IN RE: Department of Information Technology — Link1VIichigan Planning Grant — Grant
Application
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Michigan Economic Development Corporation (MEDC) requires an
authorizing resolution for applications submitted under MEDC's LinIcMichigan Regional
Telecommunications Planning Grants program; and
WHEREAS the Department of Information Technology is making application under this
grant program for a Broadband Infrastructure Development Planning project; and
WHEREAS the Department of Technology is requesting $75, 000 from the MEDC with a
local match of $25,000 from identified sources; and
WHEREAS it is understood none of these funds will be expended prior to the execution
of the grant agreement; and
WHEREAS the grant application has been processed through the County Executive
Contract Review Process and the Board of Commissioners' Grant Procedures; and
WHEREAS if the application is funded by the MEDC, the grant agreement will be
submitted back to the Board of Commissioners for grant acceptance and grant agreement
execution by Thomas Law, Chairperson, Oakland County Board of Commissioners, pursuant to
the Board of Commissioners' Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners
authorizes the Department of Information Technology to submit the Broadband Infrastructure
Development Planning grant application to the Michigan Economic Development Corporation
under their LinkMichigan Regional Telecommunications Planning grant program.
Chairperson, on behalf of the Committee, I move the adoption of the foregoing
resolution.

IN RE: Department of Information Technology — LinkMichigan Planning Grant — Grant
Application
The Fiscal Services Division has reviewed the above referenced grant application and finds:
1) The Michigan Economic Development Corporation notified Oakland County of the
availability for LinkMichigan telecommunication funding in mid April, 2002.
2) The grant application is a new application for a broadband infrastructure development
planning project in conjunction with and in response to the Oakland County Business
Roundtable's recommendation.
3) No additional personnel are required for the implementation of this project, if funded, and the
funding does not support hiring or continuation of any special revenue positions.
4) It is anticipated the project funded by the grant will be completed within 12 months of the
contract start date to be indicated by the grant agreement.
5) There is a $25,000 local match required for the grant. All of this match ($25,000) has been
committed by Automation Alley and will not require any funding from Oakland County
government.
6) Application for these grant funds does not obligate the county to any future commitment.
