IN RE: MR # 01336 - BOARD OF COMMISSIONERS - URGING ENACTMENT OF
LEGISLATION TO PROVIDE ADDITIONAL PROTECTIONS TO ACTIVE
MILITARY RESERVISTS AND NATIONAL GUARD AGAINST
DISCONNECTION OF UTILITY SERVICE

Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed the above-
titled resolution on January 14, 2002, recommends that the
resolution be adopted.
Chairperson, on behalf of the General Government Committee, I
move acceptance of the foregoing report.

RE: Board of Commissioners - Urging Enactment of Legislation to Provide
Additional Protections to Active Military Reservists and National Guard Against
Disconnection of Utility Service
TO: Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, the Soldiers' and Sailors' Civil Relief Act was designed to protect the
rights of service members while they were serving in the war; and
WHEREAS, Congress' intent in passing the moratorium was to protect both national
interests and those of service members. Congress wanted service members to be able to
fight the war without having to worry about problems that might arise at home; and
WHEREAS, the Soldiers' and Sailors' Civil Relief Act provides certain protections
to all active service members relative to property, taxes and contracts; and
WHEREAS, state and federal legislation is needed to expand the protections that
are provided to National Guardsmen and Reservists who are called into active duty from
having their families, who may be experiencing financial hardship, subjected to having a
disconnection of their telephone and/or utility service.
NOW THEREFORE BE IT RESOLVED THAT the Oakland County Board of
Commissioners does hereby urge the enactment of federal and state legislation, as well
as, Michigan Public Service Commission rules, which will allow for a moratorium on
telephone and utility service disconnections for the families of National Guardsmen and
Reservists who are called into active duty.
BE IT FURTHER PESO!. vEn THAT copies of this adopted resolution be sent to
President George W. Bush, Governor John Engler, the Michigan Delegation to the state
legislature and in Congress, the Michigan Public Service Commission, the Michigan
Association of Counties, the National Association of Counties and Oakland County's
legislative lobbyists
