The Personnel Committee, having reviewed the above-mentioned resolution on December 4, 2002,
recommends the resolution be adopted.

MISCELLANEOUS RESOLUTION #02312 December 12, 2002

IN RE: Sheriff's Department-Contract Amendment #2 for Law Enforcement Services
in the Charter Township of Springfield 1999-2003
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Charter Township of Springfield has contracted with the Oakland
County Sheriff's Department to provide law enforcement services for the
Township (M.R.#98011); and
WHEREAS paragraph 23 of this contract provides that an amendment to this
contract must be approved by concurrent resolutions of both the Oakland County
Board of Commissioners and the Springfield Township Board; and
WHEREAS Charter Township of Springfield has approved a proposed
amendment to the contract (Schedule A-1 Sheriff's Deputies Contracted) which
would add one (1) Deputy II (with fill-in) resulting in a new total of nine
(9) Deputy II s (with fill-in) being contracted and bring the total number of
contracted deputies to ten (10); and
WHEREAS the Sheriff has agreed to add one (1) Deputy II (with fill-in)
for the Charter Township of Springfield under the terms of this contract.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves an amendment to the original Schedule A-1 (Sheriff
Deputies Contracted) of the Oakland County Sheriff's Department 1999-2003 Law
Enforcement Services Agreement with the Charter Township of Springfield to add
a Deputy II (with fill-in).
BE IT FURTHER RESOLVED that one (1) Deputy II position be created in the
Contracted Patrol Unit, Patrol Services Division of the Sheriff's Department.
BE IT FURTHER RESOLVED that this amendment will take effect on January
1, 2003.
Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

1999-2003 LAW ENFORMCEMENT SERVICES AGREEMENT WITH
CHARTER TOWNSHIP OF SPRINGFIELD
Amendment 2
Pursuant to paragraph 23 of the 1999-2003 Law Enforcement Services Agreement between the
COUNTY and CHARTER TOWNSHIP OF SPRINGFIELD, the parties hereby agree to amend said contract
in accordance with the attached Schedule A-1.
All other contractual provisions, of the 1999-2003 Law Enforcement Services Agreement not
otherwise affected by the attached Schedule A, remain if full force an effect.
FOR AND IN CONSIDERATION of the mutual assurances, promises, acknowledgments, set forth
in this Amendment 1 to the 1999-2003 Law Enforcement Services Agreement, ("Amendment") and for other
good and valuable consideration, the receipt and adequacy of which is hereby acknowledged, the undersigned
hereby execute this Amendment on behalf of the Parties, and by doing so legally obligate and bind the Parties
to the terms and conditions of this Contract.

of Springfield, hereby acknowledges that he/she has been authoriz46 by a resolution of the Township Board,
to execute this Amendment on behalf of the Municipality and hereby accepts and binds the Municipality to the

NOTE: For each PATROL DEPUTY II (WITH FILL-IN) identified above, ONLY the 0.C.S.D. shall, at no
additional cost to the MUNICIPALITY, provide a substitute (i.e., FILL-IN) SHERIFF'S DEPUTY to provide
LAW ENFORCEMENT SERVICES to the MUNICIPALITY whenever a PATROL DEPUTY II (WITH FILL-
IN) is absent from the MUNICIPALITY during any 80 hour bi-weekly period for any reason except those
reasons enumerated in Paragraph 5(a)(1) through Paragraph 5(a)(5) above.
NOTE: No Trainees shall be assigned by the 0.C.S.D. to perform the duties of any SHERIFF'S DEPUTY
contracted for and assigned to perform LAW ENFORCEMENT SERVICES under the terms of this
Agreement.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The Charter Township of Springfield has requested an amendment to
the contract between the Charter Township of Springfield and the
Oakland County Sheriff for law enforcement services beginning
January 1, 2003.
2. This amendment would add one (1) Deputy II (with fill-in) to the
Contracted Patrol Unit, Patrol Services Division.
3. Operating costs and revenues equal $74,860 for FY 2003 and $102,444
for FY 2004.
4. A budget amendment to the FY 2003 and FY 2004 budget is recommended
as follows:
