The Personnel Committee, having reviewed the above mentioned resolution on October
17, 2001, recommends the resolution be adopted.

IN RE: COUNTY CLERK/REGISTER OF DEEDS - CREATION OF TWO (2) CLERK III POSITIONS
IN THE VITAL STATISTICS UNIT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS per Public Act 381 of 2000, House Bill No. 4530 effective July 1,
2001, restrictions on concealed weapons permits have been relaxed; and
WHEREAS the new legislation has resulted in a considerable increase in the
number of applications for CCWs and the resultant impact on the workload of the
County Clerk office, Vital Statistics Unit; and
WHEREAS increases in the County population have also produced an increase
in the workload of this Unit; and
WHEREAS the County Clerk is requesting the creation of two (2) OF/GB Clerk
III positions to assist customers, provide certified copies, and process mail;
and
WHEREAS these positions would allow current staff trained in processing CCW
applications to focus on this task; and
WHEREAS the positions would have a sunset date of 09/20/2002, and be
reviewed for continuation during the FY 2003 Budget process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the creation of two (2) OF/GB full-time eligible Clerk III positions in
the Vital Statistics Unit of the County Clerk/Register of Deeds.
BE IT FURTHER RESOLVED that these positions would be funded through
September 20, 2002, and reviewed for continuation thereafter.
Chairperson, on behalf of the General Government Committee, I move the
adoption of the foregoing resolution.

OVERVIEW:
The Vital Statistics Unit in the Clerk/Register Department is responsible for
processing marriage licenses, birth certificates, death certificates and
applications for Carrying a Concealed Weapon (CCW). Currently, the Vital
Statistics Unit consists of one Office Supervisor II, five Clerks III, four
Typists II and one Student. The County Clerk reports that since Public Act 381 of
2000 was signed into effect on July 1, 2001, they have seen a substantial
increase in workload for the unit. In previous years, the Vital Statistics Unit
processed an average of 2,200 applications for CCWs annually. In the first two
months of the new legislation, the unit received 2,400 new applications. This
amount is compounded by an increased workload in requests for certified copies.
The Clerk's Office charges fees for certified copies and for filing CCW
applications. The cost for certified copies is $10 per copy. The cost for filing
a CCW application is $60 for new applications and $35 for renewal applications.
Presently, The Clerk/Register retains $10 from each CCW application. After three
years, the department will be allowed to retain the entire fee for renewal
applications. The proposed positions will answer phones, assist customers at the
front counter, provide certified copies of documents as requested and process
mail: This will, in turn, provide more time for the current staff trained and
assigned to process CCW applications to focus primarily on those tasks.
The County Executive has reviewed the information provided and is recommending
with the agreement of the County Clerk/Register of Deeds that the positions be
for fiscal year 2002, and will be reviewed to determine the need for
continuation. The County Clerk/Register of Deeds will maintain workload
statistics regarding the CCW program, to assist with the review for continuation
during the FY03 Budget process.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of the Board, the Finance Committee has reviewed
the above referenced resolution and finds:
1. The resolution approves the creation of two (2) GF/GP full-time
eligible Clerk III positions in the Vital Statistics Unit.
2. As of July 1, 2001, new legislation has relaxed restrictions on
concealed weapons permits which has resulted in a considerable
increase in the number of applications for CCWs and impacted the
workload of the Vital Statistics Unit.
3. The positions have a sunset date of 09/20/2002 and will be
reviewed for continuation during the FY 2003 Budget process.
4. The increase in applications will generate additional Gun Permit
revenue to offset the cost of the positions, which is $66,195 for
the remainder of FY 2002.
5. The Fiscal Year 2002 Budget be amended as follows:
