IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE VILLAGE OF FRANKLIN - FISCAL YEAR 2001, 2002 AND 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Village of
Franklin has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the Village of Franklin is requesting reimbursement for
expenses directly related to the storm water permit requirements, storm
water management services and on-site disposal system; and
WHEREAS authorized funding for FY 2001, FY 2002 and FY 2003 for
the Village of Franklin is $16,828.29 annually from the Environmental
Infrastructure Fund as repayment to the Village of Franklin for
expenses incurred in connection with the storm water permit
requirements, storm water management services and on-site disposal
system.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by 'the Village of Franklin
as eligible for reimbursement from the Environmental Infrastructure
Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 2001, FY
2002 and FY 2003 appropriation in the amount of $16,828.29 annually
from the Environmental Infrastructure Fund (Account #90-263227-41000-
3985) to repay the Village of Franklin for expenses incurred in
connection with the storm water permit requirements, storm water
management services and on-site disposal system program, once proper
invoices are presented.

Dear Mr. Soave:
In accordance with the Oakland County Board of Commissioner's Miscellaneous Resolution #99093, the
Village of Franklin submits the following documents:
• Attachment A, Project Descriptions
• Attachment B. Resolution authorizing the reimbursement of request
The Village of Franklin understands that the review and processing of any reimbursements will be
governed by the provisions of Miscellaneous Resolution #99093 and certifies that all expenses to be
submitted will be incurred in connection with the qualifying environmental remediation or improvements
project. Please note that the projects for which reimbursement will be requested are continuous projects
and the reimbursement request covers one fiscal year.

Attachment A
Project Description
The Village proposes to utilize infrastructure funds for the following activities:
1. Stormwater Permit Requirements — Under the MS4 general permit, the Village of Franldin is
obligated to conduct an Illicit Discharge Elimination Plan (IDEP) and a Public Education Plan (PEP)
as well as participate in watershed planning activities with other communities in the Rouge
watershed. The Village will utilize infrastructure funds to offset the costs of fulfilling these
obligations.
The village will contract with OCDC to conduct outfall inventory work under the IDEP (as are most
of the communities in the Main 1-2 Subwatershed of the Rouge). Rouge Demonstration Grant funds
will cover 50% of the costs involved, with the local Rouge communities matching the remaining
50%.
2. Stormwater Management Services — The Village of Franklin will utilize infrastructure funds for
public education efforts and for the development of the Subwatershed Management Plan (SWMP) for
the Main 1-2.
3. On-Site Disposal system (OSDS) Program — For the last several years, the Village of Franklin has
administered an OSDS monitoring program. Village residents with on-site systems are required to
pump their septic tanks every two (2) years and to submit documentation to the Village. The Village
also conducts sampling and inspection to detect failing septic systems. When failing systems are
detected, infrastructure funds are needed to supplement existing funding sources, which are currently
not sufficient to adequately support its OSDS program.

At a regular meeting of the Village Council of the Village of Franklin, Oakland County,
Michigan, held on the 9th day of September, 2002.
Present: James A. Pilculas, Florence Saltzman, Ralph Sosin, Randy R. McElroy, H. Frederick

The following resolution was offered by Coyer and supported by Harnisch:
Resolution to Adopt Authorization of Oakland County's Environmental Infrastructure
Fund for the 2001, 2002, and 2003 program years:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of
Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County
cities, villages and townships in addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County
cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with
environmental remediations or improvements relating to ground and/or surface water, water supply, sewer
and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or
township road project; and
WHEREAS, the Village of Franklin, Oakland County, Michigan has incurred expenses in connection
with environmental remediation or improvement project(s) believed to be eligible for reimbursement
under Oakland County's Environmental Infrastructure Fund Program.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Franklin Village Council that the Village
Administrator, as agent for the Village of Franklin, be authorized and directed, in the manner and to the
extent provided for under Oakland County Board of Commissioners Miscellaneous Resolution 99093, to
request reimbursement of eligible environmental remediation or improvement project expenses under
Oakland County's Environmental Infrastructure Fund Program.

reviewed the above referenced resolution and finds:
1. Annual funding of $16,828.29 is available in the Environmental
Infrastructure Fund for FY 2001, 2002 and 2003 to reimburse the
Village of Franklin for this project; no additional appropriation is
required.
2. The Committee recommends adoption of the resolution.
