IN RE: DEPARTMENT OF CENTRAL SERVICES - LEASED VEHICLES- FLEET EXPANSION OF
ONE (1) DEPARTMENT OWNED VEHICLE FOR EMERGENCY RESPONSE PERTAINING TO
HAZARDOUS MATERIALS
To the Oakland County Board of Commissioners,
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners adopted a leased
vehicle policy through Miscellaneous Resolution #93230 which was amended by
Miscellaneous Resolution #94357 and requires additional vehicles to be
approved by the Board of Commissioners; and
WHEREAS the terrorist incidents occurring in New York and Pennsylvania
and at the Pentagon on September 11, 2001 has caused the County to review the
Emergency Response and Preparedness program relationship with the Cities,
Villages and Townships (CVTs); and
WHEREAS numerous tasks and action steps have been undertaken before and
since September 11, 2001 to improve the relationship between the County and
the CVTs' first responders (police, fire, and emergency medical services); and
WHEREAS previously Miscellaneous Resolution #02085 provided equipment,
projects and other tasks which included the purchase of mass decontamination
units and two bio-hazardous trucks to encourage the development of formal
mutual aid consortia in the County for improved mutual aid between the first
responders; and
WHEREAS Emergency Response and Preparedness has requested the addition
of one department owned emergency response vehicle to be provided to a local
mutual aid group for bioterrorism response; and
WHEREAS funding was appropriated to Emergency Response and Preparedness
per M.R. #02085 and for the addition of one (1) department owned emergency
response vehicle to be provided to a local mutual aid group for bioterrorism
response. Therefore, no additional appropriation is required.
WHEREAS as required by policy, the County Executive's Department of
Central Services has reviewed the request and determined it is justified
within the policy.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the increase in fleet for (1) Hazmat department owned
vehicle.
Chairperson, on behalf of the Public Services Committee, I move adoption
of the foregoing resolution.

Melton absent.
