Moffitt, District #18 IN RE: DEPARTMENT OF INFORMATION TECHNOLOGY — TRANSFER EMERGENCY MANAGEMENT UNIT TO COUNTY EXECUTIVE /ADMINISTRATION, AND CREATE ADMINISTRATOR-EMERGENCY RESPONSE & PREPAREDNESS APPOINTED POSITION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Oakland County's emergency management functions are mandated by the Michigan Emergency Management Act (Public Act 50 of 1990), to provide for the coordination of all matters pertaining to emergency services, disaster preparedness, and recovery assistance within the County; and WHEREAS events of the past month, including the terrorist attack on the New York World Trade Center Towers on September 11 and the recent attack on Afghanistan, reflects the imperative need to bolster the County's activities in this critical area; and WHEREAS to achieve a higher visibility of emergency response and preparedness functions, the County Executive recommends the transfer of the Emergency Management & E911 Unit and related support staff from the Department of Information Technology to the County Executive Administration Division, retitling of the unit to Emergency Response & Preparedness, and creation of an appointed Administrator- Emergency Response & Preparedness position to oversee the aforementioned functions; and WHEREAS this new unit will report directly to the Assistant Deputy County Executive; and WHEREAS with the requested transfers it is appropriate to retitle the IT/CLEMIS & Public Safety division to "CLEMIS" and make other position title changes; and WHEREAS Section 14(a) of Public Act 139 of 1973, the Unified Form of County Government Act under which Oakland County is organized, specifies that "...the Board of County Commissioners may: ...transfer a function from one department to another upon the affirmative recommendation of the.. .County Executive and following a public hearing." Chairperson, I move adoption of the foregoing resolution. Draft - 1 0/9/0 1 OAKLAND COUNTY MICHIGAN Class Title: ADMINISTRATOR - EMERGENCY PREPAREDNESS & RESPONSE Dept: County Executive/Admin. Reports To: Assistant Deputy County Executive GENERAL SUMMARY Under limited direction, is responsible for preparing, coordinating and administering County-wide emergency response programs, including those of internal County departments with outside agencies. Develops plans for response and recovery services from natural, technical, biological and other disaster situations. Reviews and revises related policy and hardware/software technology at regular intervals. Coordinates efforts with state and local governments to ensure compliance with program requirements. Supervises the SARA Title m program for coordinated planning and response between industry and local government in the event of a hazardous chemical release. Is responsible for the development of the Oakland County Emergency Operations Plan, and for its effective implementation when needed. Coordinates and provides information and liaison services for the County-wide 9-1-1 emergency telephone system. Maintains an early weather-warning program for the County. Serves as the designated "Disaster Control & Civil Defense Director" where that role is required by State law. Remains on call seven days a week, 24 hours a day to respond to emergency or disaster situations in the County. SUPERVISION EXERCISED Functions as a first level manager over professional, para-professional and clerical employees. Instructs, assigns, schedules, checks and appraises performance. Participates in decisions to hire, discipline, discharge and award pay increases and/or promotions. TYPICAL DUTIES AND RESPONSIBILITIES Plans, develops, administers, implements, evaluates and modifies a comprehensive, County-wide Emergency Preparedness & Response program. Develops and implements goals, objectives, policies, procedures, and work standards for the emergency response program, prepares and administers the program's budget. Coordinates and fosters effective working relationships with other governmental and public-private agencies to ensure a viable master plan for response and recovery in the event of disaster situations, including restoration of vital public services such as utilities, public safety, and communications. Advises and lends technical assistance to governmental units, hospitals, public safety agencies, private ambulance services, disaster relief agencies and volunteer groups such as ham radio operators, including recommending and acquiring necessary equipment, materials and supplies. Coordinates services to provide the most effective delivery of emergency management and disaster recovery services. A. A. DESCRIPTION Updates the emergency operations plan as needed. Maintains a high level of personal knowledge regarding related legislative activity and potential funding sources. Supervises the preparation of an annual two (2) year work plan, an annual plan and quarterly reports to the Michigan State Police Emergency Management Division for continued federal funding. Also prepares random reports required by the Federal Emergency Management Agency following MSP-EMD guidelines. Identifies and maintains information on facilities containing extremely hazardous substances and develops and updates community standard operating procedures for handling those substances. Submits applications for state and federal grant funds which may be available for Emergency Preparedness and Response. Prepares written and oral reports regarding related programs and activities. Due to the September 11, 2001, terrorist attack on the New York World Trade Center Towers and the recent attack on Afghanistan the County Executive recommends the transfer of the Emergency Management & E911 Unit and related support staff from the Department of Information Technology (Dept. 23) to the County Executive, (Dept.11) and retitled to Emergency Response and Preparedness Unit in order to achieve a higher level of emergency response and preparedness. The County Executive recommends this new unit report directly to the Assistant Deputy County Executive. The County Executive also recommends the creation of an appointed Administrator-Emergency Response & Preparedness position in order to achieve a higher level of emergency response and preparedness for a cost of $89,377. Funds from a planned Designated Fund Balance for ERP, which will be created with the FY 2001 Year End Report, will be used to cover this cost. Also, the resolution includes the deletion of (1) vacant Radio Communications Engineer for ($93,377) and one(1) vacant Disaster Control & Civil Defense Director position from IT/CLEMIS for (15,751).
