IN RE: SHERIFF DEPARTMENT - USE OF FORFEITED FUNDS FOR ARMORED
VEHICLE
To: The Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above-titled
resolution on December 5, 2002, hereby recommends that the
resolution be amended to insert two BE IT FURTHER RESOLVED
paragraphs as follows:
BE IT FURTHER RESOLVED that any future costs for maintenance,
repair or replacement of this new armored vehicle be paid for by
the Sheriff's Department Law Enforcement Enhancement Account.
BE IT FURTHER RESOLVED that any future costs for maintenance,
and repair associated with the existing Dragoon be paid for by the
Sheriff's Department Law Enforcement Enhancement Account with prior
authorization by the Board of Commissioners.
Chairperson, on behalf of the Finance Committee, I move
acceptance of the foregoing report.

MISCELLANEOUS RESOLUTION #02327 December 12, 2002

IN RE: SHERIFF DEPARTmENT - USE OF FORFEITED FUNDS FOR ARMORED VEHICLE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Section 333.7524 of Public Act 368 of 1978 authorizes courts to
distribute property and funds forfeited through narcotic seizures to
participating agencies to be utilized toward the enhancement of law
enforcement efforts related to the Controlled Substances Act; and
WHEREAS the courts have distributed $537,052.12 (balance as of 9/30/02)
as a result of Sheriff Department forfeiture efforts; and
WHEREAS the Sheriff is requesting that a portion of these funds be used
to purchase an armored vehicle with a ramp system for the Special Response
Team (SRT), for use within the department; and
WHEREAS this vehicle will be used by the Sheriff Department to enhance
law enforcement efforts in compliance with state law; and
WHEREAS the estimated capital costs are $355,000 as described on
Schedule A; and
WHEREAS M.R. #02011 authorized the use of $80,000 for a liberator MARS
ramp system which has not been purchased at this time; and
WHEREAS this vehicle will be used in place of the Liberator MARS ramp
system, therefore bringing the necessary costs from the forfeiture funds to
$275,000.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the use of $275,000 from the Sheriff's Department Law
Enforcement Enhancement Account (#101-43-223101-20001-2853-60053) to purchase
an armored vehicle for the Sheriff Special Response Team.
Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

Armored Tactical Vehicle
The Oakland County Sheriff's Office has enjoyed the use of an Armored Tactical Vehicle (ATV)
since the early 1990's. The vehicle, know as the Dragoon, has served the department and the
citizens of Oakland County very well with almost no cost to the county. The services of the
Dragoon were donated first, by Mr.LaBlanc, the owner of the company who designed and built
the Dragoon, and more recently by General Dynamics who purchased the founding company.
The vehicle was originally designed as a four-wheel drive armored military transport vehicle
with heavy armor. Through it's metamorphosis to it's current configuration, the vehicle has been
equipped with a water cannon as well as a front plow device used for crowd control and a steel
ram used to force open the heavily barred doors. The vehicle has never been fired upon and has
been used on countless occasions to approach hazardous situations without risking the lives of
our officers.
Two years ago, General Dynamics discontinued production of the Dragoon, opting for a six-
wheel version to accommodate high volume military applications. We have continued the
working relationship with General Dynamics, however several factors may influence the
continued use of the Dragoon. First, the entire Dragoon program is being moved to Spain. The
change of location includes all of the necessary replacement parts that we have counted on to
keep our vehicle on the road. Additionally, the transmission has been malfunctioning for over
four months and the company has yet to give us a firm date on the repair. We will almost
certainly be asked to help pay for the needed repairs to transmission. Unfortunately, General
Dynamics is the only company that can service the vehicle.
Coupled with the age of the vehicle and the potential for a lack of replacement parts and service,
the Oakland County Sheriff's Office would like to purchase a new ATV with expanded mission
capabilities.
The vehicle that we would like to purchase is the Patriot 3, RG-12. The vehicle is in many ways
similar to the Dragoon. It is a four-wheel drive vehicle with a high and low range transmission. It
is fully armored and has bullet resistant glass. It has a diesel engine and a top speed of 63 mph.
The vehicle weighs in at just over 20,000 pounds.
There are many advantages to the new vehicle. It has a front hydraulic plow, which would make
clearing a roadway of debris or vehicles, a snap. The drive train is General Motors which means
that most truck centers can service the basic maintenance needs. The tactical equipment is
produced in Pennsylvania and can be acquired in two days time. The vehicle has a traditional
driver's station and because it is less than 20,000 pounds any licensed and trained officer can
drive it. The passenger compartment will seat 10 officers plus a driver and an observer. The
interior is air-conditioned which could be critical in protracted hostage situations.
In addition to all of the other capabilities, the RG-12 is equipped with a Mobile Adjustable Ramp
System (MARS). The hydraulic ramp system is mounted on the roof of the vehicle. The ramp
allows our Special Response Team immediate access to second and third story buildings to a
height of almost thirty feet. The system is all hydraulic which allows for quick entries into
windows or roofs and may also be used for gaining access to larger aircraft should an incident
occur at our airport.
The cost of this vehicle with the needed accessories is $355,000. The vehicle has a life
expectancy of 20 years. In this day and age with the continuing threat of terrorism, both foreign
and domestic, the RG-12 will not only meet our needs but will ensure that we have the asset at
hand and ready to be deployed. We will continue to use the Dragoon as a back up as long as
feasible.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funds in the amount of $550,437.12 are available in the Sheriff's
Law Enforcement Account as of 09/30/02.
2. The Sheriff is requesting to purchase an armored vehicle with a ramp
system for the Special Response Team (SRT) at a total cost of
$355,000. M.R. #02011 authorized the purchase of a liberator MARS
ramp system ($80,000) that has not been purchased at this time.
Funds have been carried forward into FY 2003 budget to purchase this
item.
3. Additional Forfeited Funds in the amount of $275,000 are requested
to purchase the armored vehicle for the Special Response Team (SRT).
These purchases are being made to enhance law enforcement efforts in
compliance with state law for use of these funds.
4. Funds are held in General Ledger Account 101-43-013101-10000-2203-
60053. A budget amendment to the FY 2003 budget is recommended as
follows:
