HomeMy WebLinkAboutResolutions - 2002.05.30 - 26922REPORT (M.R. #02113) May 30, 2002 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: COUNTY EXECUTIVE ADMINISTRATION - APPROPRIATION FOR NORTHWESTERN HIGHWAY EXTENSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee having reviewed the above referenced resolution, finds that the resolution be amended to add " BE IT FURTHER RESOLVED that Oakland County's commitment is contingent upon the assurance of guaranteed funding by Michigan Department of Transportation for $30 million, Road Commission for Oakland County for $5 million, and the State of Michigan for $3 million." Chairperson, on behalf of the Finance Committee, I move the acceptance of the foregoing report. Patterson, Chairperson IN RE: COUNTY EXECUTIVE ADMINISTRATION — APPROPRIATION FOR NORTHWESTERN HIGHWAY EXTENSION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Road Commission of Oakland County (RCOC) initiated a lawsuit in 1975 against the Michigan Department of Transportation (MDOT) due to MDOT' s refusal to extend Northwestern Highway from Eight Mile Road through to the US-23 junction; and WHEREAS an agreement has been reached between the RCOC, MDOT, the Southeastern Michigan Council of Governments (SEMCOG) and Oakland County that brings closure to the lawsuit and allows for the commencement of construction; and WHEREAS the total estimated cost of the subject project is $40 million with $30 million coming from MDOT, $5 million from RCOC, and $3 million from the State of Michigan, leaving $2 million currently unfunded; and WHEREAS, in order to facilitate the agreement, which serves the best interests of the communities involved due to congestion and safety issues that prevail in this area, the County Executive recommends appropriation of $2 million as its contribution in settling this 27-year-old lawsuit, thereby providing for the final investment to allow this project to proceed. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners appropriates $2 million to facilitate the settlement of a long-standing law suit between the Road Commission of Oakland County and the Michigan Department of Transportation, thereby providing funding necessary for the construction of the Northwestern Highway Extension. APR-02-2002 TUE 09:26 AM OAKLAND ONTY FISCAL,SERV, FAX NO. 248 868 9724 P. 02 NORTHWESTERN EXTENSION PLAN The Michigan Department of Transportation (MOOT) and the Road Commission for Oakland "County (RCOC) cooperated on a multi-year effort to study solutions to move the traffic resulting from the abruptending of Northwestern Highway at 14 Mile Road and Orchard Lake Road, and get it over to M-5, west of Haggerty Road. Upon completion of the study, a list of road improvements and costs was created to facilitate the conversation on how the work would be done and who would pay for it. After a year of meetings, an agreement has been reached involving MDOT, RCOC, the State of Michigan, Oakland County General Government, and the local communities, as described below. The solution to not extending Northwestern Highway totals approximately $100 million in three phases over the next 25 years_ Phase I (as shown in blue on the colored map from DLZ) includes a six-lane boulevard on Orchard Lake Road from 14 Mile Road to Maple Road, widening Powers and Daly roads between Maple Road and Orchard Lake Road, and constructing eight new roundabouts along both 14 Mile Road and Maple Road at most major intersections. These improvements will cost $40 million to be allocated as follows: , Preliminary Engineering 44 million FY2002-03 ,. Flight-of-Way $11 Million FY2004 Construction _ $25 million FY2005 MOOT will pay *30 million; the State of Michigan will pay $3 million; RCOC will pay $2.5 million; Oakland County will pay $2 million in 2004; and the communities must pay $2.5 million in 2004 and 2005. Phase II will be a four-lane boulevard on Maple Road, from Orchard Lake Road to Haggerty Road (shown in red); and Phase ill will be a widening of 14 Mile Road, from Orchard Lake Road to Haggerty Road (shown in yellow).
