IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CHARTER TOWNSHIP OF HIGHLAND - FY 1999, FY 2000, FY 2001 AND FY
2002 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into Infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Township of
Highland has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the Township of Highland is requesting reimbursement for
expenses directly related three (3) separate water main projects:
linking Highland Valley to existing public water supply system, Meribah
Road clearing, and Wardlow Road water main extension; and
WHEREAS authorized funding for FY 1999, FY 2000, FY 2001 and FY
2002 for the Township of Highland is $70,597.81 annually for a total of
$282,391.24 from the Environmental Infrastructure Fund as repayment to
the Township of Highland for expenses incurred in connection with
environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Township of
Highland as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 1999, FY
2000 FY 2001 and FY 2002 appropriation in the amount $282,391.24
($70,597.81 annually) from the Environmental Infrastructure Fund
(Account #90-263009-41000-3985) to repay the Township of Highland for
expenses incurred in connection with environmental remediation or
improvement projects, once proper invoices are presented.

Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Charter
Township of Highland hereby requests reimbursement under Oakland County's Environmental
Infrastructure Fund Program for expenses incurred in connection with an eligible environmental
improvement project undertaken by our Township.

Re: Environmental Infrastructure Fund Reimbursement Request
Dear Ms. Fournier:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)
99093, the Charter Township of Highland hereby requests advance approval of upcoming
expenses intended to be submitted for reimbursement under Oakland County's
Environmental Infrastructure Fund Program. Three separate water main construction
contracts should qualify with eligible expenses under the program. These include:
A. Watermain construction across Township property to link an additional well
supply (Highland Valley) to the existing Public Water Supply System
(Prestwick Village wells and Township Storage tank).
B. Clearing expenses associated with a watermain extension along Meribah
Road.
C. Watermain extension along Wardlow Road to link two existing community
wells (South Bay Shores and Huntwood Place) to strengthen the Public Water
Supply System.
The Township previously submitted a pay request in the amount of $64,991.25 for
Project A as described above (see letter dated November 30, 2001). We further expect a
final "cleanup" cost of approximately $3000 to close the job. A final pay request will be
submitted to document our final expenses sometime this Spring.
We are attaching a pay request in the amount of $4000 for expenses associated with
Project B as described above. MDOT and the Road Commission for Oakland County
have agreed to pay for the remaining expenses associated with this project, which was
necessitated by proposed closure of a railroad crossing at Meribah Road.
We are attaching the advertisement and bid tabulation for Project C as described above,
along with a letter from our Engineering Consulting describing the need for the project.

We would request the Board authorize reimbursement up to $180,000 for this project.
Pay requests would be submitted to document our expenses as the project commences.
You have a copy of the Township resolution authorizing the Supervisor to pursue
reimbursement under this project. We believe this resolution covers reimbursement for
any and all projects under the Environmental Infrastructure Fund program.
In summary, Highland Township expects to submit the following expenses under this
authorization dining the upcoming year:
Project A: $ 68,000
Project B: $ 4,000
Project C: $180,000
TOTAL $252,000
As you are aware, the Township has not yet submitted any projects for reimbursement
against the allocated $340, 027.29.
We trust this information is adequate to allow you to bring our authorization request to
the County Board of Commissioners. If you need any additional information, please

Dear Mr. Stakoe:
In the fall of 2000, the Oakland County Drain Commissioner hired a potable water storage tank consultant to inspect
the Bretton Oaks and Axford Acres pneumatic water storage tanks. At that time it was determined that the Axford
Acres well facility was beyond repair and various major system repairs would be necessary unless we could abandon
the well house.
Recently there have been many conversations between our office and the Oakland County Drain Commissioner's
office regarding the possibility of extending watermain between Huntwood Place and South Bay Shores to allow for
the abandonment of the Axford Acres well house facility. Approximately 2,500 lineal feet of I6-inch watermain
would need to be constructed to hydraulically connect these two subdivisions. The Oaldand County Drain
Commissioner's office has estimated the construction of this watennain to be $200,000.00.
It is our recommendation that this section of watermain be constructed as soon as possible to allow for the
abandonment of the Axford Acres well house facility. Therefore, we are requesting this matter be placed on the May
23, 2001 Highland Township Board meeting to make a brief presentation regarding this matter to get direction from
the Township Board.

Plans, Specifications and other Contract documents may be examined at the Township of Highland and obtained at the
office of the Engineer on and after January 31. 2002 for a non-refundable fee of $20.00. Documents will be mailed to
prospective bidders upon request accompanied by an additional payment of $10.00 per set, also non-refundable.
Proposals shall be delivered to the office of the Township Clerk.
Proposals which have been submitted shall not be withdrawn after the time set for opening of bids and shall remain firm for
a period of 60 days after opening of bids.
The Charter Township of Highland reserves the right to reject all Proposals and to waive any informality or irregularity in any
Proposal, in the interest of the Township.

Recommendation
Based upon our review of the submitted bids, we recommend awarding the watemiain construction contract
to Milford Excavating, Inc. for the construction of the watermain and appurtenances. Please be aware, as
with other publicly bid projects, the bid amount is based on unit costs. The actual construction cost may be
larger or smaller than the amount proposed by Milford Excavating, Inc. depending on the work actually
completed. We are very familiar with Milford Excavating and they are very well respected in the industry.
We have been very pleased in their quality of work.
If you have any questions or comments, please contact our office. In addition, we will be at the Highland
Township Board meeting on Wednesday, February 27, 2002 to address any questions or concerns the
Township Board may have.

RESOLUTION #01-28 AUTHORIZING ENVIRONMENTAL
INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland
County cities, villages and townships in addressing clean water and storm water needs; and
WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediations or improvements relating to ground and/or surface water,
water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a
city, village or township road project; and
WHEREAS the Charter Township of Highland, Oakland County, Michigan has incurred expenses
in connection with environmental remediation or improvement project(s) believed to be eligible for
reimbursement under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor,
John P. Stakoe, as agent for the Township in the manner and to the extent provided for under Oakland
County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible
environmental remediation or improvement project expenses under Oakland County's Environmental
Infrastructure. Fund Program.
This resolution passed this 24 th day of October, 2001 at a regular meeting of the Charter Township
of Highland Board. A motion was made by Mrs. Dietrich and supported by Mrs. McDonell and a vote was
taken on the foregoing resolution as follows:
