repayment to
the Village of Milford for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the Village of Milford as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes an FY 2002 appropriation
in the amount of $22,649.48 from the Environmental Infrastructure Fund (Account
#90-263215-41000-3985) to repay the Village of Milford for expenses incurred in
connection with environmental remediation or improvement projects, once proper
invoices are presented.

Re: Environmental Infrastructure Fund Reimbursement Request
Dear Mr. Ott:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution
(MR) 99093, the Village of Milford hereby requests reimbursement under
Oakland County's Environmental Infrastructure Fund Program for expenses
incurred in connection with an eligible environmental remediation or improvement
project undertaken by our Village.
Attached in support of this request are the following:
1. Attachment A: Project Description
2. Attachment B: Governing Body Resolution
3. Attachment C: Estimated Project Cost
The Village understands that the review and processing of this reimbursement
request will be governed by the provisions of MR 99093, and certifies that all
expenses submitted for reimbursement were incurred in connection with a
qualifying environmental remediation or improvement project.

AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND
EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the
Oakland County Board of Commissioners has established an Environmental
Infrastructure Fund Program to assist Oakland County cities, villages and townships in
addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program
authorizes Oakland County cities, villages, and townships to apply for reimbursement of
eligible expenses incurred in connection with environmental remediations or
improvements relating to ground and/or surface water, water supply, sewer and/or
surface water, water supply, sewer and/or drainage systems and/or water pollution
control efforts incurred as part of a city, village, or township road project; and
WHEREAS, the Village of Milford, Oakland County, Michigan has incurred
expenses in connection with an environmental remediation or improvement project
believed to be eligible for reimbursement under Oakland County's Environmental
Infrastructure Fund Program.
NOW, THEREFORE, BE IT RESOLVED, that this Council authorizes and directs
its Treasurer as agent for the Village of Milford in the manner and to the extent provided
for under Oakland County Board of Commissioner Miscellaneous Resolution 99093 to
request reimbursement of eligible environmental remediation or improvement project
expenses under Oakland County's Environmental Infrastructure Fund Program.
I HEREBY CERTIFY that the foregoing is a true and correct copy of a resolution
adopted by the Milford Village Council at their Regular Council meeting lwld on
September 17, 2001.

PROJECT DESCRIPTION
Reconditioning Horizontal Pressure Filters and Aeration Tank
The iron removal filters and aeration tank process removes the iron
and impurities from the community drinking water.
The project consists of reconditioning the iron removal plant
horizontal pressure filters and aeration tank by sandblasting the
inside and outside of the three (3) filters and one (1) aeration tank,
then applying a protective paint coating system to all surfaces of
these structures.

Estimated Proiect Cost
The total estimated cost for the reconditioning of the horizontal
pressure filters and aeration tank at the iron removal plant is $55,000.
