IN RE: PUBLIC SERVICES\ANIMAL CONTROL - ESTABLISH FY2002 - FY2004
MUNICIPALITIES ANIMAL CARE CENTER RATES FOR BOARDING AND DISPOSAL
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Animal Control Division administers
the provisions of P.A. 339 of 1919 as amended (the Dog Law); and
WHEREAS the Animal Control Division renders services to local
jurisdictions through Purchase Contracts; and
WHEREAS the Oakland County Board of Commissioners by
Miscellaneous Resolution #98299, established the following rates for a
three year period (FY1999 - FY2001) based on an inflation rate of three
(3%) for FY2000 and FY2001:

WHEREAS The Oakland County Animal Control Division and the
Department of Management and Budget, through a cost analysis, recommend
a revision in the rates for the periods of FY2002, FY2003 and FY2004 be
established; and
WHEREAS the new rates will include a three (3%) inflation factor
for FY2003 and FY2004, and be amended as follows:

WHEREAS the government of Oakland County would recover 100% of
its costs.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby establish the following Animal Care Center Rates
for boarding and disposal to be charged to municipalities purchasing
service contracts with the Oakland County Animal Control Division.

BE IT FURTHER RESOLVED that the County Executive is authorized to
execute purchase of service contracts with local jurisdictions at the
aforementioned rates.

the adoption of the foregoing resolution.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to rule XII of this Board, the Finance Committee has
reviewed Miscellaneous Resolution and finds:
1) The Public Services Committee has recommended the following
Municipal Animal Care Center rates for FY 2002 - FY 2005 as
summarized below (see attachments for details):

2) Athree percent (3%) inflationary increase was applied to the
rates for FY 2003 and FY 2004.
3) A cost analysis has determined that the recommended adjustment
in rates would continue to recover 100% of the cost for
contracted Boarding and Disposal, consistent with County
Policy, relative to municipal disposal contracts.
4) No budget amendment is recommended, as the changes in the
rates are incorporated into the FY 2002 and FY 2003 Biennial
Budget.
