IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CITY OF WIXOM - FY 2001 AND FY 2002
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVT's); and
WHEREAS pursuant to the Disbursement Policy, the City of Wixom
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the City of Wixom is requesting reimbursement from the FY
2001 and FY 2002 appropriations for expenses incurred with implementing
their Public Education Plan, Illicit Discharge Elimination Plan (IDEP),
assistance with the Rouge River Middle One Subwatershed Group in
preparation of a watershed management plan, and the repair of several
manholes throughout the city; and
WHEREAS the FY 2001 and FY 2002 authorized amount of funding for
the City of Wixom is $55,848.88 annually from the Environmental
Infrastructure Fund as repayment to the City of Wixom for expenses
incurred in connection with environmental remediation or improvement
projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Wixom as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 2001 and FY
2002 appropriation in the amount of $55,848.88 annually from the
Environmental Infrastructure Fund (Account #263261-41000-3985) to repay
the City of Wixom for expenses incurred in connection with
environmental remediation or improvement projects, once proper invoices
are presented.

Storm Water Improvements
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the City of
Wixom hereby requests allocation under Oakland County's Environmental Infrastructure Fund Program
for funds to a Stormwater Voluntary Permit Program within the City through the Michigan Department of
Environmental Quality (MDEQ).
We are requesting a portion of our available funds be allocated to the following project:
Project Description
Voluntary Stormwater Permit
In compliance with the Michigan Department of Environmental Quality's (MDEQ)
Municipal (MS4) Permit, the City of Wixom is currently implementing their Public
Education Plan (IDEP) and Illicit Discharge Elimination Plan (IDEP). These plans have
been approved by the MDEQ and they have issued a Certificate of Coverage for the
City's permit. In addition to implementing these plans, the City of Wixom is assisting
the Rouge River Middle One Subwatershed Group in the preparation of a (sub)
watershed management plan.
The IDEP consists of storm/sewer system outfall verification, dry weather flow
inspections and sampling, as well as coordination with MDEQ and the Oakland County
Drain Commissioner for citizen reporting and municipal monitoring of the stormwater
system in the City of Wixom.
Expenses will be incurred for the MDEQ MS4 permit as follows:

We anticipate spending approximately $35,000.00 of our budgeted $55,848.88 on this project this year.
Invoices, showing the expenses incurred by the City of Wixom on this project will be forwarded to your
office with our request for reimbursement, subject to the approval by the Board of Commissioners. Also
attached is a copy of the City Council's Resolution authorizing the undersigned as the agent to request the
reimbursement through this program.

Authorizing Environmental Infrastructure Fund
Expense Reimbursement Request
City of Wixom
Oakland County, Michigan
VVHEREAS, upon the recommendation of the Oakland County Executive, the Oakland .
County Board of Commissioners has established an Environmental Infrastructure Fund
Program to assist Oakland County cities, villages, and townships in addressing clean water
and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages, and townships to apply for reimbursement of eligible ?-
expenses incurred in connection with environmental remediations or improvements relating ,
to ground and/or surface water, water supply, sewer and/or drainage systems and/or water
pollution control effects incurred as part of a city, village, or township road project; and n•.;:•)
WHEREAS, the City of Wixom, Oakland County, Michigan will be incurring expenses in
connection with environmental improvement project(s) believed to be eligible for
reimbursement under Oakland County's Environmental Infrastructure Fund Program.

DPS Director, Gregory S. McCaffery, P.E., as agent for the City of Wixom, in the manner
and to the extent provided for under Oakland County Board of Commissioners
Miscellaneous Resolution 99093, to request reimbursement for eligible environmental
remediation or improvement project expenses under Oakland County's Environmental
Infrastructure Fund Program.

Sanitary Sewer Manhole Rehabilitation Improvements
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the
City of Wixom hereby requests allocation under Oakland County's Environmental Infrastructure
Fund Program for funds to a manhole rehabilitation program within the City wastewater utility
system.
We are requesting a portion of our available funds be allocated to the following project:
Project Description
The City, in August 1997, conducted an evaluation of our sanitary sewer
system and have identified several manholes in the system that necessitate
rehabilitation, by structure rehabilitation and/or minor repair to the top section
of the manhole structures. Through the City's wastewater operator, ETOS, the
City has identified and ranked the manhole structures in need of repair,
whereby the repairs will remove infiltration and inflow (I/I) during wet weather
conditions to the system.
The project would involve retaining a contractor to complete various repairs to
these manholes. The repairs will vary from $500 to $3,000 per manhole,
dependent on the needed rehabilitation for each, in order to eliminate
infiltration and inflow I/I. Repairs would involve new tuck-pointing to
manhole block replacements.
The City understands that the review processing of this reimbursement request will be governed
by the provisions of MR 99093, and certifies that all expenses submitted for reimbursement
incurred will be in connection with a qualifying environmental remediation or improvement
project. We anticipate spending approximately $20,848.88 of our budgeted $55,848.88 on this
project this year. Invoices, showing the expenses incurred by the City of Wixom on this project
will be forwarded to your office with our request for reimbursement, subject to the approval by

the Board of Commissioners. We plan on spending our remaining balance on another project in
the City. That request will follow in the future under a separate cover.
Also attached is a copy of the City Council's Resolution authorizing the undersigned as the
agent to request the reimbursement through this program.

reviewed the above referenced resolution and finds:
1. $55,848.88 is available in the Environmental Infrastructure Fund for
FY 2001 and FY 2002, for a total of $111,697.76, to reimburse the
City of Wixom for these projects; no additional appropriation is
required.
2. The Committee recommends adoption of the resolution.
