Crawford, District #17 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF WALLED LAKE - FISCAL YEARS 2000, 2001, 2002 AND 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the City of Walled Lake has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the City of Walled Lake is requesting reimbursement for expenses directly related to the Wellsboro Drive water system improvement project; and WHEREAS the FY 2000, FY 2001, FY 2002 and FY 2003 authorized amount of funding for the City of Walled Lake is $24,028.43 annually from the Environmental Infrastructure Fund as repayment to the City of Walled Lake for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Walled Ldke as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2000, FY 2001, FY 2002 and FY 2003 appropriations in the amount of $24,028.43 annually from the Environmental Infrastructure Fund (Account *90- 263260-41000-3985) to repay the City of Walled Lake for expenses incurred in connection with the Wellsboro Drive water system improvement project, once proper invoices are presented. These improvements will allow for future water service and fire protection along West Maple and Wellsboro Drive. The water system improvement was competitively bid through the sealed bid process and awarded to Summit Transport in the amount of $78,275.00. The construction has already begun and is expected to be complete in ninety days. Once all work has been completed, the City will be submitting the proper paperwork for reimbursement. Consideration of the Environmental Infrastructure Fund Director Cureton stated that the Oakland County Board of Commissioners and the County Executive announced a 5-year, $25 million Environmental Infrastructure Fund to assist local communities by issuing reimbursements for environmental infrastructure improvements. Walled Lake is eligible to receive an annual allocation of $24,028.43. The DDA is finalizing plans for construction of a Wellsboro connector street (Administrative Drive) onto West Maple Road. This project is expected to be bid out in early April. It would be sensible for the City to consider water system improvements in conjunction with this construction. This enhancement to the water system would allow future water service and fire protection along West Maple Road. Mayor Pro-Tern Cartter asked if any type of road closure would be necessary? Director Cureton replied no, the work would be done well beyond the curb. VOTE: UNANIMOUSLY CARRIED 3. Consideration of Establishing the 50th Anniversary Committee City Manager Vawter stated that during a recent meeting it was suggested that a 50 th Anniversary Committee for the City of Walled Lake be established. Mayor Pre-TCM Cartter said that a lot of information and ideas would be needed for this event. Leslie Meyers, Donna Rickahaugh, Linda Ackley, Heather Hill, Bill Compton and Mary Sheridan all volunteered their time for this Committee. Council member Swett asked what the big event was at that time? Mayor Pro-Tem Cartter suggested talking to Walled Lake residents that were around at the time Walled Lake became a City. She said that she had seen another community put together a hard cover book with the history and story of their village. This might he a good idea for Walled Lake. The Historical Society would be able to contribute to this. The City of Walled Lake is eligible to receive an annual allocation of $24,028.43. At this time, the City may request a four-year total of $96,113.72. The City of Walled Lake will still have available funding in the year 2003 of $24,028.43. Funds for 2003 become available on October V tof 2002. All money from the Environmental Infrastructure Fund must be allocated towards a project(s) by the year 2004. Oakland County has not yet determined a deadline when the funds must be spent. The process for requesting the funding is as follows: 1. The City must submit a letter to the County stating which funding years the City is requesting to be released, haw much money is being requested and for what project(s). Along with a suppoiting council resolution. 2. The request is forwarded to the Oakland County Board of Commissioners for approval and appropriation. Funds wiN be issued to the City on a reimbursement basis. The Downtown Development Authority is finalizing plans for construction of a Wellsboro connector street (Administration Drive) onto West Maple Road. This project is expected to be bid out in early April. It would be sensible for the City to consider water system improvements in conjunction with this construction. This enhancement to the water system would allow future water service and fire protection along West Maple Road. The City's Engineering Consultants (Tetra Tech MPS) has estimated that the water main construction will cost approximately $85,000.00. This includes installing 1400 feet of new 12-inch water main, new fire hydrants, engineering fees, testing fees, and a 5% contingency. Annual funding of $24,028.43 is available annually in the Environmental Infrastructure Fund for FY 2000, FY 2001, FY 2002 and FY 2003 to reimburse the City of Walled Lake for this project; no additional appropriation is required. 2.
