RE: PARKS AND RECREATION COMMISSION - ELLIS BARN PROJECT GRANT
ACCEPTANCE
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Parks and Recreation Commission has identified the
acquisition of a working/historical farm as an objective in its current strategic plan; and
WHEREAS, RBI 33, LLC, owners of the historic Ellis barn in Springfield Township,
have committed themselves to preserving the barn by donating it to another agency; and
WHEREAS, the Oakland County Parks and Recreation Commission, at its July 10, 2002,
regular meeting, accepted RBI 33, LLC's request to approve Springfield Oaks County Park as
the site for the relocation of the barn; and
WHEREAS, a number of public and private sources have contributed $150,000 toward
the cost of the project; and
WHEREAS, the Oakland County Parks and Recreation Commission has included the
Ellis Barn Relocation Project and Ellis Barn Site Development Project in its 2002 Capital
Improvement Projects Budget; and
WHEREAS, the Parks and Recreation Commission has been notified that it is the
recipient of a $600,000 Michigan Department of Transportation (MDOT) Transportation
Enhancement Program (TEP) grant, applied for through the Road Commission for Oakland
County, for the purpose of relocating the Ellis Barn to Springfield Oaks County Park; and
WHEREAS, the Parks and Recreation Commission has accepted the $600,000 TEP grant
for funding the Ellis Barn Relocation Project at its July 10, 2002, regular meeting;
NOW THEREFORE BE RESOLVED that the Oakland County Board of Commissioners
approves the acceptance of the $600,000 TEP grant for funding the Ellis Barn Relocation Project
to Springfield Oaks County Park.

IN RE: Parks and Recreation Ellis Barn Relocation Project Grant Agreement
TO: Thomas A. Law, Chairperson, Oakland County Board of Commissioners
Pursuant to the award of a Michigan Department of Transportation (MDOT) Transportation
Enhancement Project (TEP) grant for the Ellis Barn Relocation Project, the Oakland County
Parks and Recreation Commission (OCPRC) has reviewed the above referenced grant award,
and reports as follows:
1. The Oakland County Parks and Recreation Commission was notified of approval of a grant
application submitted in 2001 for the relocation of the Ellis Family Barn from its current
location on Dixie Highway near Old Pond Road to the grounds of Springfield Oaks County
Park.
Oakland County Parks and Recreation is requesting authorization to accept this grant and
proceed with the relocation project.
2. OCPRC authorized this grant application for submission in September 2001.
The Ellis Barn is an important historical and cultural resource for the citizens of Oakland
County. It is said to be the largest barn in Michigan, and is an exemplary specimen of barn
construction. It served as part of a centennial farm operated by the Ellis family.
The Ellis Barn itself will be donated by the current owner, RBI-33, LLC, a Springfield-based
development company.
Upon relocation, it will be used as part of an educational interpretive demonstration farm at
Springfield Oaks, the site of the 4-H County Fair. This use is incorporated into the current
Springfield Oaks master plan.
3. The total cost of this project is estimated to be $750,000.
The grant is an 80/20 match, with $600,000 from the MDOT TEP grant and $150,000 from a
number of sources: Parks and Recreation, Springfield Township, RBI-33, Ms. Ellis and
Clarkston State Bank.
The cost has been identified in the Parks and Recreation Budget with funds appropriated
from Parks and Recreation Capital Improvement Budget. No County general funds will be
involved in this project.
4. The project is submitted through the Oakland County Road Commission. The project will not
affect other county departments.

ACCEPTANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Oakland County has been notified that it is the recipient
of $600,000 Transportation Enhancement Program (TEP) of
MDOT grant through the Oakland County Road Commission for
the purpose of relocating the Ellis Barn to Springfield
Oaks County Park.
2. The purpose of the grant is to relocate the Ellis Barn to
Springfield Oaks County Park which meets program and
storage needs of the master plan for the site.
3. RBI 33, LLC owners of the historic Ellis has committed
themselves to preserving the barn by donating it to Oakland
County Parks and Recreation.
4. The Oakland Parks and Recreation Commission has included
the Ellis Barn Relocation Project and Ellis Barn Site
Development Project in its 2002 Capital Improvement
Projects Budget.
5. The Oakland County 4-H Fair Association has agreed to
establish an endowment fund to offset maintenance and
operation costs for the barn.
6. The total amount of the project is $750,000.
7. Oakland County Parks and Recreation Commission has approved
funding from TEP grant in the amount of $600,000. A grant
match of $150,000 is required within the grant guidelines
from the Road Commission of Oakland County under the TEP
program. However, Public and private sources have
contributed $150,000 toward the cost of the project for the
grant match.
8. The public and private sources which have committed to
providing the necessary funding for the grant match are as
follows: RBI 33 LLC owners have pledged the cost of
dismantling and relocating the Ellis barn to another site;
Oakland Parks and Recreation Commission have committed for
site preparation and landscaping; Springfield Township, Ms
Ellis and Clarkston State Bank will provide for the
remaining funds for the match.
9. Although the grant match required is $150,000, the total
contributions from these sources are anticipated to be
greater by $6,500:
RBI-33 LLC (Developer) $ 75,000
O.C. Parks & Recreation Commission $ 50,000
Springfield Township $ 20,000
Ms. Ellis $ 11,000
Clarkston State Bank 500
Total $156,500
10. No General Fund match is required.
