HomeMy WebLinkAboutResolutions - 2002.12.12 - 26743MISCELLANEOUS RESOLUTION #02292 BY : William Patterson, District #1 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF ROSE - FY 2001 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Township of Rose has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Township of Rose is requesting reimbursement for expenses directly related to the improvement of public water supply the Rose Township Hall and creation of Local Area Network to monitor groundwater protection; and WHEREAS the FY 2001 authorized amount of funding for the Township of Rose is $20,555.25 annually from the Environmental Infrastructure Fund as repayment to the Township of Rose for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Township of Rose as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes a FY 2001 appropriation in the amount of $20,555.25 annually from the Environmental Infrastructure Fund (Account #90-263222-41000-3985) to repay the Township of Rose for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Rose Township Hall, 204 Franldin Street, Holly, Michigan 48442 Oakland County Environmental Infrastructure Fund Rose Township Project Summaries Project # 2 — Potable Water Well Replacement at Rose Township Hall This proposal is intended to improve the public water supply at the Rose Township Hall by replacing the existing water well to meet current demand and standards. Rose Township Hall was constructed in 1881. The Hall has served the community as a gathering place for business meetings, social activities and elections since that time. It is believed that the basement, indoor plumbing and bathrooms were added in the 1940's. For the first time in its 118-year history, the Hall began serving as the Township's administrative offices when, in 1999, the Clerk, Supervisor and Treasurer relocated their respective home offices to the Township Hall. The building is currently used on a daily basis by the public and serves as the work place for 7 employees. The building's potable water is supplied by a two-inch shallow well approximately 60 years old. The well, which is located within the building itself, does not meet current standards/requirements for a public water supply. In addition the pump itself is so old, that replacement parts are either difficult to locate or are no longer available. The estimated cost for a new well, pump and water tank, reverse osmosis equipment (if deeded necessary), required permits, site restoration, inspections and abandoning the existing well is approximately $7,500.00. Costs for this project should be applied to the Township's Infrastructure Fund 2001 Allocation. Project #3 — Creation of Local Area Network This proposal is intended to help Rose Township meet the emerging State and Federal clean water requirements through the creation of a LAN in the Rose Township Hall which would allow the Township's staff to take advantage of water well, septic system and other related Oakland County GIS information and databases. The ability to monitor wells and septic systems will not only assist the Township in its groundwater protection efforts but will also be helpful in watershed planning and management. These efforts are of particular importance to Rose Township given its 1) exclusive reliance on potable water wells and septic systems and 2) location within the Shiawassee River headwaters watershed. The Township intends to use a portion of its infrastructure fund allocation (approximately $25,000) to acquire and install the necessary hardware and software to establish a LAN. The Township currently has no such system and many of its computers and associated utilities lack the capacity/compatibility to operate adequately within a LAN. The Township is will be working with Oakland County Technology and area vendors to establish the network configuration and specifications. Preliminary efforts suggest that the project will require the acquisition and installation of three new personal computers, a server, wiring, two color printers, software and licenses. The first $20,555.25 of costs for this project should be applied to the Township's 2000 Infrastructure Fund Allocation with all costs in excess of this amount being applied to the remaining balance of the 2001 Infrastructure Fund Allocation.
