IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE VILLAGE OF HOLLY - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Village of Holly
has submitted a resolution of authorization to the County for
reimbursement of expenses Incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the Village of Holly is requesting reimbursement for
expenses directly related to storm sewer, sanitary sewer and watermain
replacement for the Maple Street project; and
WHEREAS authorized funding for FY 2003 for the Village of Holly
is $18,567.29 from the Environmental Infrastructure Fund as repayment
to the Village of Holly for expenses incurred in connection with the
Maple Steet project.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Village of Holly as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 2003
appropriation in the amount of $18,567.29 from the Environmental
Infrastructure Fund (Account #90-263211-41000-3985) to repay the
Village of Holly for expenses incurred in connection with the sewer and
drainage related to the Maple Street project, once proper invoices are
presented.

Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)
99093, the Village of Holly hereby requests the reimbursement under Oakland County's
Environmental Infrastructure Fund Program for expenses incurred in connection with an
eligible environmental remediation or improvement project undertaken by our Village.
Attached in support of this request are the following:
1. ATTACHMENT A: PROJECT DESCRIPTION
2. ATTACHMENT B: GOVERNING BODY RESOLUTION
3. ATTACHMENT C: EXPENSE INVOICES
The Village of Holly understands that the review and processing of this reimbursement
request will be governed by the provisions of MR 99093, and certifies that all expenses
submitted for reimbursement were incurred in connection with a qualifying
environmental remediation or improvement project. From the reimbursement schedule
we have, funds payable to the village should be in the amount of $19,681.33.

ATTACHMENT A: PROJECT DESCRIPTION
The project will consist of the complete removal and reconstruction of Maple Street from
East Road to just west of the CSX Railroad tracks. Concrete sidewalks will be
constructed on both sides of the roadway with ramps placed at all intersections. Existing
drive approaches will be removed and replaced with concrete pavement to the right-of-
way line. Commercial approaches will be constructed with concrete curb and gutters and
concrete pavement.
The existing storm sewer system will be supplemented with additional catchbasins and
mainline storm sewer connecting to a new 24" outlet at Simonson Lake and connecting
with the Patterson-Holly Drain. Additional structures and storm sewer will be
constructed as necessary to pick up "low areas" in front yards which cannot be drained to
the proposed curb and gutter.
The existing sanitary sewer for the entire project length will be analyzed to determine if
pipe replacement or relining is necessary. The existing watennain will be replaced from
Corbin Street to the Railroad tracks. This will include the placement of new hydrants and
valves and the replacement of water services from the watennain to the right-of-way.

RESOLUTION 2002-69
_RESOLUTION AUTHORIZING ENVIRONMENTAL-INFRASTRUCTURE
FUND EXPENSE REIMBURSEMENT REQUEST
Motion Campbell, second Davidson, adoption of the following:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established an Environmental Infrastructure Fund
Program to assist Oakland County cities, villages and townships in addressing clean
water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages and townships to apply for reimbursement of eligible
expenses incurred in connection with environmental remediations or improvements
relating to ground and/or surface water, water supply, sewer and/or drainage systems
and/or water pollution control efforts incurred as part of a city, village or township road
project; and
WHEREAS, the Village of Holly, Oakland County, Michigan has incurred expenses in
connection with environmental remediation or improvement projects believed to be
eligible for reimbursement under Oakland County's Environmental Infrastructure Fund
Program.
WHEREAS, the Village of Holly named Maple Street as its project and is now eligible
to draw the funds in the amount of $1,114.04 for the balance of 2002 funds and the
allocation for 2003 in the amount of $18,567.29.
NOW, THEREFORE BE IT RESOLVED, that this Village of Holly Council
authorizes and directs its Manager, Tom Ault, as agent for the Village of Holly, in the
manner and to the extent provided for under Oakland County Board of Commissioner
Miscellaneous Resolution 99093, to request reimbursement of eligible environmental
remediation or improvement project expenses under Oakland County's Environmental
Infrastructure Fund Program.
Voting for: Winglemire, Kenner, Campbell, Clark, Davidson, Kuyk, Miller
Voting against: None
Absent: None
The Village President declared the resolution adopted.

1. Annual funding of $18,567.29 is available in the Environmental
Infrastructure Fund for FY 2003 to reimburse the Village of Holly
for this project; no additional appropriation is required.
2. The Committee recommends adoption of the resolution.
