IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CITY OF FERNDALE - FY 1999, FY 2000 and FY 2001 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the City of Ferndale
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the City of Ferndale is requesting reimbursement from the
FY 1999, FY 2000 and FY 2001 appropriations for expenses incurred in
its 2001 Gate Valve and Well Replacement project; and
WHEREAS the FY 1999, FY 2000 and FY 2001 authorized amount of
funding for the City of Ferndale is $82,327.39 annually from the
Environmental Infrastructure Fund as repayment to the City of Ferndale
for expenses incurred in connection with environmental remediation or
improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Ferndale as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 1999, FY
2000 and FY 2001 appropriation in the amount of $82,327.39 annually
from the Environmental Infrastructure Fund (Account #90-263240-41000-
3985) to repay the City of Ferndale for expenses incurred in connection
with environmental remediation or improvement projects, once proper
invoices are presented.

Under Oakland County's Environmeprtal Infrastructure Fund program, the city of Ferndale
requests reimbursement of $246,981 (its three-year, accumulated appropriation) for expenses
incurred in its 2001 Gate Valve and Well Replacement project.
Under the project, 75 new valves and wells and 10 new gate wells were constructed for the
city's water supply system prior to a $3.6-million, citywide road project. The construction cost was
$779,131.
Enclosed is a certified city resolution, adopted on December 11, authorizing the reimbursement
request.
Also enclosed is a copy of one check and one contractor's payment request for $428,819.83.
(For the final two years of the county's program, the city intends to request reimbursement for
the same project. The city's total, five-year allocation is $411,635.)
The city understands that reviewing and processing this reimbursement request will be governed
by the provisions of MR 99093, and certifies that the expenses submitted were incurred for a
qualifying improvement project.

RESOLUTION
Moved by Councilman Covey , seconded by Councilman Warshay
to adopt the following Resolution:
Upon the recommendation of the Oakland County Executive, the Oakland County Board of
Commissioners has established an Environmental Infrastructure Fund program to assist
Oakland County cities, villages and townships in addressing clean water and storm water
needs: and
Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County
cities, villages and townships to apply for reimbursement of eligible expenses incurred
for environmental remediations or improvements relating to ground and/or surface water,
water supply, sewer and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project: and
The City of Ferndale, Oakland County, Michigan, has incurred expenses for remediation or
improvement project(s) believed to be eligible for reimbursement under the program.
Resolved that the City Council authorizes and directs its Finance Director, as agent for
the City of Ferndale, in the manner and to the extent provided for under Oakland County
Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of
eligible environmental remediation or improvement project expenses under Oakland County's
Environmental Infrastructure Fund program.
