The Personnel Committee, having reviewed the above-mentioned resolution on December 4, 2002,
recommends the resolution be adopted.

MISCELLANEOUS RESOLUTION 102310 December 12, 2002

IN RE: Sheriff's Department-Contract Amendment #2 for Law Enforcement Services
in the Charter Township of Lyon 1999-2003
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Lyon Township has contracted with the Oakland County Sheriff's
Department to provide law enforcement services for the Township (M.R.4t98011);
and
WHEREAS paragraph 23 of this contract provides that an amendment to this
contract must be approved by concurrent resolutions of both the Oakland County
Board of Commissioners and the Lyon Township Board; and
WHEREAS Lyon Township has approved a proposed amendment to the contract
(Schedule A-Sheriff's Deputies Contracted) which would add one (1) Deputy II
(Patrol Investigator) resulting in a new total of three (3) Deputy II (Patrol
Investigators) being contracted and bring the to:al number of contracted
deputies to thirteen (13); and
WHEREAS the Sheriff has agreed to add one (1) Deputy II (Patrol
Investigator)for Lyon Township under the terms of this contract.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves an amendment to the original Schedule A (Sheriff
Deputies Contracted) of the Oakland County Sheriff's Department 1999-2003 Law
Enforcement Services Agreement with the Charter Township of Lyon to increase
the number of Patrol Investigators from two (2) to a new total of three (3).
BE IT FURTHER RESOLVED that one (1) Deputy II position be created in the
Contracted Patrol Unit, Patrol Services Division of the Sheriff's Department.
BE IT FURTHER RESOLVED that one (1) unmarked vehicle (with mobile and
prep) be added to the County fleet.
BE IT FURTHER RESOLVED that this amendment will take effect on January
1, 2003.
Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

NOTE: For each PATROL DEPUTY II (WITH FILL-IN) identified above, ONLY the 0.C.S.D. shall, at no
additional cost to the MUNICIPALITY, provide a substitute (i.e., FILL-IN) SHERIFF'S DEPUTY to provide
LAW ENFORCEMENT SERVICES to the MUNICIPALITY whenever a PATROL DEPUTY II (WITH FILL-
IN) is absent from the MUNICIPALITY during any 80 hour bi-weekly period for any reason except those
reasons enumerated in Paragraph 5(a)(1) through Paragraph 5(a)(5) above.
NOTE: No Trainees shall be assigned by the 0.C.S.D. to perform the duties of any SHERIFF'S DEPUTY
contracted for and assigned to perform LAW ENFORCEMENT SERVICES under the terms of this
Agreement.

OAKLAND COUNTY SHERIFFS DEPARTMENT
1999-2003 LAW ENFORCEMENT SERVICES AGREEMENT WITH
CHARTER TOWNSHIP OF LYON
Amendment 2
Pursuant to paragraph 23 of the 1999-2003 Law Enforcement Services Agreement between the
COUNTY and CHARTER TOWNSHIP OF LYON, the parties hereby agree to amend said contract in
accordance with the attached Schedule A-1.
All other contractual provisions, of the 1999-2003 Law Enforcement Services Agreement not
otherwise affected by the attached Schedule A-1, remain in full force an effect.
FOR AND IN CONSIDERATION of the mutual assurances, promises, acknowledgments, set forth
in this Amendment 2 to the 1999-2003 Law Enforcement Services Agreement, ("Amendment") and for other
good and valuable consideration, the receipt and adequacy of which is hereby acknowledged, the undersigned
hereby execute this Amendment on behalf of the Parties, and by doing so legally obligate and bind the Parties
to the terms and conditions of this Contract.
IN WITNESS WHEREOF, Joseph Shigley, Supervisor of the Charter Township of Lyon, hereby
acknowledges that he has been authorized by a resolution of the Township Board, to execute this Amendment
on behalf of the Municipality and hereby accepts and binds the Municipality to the terms and conditions of this
Amendment.

IN RE: SHERIFF'S DEPARTMENT-CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF LYON 1999-2003
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The Charter Township of Lyon has requested an amendment to the
contract the Township has with the Oakland County Sheriff for law
enforcement services beginning January 1, 2003.
2. This amendment would add one (1) Deputy II (Patrol Investigator) to
the Contracted Patrol Unit, Patrol Services Division.
3. Operating costs and revenues equal $65,367 for FY 2003 and $89,450
for FY 2004.
4. This change will require the addition of one (1) unmarked vehicle
(with mobile and prep radio) to the County fleet. The Capital Costs
will come from contingency.
5. A budget amendment to the FY 2003 and FY 2004 budget is recommended
as follows:
