IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
ADDISON TOWNSHIP - FISCAL YEARS 2001, 2002 AND 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, Addison Township has
submitted a resolution of authorization to the County for reimbursement
of expenses incurred in connection with an eligible environment
remediation of improvement project; and
WHEREAS Addison Township is requesting reimbursement for expenses
directly related to the purchase of watershed which will act as a
rechargeable area for Addison Township's aquifer and a catch basin to
aid in flood control; and
WHEREAS the FY 2001, FY 2002 and FY 2003 authorized amount of
funding for Addison Township is $22,762.63 annually from the
Environmental Infrastructure Fund as repayment to Addison Township for
expenses incurred in connection with environmental remediation or
improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by Addison Township as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2001, FY
2002 and FY 2003 appropriations in the amount of $22,762.63 annually
from the Environmental Infrastructure Fund (Account #90-263201-41000-
3985) to repay Addison Township for expenses incurred in connection
with the purchase of watershed area which will act as a rechargeable
area for Addison Township's aquifer and a c4,tçh basin to aid in flood
control, once proper invoices are presente

RE: Environmental Infrastructure Funds
Dear Sir:
Pursuant to Oakland County Board of Commissioners Miscellaneous Resolution 99093, the
Township of Addison hereby requests reimbursement of $68,287.89 (for the years, 2001, 2002 and
2003) under Oakland County's Environmental Infrastructure Fund Program for expenses incurred
in connection with an eligible environment remediation or improvement project undertaken by our
Township.
I have attached a Project Description and Board Resolution authorizing this request. To initiate
this project the Township has spent $200,000.00 to date.
The Township of Addison understands that the review and processing of this reimbursement
request will be governed by the provisions of MR 99093, and certifies that qualifying
environmental remediation or improvement project.

ENVIRONMENTAL INFRASTRUCTURE PROJECT
DESCRIPTION
Addison Township depends entirely on ground water wells for water supply,
so ground water contamination is of particular concern to our residents. With
this, and other concerns, in mind Addison Township purchased 229 acres of a
fragile watershed area which contains the headwaters of three rivers. We
purchased the parcel to serve as a rechargeable area for our aquifer and a
catch basin to aid in flood control. We plan to utilize this area as a low
impact ecological preserve.
The total cost of this project to date is $2,900,000.00. DNR grants covered
$2,100,000.00, Addison Township has paid $200,000.00 in cash and financed
$600,000.00. Addison Township will be seeking reimbursement each year
from the County to cover as much of the project cost as possible.
Further, we, Addison Township, are using this project as part of our
anticipated compliance with the Michigan Watershed based MS 4 voluntary
General Permit Plan.

At a regular meeting of the Addison Township Board held at the Township Complex on the 7 th day of
November.

The following resolution was offered by Trustee Brakefield and supported by Clerk Bennett
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist
Oakland County cities, villages and townships in addressing clean water and storm water needs; and
WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County
cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with
environmental remediations or improvements relating to ground and/or surface water, water supply, sewer
and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or
township road project; and
WHEREAS the Township of Addison, Oakland County, Michigan has incurred expenses in connection
with environmental remediation or improvement project(s) believed to be eligible for reimbursement under
Oakland County's Environmental Infrastructure Fund Prop -am.
NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor, as
agent for the Township of Addison, in the manner and to the extent provided for
under Oakland County Board of Commissioners Miscellaneous Resolution 99093, to request
reimbursement of eligible environmental remediation or improvement project expenses under Oakland
County's Environmental Infrastructure Fund Program for the years 2001, 2002, and 2003.

reviewed the above referenced resolution and finds:
1. Annual funding of $22,762.63 is available annually in the
Environmental Infrastructure Fund for FY 2001, FY 2002 and FY 2003
to reimburse Addison Township for this project; no additional
appropriation is required.
2. The Committee recommends adoption of the resolution.
