HomeMy WebLinkAboutResolutions - 2002.12.12 - 26773MISCELLANEOUS RESOLUTION: #02322 December 12, 2002 Classification From: To: Location-Position Contract Coordinator 10 11 43201-09629 610 PERSONNEL C 1MITTEE BY: Personnel Committee, Nancy Dingeldey, Chairperson IN RE: PERSONNEL/HUMAN RESOURCES - SALARY ADMINISTRATION FIRST QUARTERLY REPORT FOR FY2003 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Study Group Reports approved by the Board of Commissioners for Grades 1 - 21 provide for a process for departments and employees to request a review of the salary grade placement of classifications; and WHEREAS the First Quarterly Report for FY2003 identifies the reviews completed and the salary grade changes recommended by the Personnel Department after completion of this review process; and WHEREAS funds have been established in the Classification and Rate Change fund to implement salary grade changes resulting from Salary Administration Quarterly Report recommendations. NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners authorizes implementation of the Salary Administration First Quarterly Report for FY 2003, which includes the following salary grade change: Salary Grade Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resolution. It includes determinations on reviews of salary grade placements made for classifications in salary grades 1 - 21. It also details the classifications reviewed, the Personnel Department determinations and cost of implementing the recommended changes. We have an appeal from the Director-Library Services regarding a study conducted on the Library Supervisor. The Personnel Department studied this classification and concluded that the current salary grade is appropriate. The Director-Library Services, on behalf of the Library Board, has appealed that decision. Her letter is attached. Merit Rule 2.2.1.2.1 states, "A department head may appeal the re-evaluation results by notifying the Personnel Department in writing, identifying the factors and evaluations which are considered inappropriate and stating the reasons. Upon receipt, the Personnel Department shall schedule an appeal before the Job Evaluation Review Panel where both sides shall present their arguments. Therefore, the Personnel Department will proceed with scheduling a hearing on this issue. No action by the Personnel Committee is necessary. Miscellaneous Resolution OAKLAND COUNTY SALARY ADMINISTRATION FIRST QUARTERLY REPORT FOR FY2003 12/04/02 PART 1 - BACKGROUND BACKGROUND The Salary Administration Plan provides for a review and appeal process. It requires presentation of a quarterly report to the Personnel Committee of reviews conducted during the quarter by the Personnel Department and of appeals heard by the Job Evaluation Review Panel. The Personnel Committee and Board of Commissioners must approve any recommended changes in grade level prior to becoming effective. Funds are contained in the FY03 Budget specifically for Classification and Rate Changes resulting from these reviews. In cases where the Personnel Department is not recommending the requested change in evaluation and salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Personnel Conunittee. The Personnel Department, with approval from the Board of Commissioners, provides a process for departments and employees requesting a review of the salary grade placement classifications for Grades 1-21. 2. The annual cost of the recommended salary grade changes for General Fund/General Purpose positions is $3,300 for FY 2004. The impact on the remainder of FY 2003 is $2,538. 3. Funds have been established in the Classification and Rate Change fund to implement salary grade changes resulting from the Salary Administration Quarterly Report recommendations for general fund/general purpose positions. 4.
