CRAWFORD, CHAIRPERSON IN RE: STATE OF MICHIGAN CHILD SUPPORT ENFORCEMENT SYSTEM (MICSES) MEMORANDUM OF UNDERSTANDING - CONVERSION TO MICHIGAN CHILD SUPPORT ENFORCEMENT SYSTEM 2.4 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Michigan Family Independence Agency (FIA) is charged with administrating Child Support Enforcement and is responsible for the development, implementation and support of the application called Michigan Child Support Enforcement System (MICSES); and WHEREAS Miscellaneous Resolution #01043 authorized the Chairperson of the Oakland County Board of Commissioners to sign the Memorandum of Understanding on behalf of the Board of Commissioners which resulted in the implementation of the MICSES in Oakland County; and WHEREAS in order to obtain federal certification of MICSES and avoid approximately $142 million in penalties, Michigan must deploy MICSES version 2.4 statewide by September 30, 2003; and WHEREAS in order to meet the September 30, 2003 deadline the State of Michigan must obtain signed Memorandums of Understanding from each county's Chief Judge of the Circuit Court and Board of Commissioners; and WHEREAS the Memorandum of Understanding is being reviewed by Oakland County's Corporation Counsel. NOW THEREFORE BE IT RESOLVED that the Chairperson of the Oakland County Board of Commissioners is authorized to sign a Memorandum of Understanding for converting to MICSES version 2.4, with the Family Independence Agency when agreed to by representatives of the County Executive, the Sixth Judicial Circuit Court, and the Board of Commissioners. Date: November 13, 2002 To: Chief Judges, Prosecuting Attorneys, County Commission Chairs cc: Family Division Presiding Judges, Friends of the Court, Circuit Court Administrators Front Chief Justice Corrigan Subject: MiCSES Meeting As you are well aware, the State of Michigan is required under federal law to implement a statewide Child Support Enforcement System (MiCSES). The MiCSES project has tremendous scope, providing the technological framework for statewide child support enforcement. After a delay of some years, all Michigan counties converted to MiCSES as of September 30, 2001. Our task is not over, however. In order to obtain federal certification of MiCSES, and to avoid approximately $142 million in penalties, Michigan must deploy MiCSES 2.4 statewide by September 30, 2003. The cooperation of all counties is critical to the project's success. To that end, we have scheduled a meeting of chief judges, prosecutors, Friends of the Court, county commissioners, and other stakeholders for Friday, November 22 from 10 a.m. - 3 p.m. The meeting will take place in Lansing at the Holiday Inn West. Lunch will be provided. The primary goal of the November 22 meeting will be to review a Memorandum of Understanding (MOU) that details the steps that must be taken to implement MiCSES 2.4 in each county. This MOU is being created through the collaborative efforts of a workgroup consisting of representatives from the Michigan Department of Information and Technology (DU) and Family Independence Agency (FIA), judges, prosecutors, Friends of the Court, and other stakeholders. Wherever possible, stakeholder suggestions are being incorporated into the MOU. Representatives of DIT, FIA, and members of the work group will join us at the November 22 meeting. To meet the September 30, 2003 deadline, we must obtain signed MOUs from each county's chief judge and board of commissioners no later than December 31, 2002. I stress that our highest goal, which DIT shares, must be user satisfaction. Federal certification is a first step toward this goal. Since their involvement with MiCSES began, DIT has impressed me with their approach to this project They understand that the local courts, FOCs, prosecutors and other stakeholders are partners in the implementation endeavor. I look forward to seeing you on November 22. With your full participation, I know we will be successful. Cunningham I Date: November 19,2002 Re: Memorandum of Understanding Conversion to Michigan Child Support Enforcement System 2.4 File No. 2002-0926 This memo will serve to advise you that our Office is reviewing the Memorandum of Understanding (MOU) regarding the County's planned conversion to version 2.4 of CSES, in anticipation of Kevin Oefther's meeting with representatives of the State's, scheduled for Friday, November 22, 2002. I want to advise you that while we have copies of the MOU , this year's Cooperative Reimbursement contracts, and the County's Service Level Agreement, we do not have the remaining seven attachments referenced in the MOU. Unfortunately, we do not expect to receive them from the State before Thursday, November 21, 2002. While we can and will review the documents that are available to us, given the extremely ,short time between when we expect to receive the remaining attachments and Kevin's meeting, we can only tell you that we'll do our best to review the attachments. Again, we will not know if a review can be completed until we see the attachments, their level of detail, and the legal implications of same. Please call if you have any questions.
