IN RE: Sheriffs Department-Implementation of a Medical and Fire Dispatch System and
Personnel Actions
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriff Department provides emergency dispatching services to cities, villages
and townships in Oakland County; and
WHEREAS emergency calls often require medical assistance and pre-arrival instructions; and
WHEREAS the Sheriff's Department receives all cellular 911 calls in Oakland County from
M-59 north and numerous calls south of M -59 many which involve medical emergencies, and those calls
are increasing by a rate of 50% every year; and
WHEREAS until now cities, villages and townships in Oakland County have relied on receiving
medical instructions from the companies providing medical transportation; and
WHEREAS most cities, villages and townships serviced by the Sheriff Department have their
own medical transportation and are in need of emergency medical dispatching services; and
WHEREAS to ensure prompt and accurate processing of calls for emergency medical assistance,
the Sheriff Department is proposing the implementation of a medical and fire priority dispatch system;
and
WHEREAS to coordinate these changes the Sheriff Department is requesting the creation of a
new classification and one (1) position titled Sheriff Communications Quality Assurance Supervisor at
salary grade 11, Overtime Non-Exempt.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the implementation of a medical and fire priority dispatch system in the Sheriff's
Communications Center.
BE IT FURTHER RESOLVED that a new classification be created titled Sheriff
Communications Quality Assurance Supervisor at salary grade 11, Overtime Non-Exempt.
BE IT FURTHER RESOLVED that one (1) Sheriff Communications Quality Assurance
Supervisor position be created in the Communications Unit, Technical Services Division of the Sheriff
Department.

Class Title: SHERIFF COMMUNICATIONS QUALITY ASSURANCE -SUPERVISOR

Reports To: Chief- Sheriff Communications
A. DESCRIPTION
GENERAL SUMMARY
Under direction, works with law enforcement, fire service, and emergency medical service agencies on the
design, installation, implementation and upgrades of Emergency Medical Dispatch services (EMD).
Monitors quality assurance of EMD and effectively recommends solutions. Assists in the development of
requests for proposals for emergency communication system equipment and services, and assists in the
administration of related contracts. Ensures that EMD services are provided in compliance with current state
and federal legislation, including the application of technology. Assists the Chief of Communications with
the coordination and delivery of a variety of public safety communications projects and services, including
wireline and wireless E9-1-1, radio dispatch, Computer Aided Dispatch (CAD), Law Enforcement
Information Network (LEIN), Courts and Law Enforcement Management Information System (CLEMIS),
mobile data, records management, and Emergency Medical Dispatch (EMD). Prepares reports and
presentations on a variety of project related issues. Assists in the development and revision of standard
operating procedures (SOPs) and training to address changing needs.
SUPERVISION EXERCISED
Functions as a working supervisor over employees assigned to the Sheriff Communications Unit. Assigns,
schedules and makes effective recommendations on performance appraisal. Coordinates training and provides
guidance related to the Emergency Medical Dispatch program and effectively recommends on staffing levels
Participates in decisions to select, hire, discipline, and discharge.
TYPICAL DUTIES AND RESPONSIBILITIES
Prepares recommendations to the Chief-Sheriff Communications regarding the planning and implementation
of the Emergency Medical Dispatch (EMD) service.
Analyzes and monitors processes for quality assurance in the delivery of EMD services.
Coordinates and facilitates various EMD user committees and coordinates protocols and quality assurance
with Oakland County Medical Control.
Ensures compliance with protocols and quality of services by reviewing audiotapes of calls taken. Provides
ongoing feedback and as necessary, remedial training to EMD call takers for quality improvement.
Prepares EMD quality assurance and quality improvement reports, as well as other reports as required.
Coordinates with vendor and/or appropriate agency certification and re-certification of EMD call takers.

Assists in the development of requests for proposals for emergency communication system equipment and
services, and assists in the administration of related contracts. Works with vendors ensuring software and
upgrades meet needs and training is provided to meet national standards.
Participates in general personnel activities for employees such as employee selection and evaluation,
recommendation of promotions and merit increases, monitoring attendance, approving time off and
recommending disciplinary action.
Resolves job related problems or conflicts in work assignments or work schedules involving assigned staff.
Performs liaison duties between employees and administrative personnel ensuring that adequate support is
provided and that divisional policies and procedures are adhered to.
Works with the Chief- Sheriff Communications on all other operational and technical aspects of a public
safety communications center, including E9-1-1, voice radio communications, mobile data communications,
record management, computer-aided dispatch, and Law Enforcement Information Network (LEIN) and
National Crime Information Center (NCIC). Maintains a current knowledge of public safety radio, paging,
computer, and telephonic technology.
Assists in the development of Standards Operational Procedures and coordinates the training of staff in
the effective operation and deployment of new and legacy technologies and procedures, such as wireless
E9-1-1, radio dispatch, Computer Aided Dispatch (CAD), Law Enforcement Information Network
(LEIN).
Ensures that EMD services are provided in compliance to current state and federal legislation, including
the application of technology.
Serves as Assistant E9-1-1 Public Safety American Point (PSAP) Coordinator, including the supervision
of the County Master Street Address Guide development and maintenance. Assists in providing liaison
between the PSAPs and the telecommunication service suppliers, equipment providers, and the pertinent
state and federal regulatory agencies and committees. Provides for the enhancement and maintenance of
the 9-1-1 system.
Maintains current knowledge of LEIN and NCIC rules, regulations, standards, and operations.
Assists in the coordination with user agencies for improved police and fire communications. Researches
user complaints and makes effective recommendations for resolution.
Assists in communications unit record retention and coordination, including the preparation of written
and audio material for evidence. May represent the communications unit in court testimony for records.

B. QUALIFICATIONS
EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES
A. Required Minimum Qualifications
1. Must be a High School graduate or have a certificate of successful completion of the General
Educational Development Test (G.E.D.) AND
2. Possess a valid certificate issued by the Department of Licensing and Regulations to function
as an Emergency Medical Technician in the State of Michigan; AND
3. Have at least three (3) years of full-time work experience in the leadership or supervision
of a public safety communication center, public or private medical records center,
telecommunications or radio communications system, or public safety emergency
responders; AND
4. Have not been convicted of a violation of criminal law. (Criminal law generally includes
all offenses except traffic law, conservation law and liquor law. Generally, conviction for
a violation of criminal law is automatically disqualifying.); AND
5. Pass the complete examination, including the employment medical established for this class.
6. Successfully complete the six-month probationary period.
B. Additional Desirable Qualifications
1. Considerable knowledge of pre-hospital arrival medical response, procedures, terminology,
and protocols.
2. Considerable knowledge of and experience in working with public safety communications,
dispatch and information management systems, including E9-1-1, LEIN, Computer-Aided
Dispatch, mobile data, and voice radio.

3. Considerable knowledge of and experience in working with equipment utilized in deliverirg
public safety communication and management information services and emergency services
and with related emerging technology.
4. Considerable ability to establish and maintain effective working relationships with Public
Safety officials, representatives from other agencies, public officials, and County employees.
5. Considerable ability to prepare and present oral and written reports to officials, administrators,
and other interested groups or individuals.
6. Considerable ability to read and interpret regulations.
7. Considerable ability to make decisions, including those of emergency nature, in accordance with
departmental policies and procedures.
8. Considerable ability to compile statistics and analyze them.
9. Considerable ability to exercise mature judgement and initiative in analyzing problems
and recommending solutions.
10. Considerable ability to apply the principles of personnel administration.
11. Reasonable knowledge of pertinent rules, regulations, policies, procedures and legislation,
including those of the Federal Communication, Commission, Federal Aviation
Administration, Michigan Public Services Commission, LEIN, NCIC, Michigan Emergency
Telephone Services Committee, and other related regulatory bodies.
SPECIAL REQUIREMENTS
Must maintain an Emergency Medical Technician certification as required.
Must obtain and maintain LEIN certification status.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above named Miscellaneous Resolution and finds:
1. The Sheriff's Department provides emergency dispatching services to
cities, townships and villages in Oakland County that often require
medical assistance and pre-arrival instructions.
2. Most cities, townships and villages have their own medical
transportation and are in need of emergency medical dispatching
services.
3. The resolution authorizes the implementation of a medical and fire
dispatching system and the creation of one (1) Sheriff
Communications Quality Assurance-Supervisor in the Sheriff's
Communications Unit, Technical Services Division.
4. Funds are available in General Fund Non-Department Office Automation
Account for the implementation of the medical/fire dispatch system.
5. Operating costs equal $27,986 for FY 2002 and $60,637 for FY 2003.
6. A budget amendment is recommended for FY 2002 and FY 2003 as
follows:
