To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Parks and Recreation Commission has been notified that Bank
One of Detroit has awarded Oakland County Parks and Recreation the William G. and Myrtle E. Hess
Charitable Trust for the Independence Oaks Trail Expansion Project; and
WHEREAS, the Oakland County Parks and Recreation Commission desires to accept the award
for the following amount: $5,000.00; and
WHEREAS, the Oakland County Parks and Recreation Commission has the funds available to
contribute to the program; and
WHEREAS, the purpose of the grant is to fund the Independence Oaks Trail Expansion Project
which was developed in response to the need for a connecting trail system within the park, linking the
new Youth Organization Camping Area and the existing trails and park facilities; and
WHEREAS, the grant meets the goals and objectives of the Oakland County Parks and
Recreation Commission to offer naturally maintained, fully accessible outdoor recreation and nature
interpretive facilities.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the Parks and Recreation Commission to accept grant funding in the amount of $5,000 from
Bank One of Detroit, from the William G. and Myrtle E. Hess Charitable Trust, with said additional
monies for this project to come from Parks and Recreation funds.
Chairman, on behalf of the General Government Committee, I move the adoption of the

WILLIAM G. AND MYRTLE E. HESS CHARITABLE
TRUST
The William G. and Myrtle E. Hess Charitable Trust was established in 1969 under the Will of
William G. Hess. The Trust Is administered by Bank One, the Trustee.
GEOGRAPHIC RESTRICTION
The Will of William G. Hess specifies that funds in the trust are to be used for the benefit of
qualified charitable organizations in Oakland County.
PROGRAM AREAS
The William, G. and Myrtle E. Hess Charitable Trust has supported many charitable organizations
located In Oakland County. Under the terms of the Will, "charitable, scientific and educational
objectives" are preferred. In the past, grants have been given to art organizations, social
service agencies, educational organizations and other human relations agencies In Oakland
County. The trust does not make grants to individuals or for religious or political purposes.
The William G. and Myrtle E. Hess Charitable Trusts' Form 990-PF is available for inspection at
the office of Bank One, Detroit, Michigan.
APPLICATION PROCEDURE
There is no formal application form. Applicants should submit a letter of request explaining the
nature and purpose of the soliciting organization and the proposed program or project, the
potential brefits of the proposed program, amount requested, and how and over what peripd
of time the brant will be disbursed. Grant seekers should also send evidence of tax-exemptl
status, financial statements, current budget for the specific project or program for which
funding is requested, the names of management and names and occupations of trustees and
directors of the organization. In addition, it is helpful to know the names of other contributors
and the current status of funds raised toward the proposed goal.
Decisions on grant requests are made annually in May. Grant seekers will be notified in writing
of final decisions.

The William and Myrtle Hess Charitable trust has provided funds to the Oakland
County Parks and Recreation Commission on behalf of the Friends ofbrion
C2k.s over the past several years allowing huge improvements to be made to
Orion Oaks County Park - trails, boardwalk, seedlings and trees, accessible
fishing docks, and general park maintenance.

NARRATIVE
Oakland County Parks and Recreation Organizational Profile
We are a non-profit organization is dedicated to the development ofa specialized
park system, recreation programs and cultural experiences. Oakland County Parks
arid Recreation is staffed by professional and specially trained team members
operating 12 months a year.
The Oakland County Parks and Recreation Commission was established in 1966 for
the purpose of acquiring and operating park lands to provide county residents with
quality recreation opportunities. Ten citizens comprise the policy-setting parks
commission and are appointed by the County Board orCommissioners.
With preservation of open space a priority, Oakland County Parks strives to
enhance quality of life for its 1.5 million annual visitors. Currently, the 11-park
system totals more than 6,000 acres. Land is acquired with assistance from state
and federal grants.
Recreational, leisure and learning experiences are made possible through special
events, programs and facilities, supported in part by one-quarter mill tax.
Homeowners pay an average of$18.75 (on a $150,000 home) to improve,
maintain and acquire parks and recreation areas in Oakland County. Voters have
supported the Oakland County Parks since its inception in 1966.
A leader in innovative facilities and programs, the parks system offers two
Waterparks ; The Fridge, Michigan's first refrigerated toboggan run; the Lewis E.
Wint Nature Interpretive Center; a community Mobile Recreation fleet; Special
Events and Programs ; and Therapeutic Recreation services for individuals with
special needs.
Youth Organization Camping Area Proled Summary
Independence Oaks County Parks is located in northern Oakland County in
Independence Township, This park contains 1088 acres of rolling wooded and
open meadows, a 70-acre lake and 400+ acres of wetlands. The park is primarily a
clay use park with areas for picnicking, hiking, boating, and fishing. The parks
primary focus is for ecological/natural resource,interpretation with a nature center
as its focal point. There are some 500 acres actiacent to the nature center and 13
miles of trail for nature hiking and interpretation.
The master plan For Independence Oaks identifies an area in the southern portion
of-the park for the development of a Youth Organization Camping Area. This area
is more isolated From the main dayuse areas ofthe park and the surrounding
development. Access to the Youth Organization Camping area will be by means
of a wooden boardwalk. An access drive and parking area has been constructed to
serve as an access point to this area from the boardwalk.
The Youth Organization Camping area is within a series of secluded open meadows
buffered by substantial wooded a reas. The area act[acent to the proposed pro[ed
site has 300+ acres ofso-me of the more diverse ecosystems within the park,
including fen/wet meadows and forested wetlands, providing an exceptional
experience for nature interpretation.
Purpose of Grant
Funding is being sought to assist in developing an additional 3,000 feet of trail
from the Youth Organization Camping area to the existing trail system for access
to the day use areas and the nature center within the park, providing expanded
activities of swimming, boating, Fishing and education/interpretive activities.
The site and facility would be designed to accommodate all youth, especially the
physically challenged. Independence Oaks already hosts many activities for the .
physically and mentally challenged population. Each year SCAMP, a summer day
camp is held for physically and mentally challenged children. An all visitor trail
incorporating asphalt paths was installed in 1998. This was recently expanded in
2000 to include easy access to shelters, fishing dock, boathouse, gazebo and
other associated amenities and two miles of paved trails. This project will provide
another opportunity and activity for this group.
The Youth Organization Camping area has been evaluated by our naturalist and
natural resource staff for appropriateness of location and to assure that the natural
features and any sensitive ecosystem would be protected. This same review and
assessment will be conducted prior to constructing the trails.
Proiect Evaluation
At the monthly meetings ofthe Oakland County Parks and Recreation
Commission a report will be made to the Commission members on the utilization
of Inclependence Oaks and the progress of this project. In addition, we plan to
keep in contac-t with the service clubs, youth organizations, and individuals that
have supported this project to keep them appraised of our progress.

Park. We have held our summer day camp at Independence Oaks for the past several
years. We use the trail for biking as well as getting from one program to the next on a
safe path. Our council also uses the trails for our annual "Over the River and Through the
Woods 5K" run. An increased trail system would greatly utilize by our campers and
runners.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Oakland County has received a grant from the William G. and
Myrtle E. Hess Charitable Trust for the Independence Oaks
Trail Expansion in the amount of $5,000.
2. The purpose of the grant is to provide the materials needed
to develop the 3,000 feet of trails that would connect the
existing trail system within the park and make day use
areas, nature center, swimming, boating and fishing
activities accessible for the new Youth Organization
Camping area.
3. The grant period is from June 1, 2002 to September 2, 2003.
4. Oakland County Parks and Recreation Commission requests
funding from William G. and Myrtle E. Hess Charitable Trust
of $5,000. Oakland County Parks and Recreation will
provide $7,354 toward the completion of the project even
though no grant match is required. The total budget for
the program is $12,354.
5. Oakland County contribution will be made from the Parks and
Recreation Capital Improvement Fund.
6. No General County match is required.
