Patterson, Chairperson , IN RE: COUNTY EXECUTIVE/ARTS, CULTURE & FILM — DAIMLER CHRYSLER CORPORATION FUND FISCAL YEAR 2002 ARTS, BEATS & EATS FESTIVAL (ABE) GRANT ACCEPTANCE TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Board of Trustees of the Daimler Chrysler Corporation Fund has awarded the County Executive/Arts, Culture & Film, $150,000, for the 2002 Arts, Beats & Eats Festival (ABE); and WHEREAS the Arts, Beats & Eats Festival, one of the premier festival events in the United States, has taken the motto of "something for everyone," which is exemplified by the numerous food themes, art media, and music styles attracting more than two million individuals of all ethnic backgrounds; and WHEREAS the festival has become the largest free admission community event in Michigan; and WHEREAS acceptance of this grant from the Daimler Chrysler Corporation Fund does not obligate the County to any future commitment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts from Daimler Chrysler Corporation Fund, a grant in the amount of $150,000, for the period June 20, 2002, through June 30, 2003. BE IT FURTHER RESOLVED that the Chairperson of the Oakland County Board of Commissioners is hereby authorized to execute the grant contract. Grant Purpose and Conditions No material benefits or services are to be providedto the Fund in exchange for this grant. This grant will be issued in the organization's legal name. If any expenses charged against this grant are incurred outside the 6/20/2002 - 6/20/2003 timeframe, DaimlerChrysler Corporation Fund must be informed in writing. Oakland County is responsible for the expenditure of funds and for maintaining adequate supporting records consistent with generally accepted accounting practices. If requested by the Fund, your books and records are to be made available for the Fund's inspection or that of its public accountants at reasonable times. The tax-exempt status verified in the grant request, must remain valid throughout the term of the grant; any change in that status, or change in the organization that could lead to a modification of that status is .to be reported to the Fund immediately. Oakland County agrees to repay upon demand to the Fund the amount of the grant if any condition of this agreement is not upheld. IL. Public Announcement Oakland County is expected to acknowledge the DaimlerChrysler Corporation Fund's support of this project as appropriate in all announcements and written materials. The Fund requests copies of any such announcement(s), including newspaper or magazine articles relating to this grant. We are requesting a grant of $150,000. _ - Thanks in great part to the support of the DaimlerChrysler Fund, ABE has become the largest free admission community event in Michigan. attracting more than L3 million attendees last year. The festival has been a maior initiative of Oakland County to celebrate the outstanding Quality of Life in our region. Your support has enabled us to offer incredible programming and services and not charge admission. Furthermore, we have not raised food and beverage prices since we began the festival in 1998. ABE has also taken great pride in the diversity of our activities and our guests. Our festival has taken the motto of "something for everyone," exemplified by our seventeen food themes, fifteen art mediums, and numerous different music styles. Our festivities have attracted persons of all ethnic backgrounds, been a favorite of families with outstanding children's programming, yet reached out to young adults with the best new music_ - " In addition, ABE gives an economic and promotional boost to downtown Pontiac. In fact, the festival's advertising campaign provided in excess of 1.5 million dollars of positive publicity to both Oakland County and the City of Pontiac. Not only did ABE's large crowds spend money in the downtown, but also their presence is reassuring to current and prospective downtown business developments that the right kind of business will work in downtown Pontiac. In 2001, more than $237,000 was given out. Recipients included Oakland Family Services, Lighthouse of Oakland County, Orchards Children's Services, The Rainbow Connection and others. The community was also aided by a sense of volunteerism, as more than 1000 people donated their time to help support smooth operations and beverage sales. Again, we are requesting financial support in the amount of $150,000 for the Chrysler Arts, Beats & Eats Festival. Thank you for your consideration. The Board of Trustees of the Daimler Chrysler Corporation Fund has awarded the County Executive/Arts, Culture & Film, $150,000, for the 2002 Arts, Beats & Eats Festival (ABE). 2. The sum of $150,000 is awarded for redistribution to the Arts, Beats and Eats (ABE) Festival. 3. No County match or additional positions are required. 4. The acceptance of this grant does not obligate the County to any future commitment. 5.
