IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CHARTER TOWNSHIP OF COMMERCE - FISCAL YEAR 2000 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Township of
Commerce has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the Township of Commerce is requesting reimbursement for
expenses directly related to water main connection; and
WHEREAS authorized funding for FY 2000 for the Township of
Commerce is $117,321.87 from the Environmental Infrastructure Fund as
repayment to the Township of Commerce for expenses incurred in
connection with the water main connection project.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Township of
Commerce as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 2000
appropriation in the amount of $117,321.87 from the Environmental
Infrastructure Fund (Account #90-263206-41000-3985) to repay the
Township of Commerce for expenses incurred in connection with the water
main connection project, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
In November of 1999 Commerce Township requested Environmental Infrastructure
money for the year 1999 and 2000. In talking to Roy Lake today he indicated that only
1999 money was appropriated. Roy suggested that I send a copy of the letter indicating
our request to you and see if you can let us know why the 2000 Environmental
Infrastructure money was not appropriated.
I have attached a copy of the letter that was sent to Mr. Tom Ott, who I understand has
retired, along with the resolution dedicating the Infrastructure money.

RE: Environmental Infrastructure Fund
Dear Mr. Ott:
Commerce Township has had a water project in mind for the past two years. Our
problem is "Money." See attached Cost Opinion.
The project is to eliminate three public wells, which are very expensive to upkeep and on
the top priority list for the Oakland County Drain Commission list to simply go away.
The well site is located in section 6 of Commerce Township in the Wildwood
Subdivision. Commerce has a 16' main 1,473 feet from this subdivision.
Here's how it would work:
Year 1999- $117,321.87 1 Year - Environmental Infrastructure Fund
Year 2000 - 117,321.87 2nd Year - Environmental Infrastructure Fund
37,000.00 Capital charge to the resident
104,401.26 Water maintenance fund
$376,045.00 Total Project
Commerce is prepared to go out for bids. We have a petition from the residents for the
capital charges and we are prepared to advance the funds from our improvement
revolving fund.

Could you please let us know how the reimbursement process works? Where and who do
we send the bill to? How long does it take to get reimbursed?
Please accept this letter as a formal request for pre-approval to use the Environmental
Infrastructure Fund money for a water project in Commerce Township that serves in the
best interest of the residents of Commerce Township and the County.

MOTION by Abrams, supported by Gross to remove Wildwood River Water Special
Assessment District from the Table.
MOTION CARRIED UNANIMOUSLY
David Ribbick a resident representing the residents of Wildwood River Subdivision was there in
support of the district.
MOTION by Munro, supported by Abrams to approve the resolution dedicating Infrastructure
Money for 1999 and 2000 for construction of a water main on Commerce Road westerly to
Inverrary Road.

MOTION by Zoner, supported by Abrams, to create a Special Assessment District Called

Meeting in December, 1999.

Pursuant to Rule XII-C of this Board, the Finance Committee, has
reviewed the above referenced resolution and finds:
1. Funding of $117,321.87 is available in the Environmental
Infrastructure Fund for Fiscal Year 2000, to reimburse the Charter
Township of Commerce for this project; no additional appropriation
is required.
2. The Committee recommends adoption of the resolution.

Motion carried unanimously on a roll call vote with Causey-Mitchell and
Palmer absent.
