IN RE: PARKS AND RECREATION COMMISSION - REVISIONS TO GENERAL INFORMATION AND
REGULATIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Parks and Recreation Commission was established
by the Oakland County Board of Supervisors in 1966 under P.A. 261; and
WHEREAS P.A. 261 includes a provision to allow county parks commissions to
make rules for the protection, regulation and control of all its facilities and
areas with the approval of the Oakland County Board of Commissioners; and
WHEREAS the Oakland County Parks and Recreation Commission has established
rules and regulations for this protection, regulation and control; and
WHEREAS revisions for clarification purposes are requested, which have been
reviewed and approved by Oakland County Corporation Counsel; and
WHEREAS the Oakland County Parks and Recreation Commission approved these
revisions at their regular meeting on February 5, 2003, for forwarding and
approval by the Oakland County Board of Commissioners.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the revisions to the Oakland County Parks and Recreation
Commission's General Information and Regulations.
Chairperson, on behalf of the General Government Committee, I move the
adoption of the foregoing resolution.

DEFINITIONS
1. "Commission" shall mean the Oakland County Parks
and Recreation Commission or its Executive Officer.
2. "Commission property" shall mean all lands, waters and
property administered by or under the jurisdiction of the
Oakland County Parks and Recreation Commission.
3. "Person" or "persons" shall mean individuals, male or
female, singular or plural; firms, corporations, or any group
or gathering of individuals.
4. "Camping" means the overnight lodging or sleeping of
person or persons in a tent, trailer-coach, vehicle camper,
motor vehicle, or in any other conveyance erected, parked
or placed on the premises within any park or recreation
area administered by the Oakland County Parks and Recre-
ation Commission.
5. "Rules" shall mean the rules adopted by the Oakland
County Parks and Recreation Commission applicable to all
property administered by or under the jurisdiction of the
said Commission and all amendments thereto. These rules
are enforced in compliance with State of Michigan Public
Act 261.

Section 31. HOT AIR BALLOONS, AIRPLANES AND
PARACHUTES
No person shall make any ascent in any balloon, airplane
or ultralight, or any descent in or from any hot air balloon,
airplane or parachute on any lands or waters administered
by or under the Commission's jurisdiction unless autho-
rized in writing by the commission.
Section 32. UNLAWFUL OBSTRUCTION
No person, firm or corporation shall by force, threats,
intimidations, unlawful fencing, enclosing or by other
means, prevent or obstruct any person from entering,
leaving or making full use of any property administered
by or under the Commission's jurisdiction.
Section 33. HINDERING EMPLOYEES
No person shall interfere with, or in any manner hinder, any
employee or agent of the Commission while performing his
official duties.
Section 34. RESISTING PARK EMPLOYEES
No person shall interfere with any park employee in the
discharge of his duties; or fail or refuse to obey any lawful
command of any park employee.
Section 35.
IMPERSONATION OF PARK EMPLOYEES
No person shall impersonate any employee or contracted
employee of the Commission for any reason whatsoever.
Section 36. FINES AND IMPRISONMENT
Any person violating any provision of the foregoing rules
shall be deemed guilty of a misdemeanor and upon convic-
tion thereof shall be fined not more than $100 and costs of
prosecution, or imprisoned in the Oakland County Jail for a
period not exceeding 90 days or both, for each offense.
Section 37. SPECIAL USE AREAS
Special use areas will have posted commission rules and
regulations specific to the area's use and users conduct.
Areas include, but not limited to: beaches, waterparks,
BMX track, dog parks, disc golf course, driving range,
ski trails, mountain biking, etc.
FORWARD
The mission of Oakland County Parks and Recreation
Commission is to provide all people of Oakland County
with recreational, leisure and learning experiences, parks,
open spaces, facilities, professional staff and fiscal manage-
ment resulting in a comprehensive county parks system that
enhances the individual's quality of life.
Oakland County is a better place to live because its
parks system not only provides open green areas, but also
offers many opportunities for leisure time and recreational
activities. The Oakland County Parks and Recreation
Commission wants to preserve open spaces and provide
recreation for all citizens of Oakland County.
Most people use the Oakland County Parks thoughtfully,
but there are always those who lack the understanding,
willingness, or appreciation to protect our natural treasures
and leave them for others to enjoy.
These rules and regulations have been established to
benefit the large majority of people who appreciate the
parks owned and operated by the Oakland County Parks
and Recreation Commission. These rules are enforced in
compliance with State of Michigan PA 1965, NO. 261.

History of Oakland County Parks
and Recreation Commission
The Oakland County Parks and Recreation Commission
was established in 1966. Since that time, nearly 6,000
acres of land have been acquired by the Commission with
assistance from the state and federal governments.
The Oakland County Parks and Recreation Commission
consists of 10 members appointed by the County Hoard of
Commissioners. They are responsible for the development
of a parks system that provides unique and specialized
facilities and programs to complement those provided by
local agencies.
An executive officer is appointed by the Commission to
oversee facilities and programs.
A one-quarter millage, renewed every 10 years by Oakland
County residents, helps continue development of the parks.
It is the Commission's goal to maintain the parks system
on a self-supporting basis, with tax dollars spent primarily
for acquisition and capital improvements. The owner of a
$150,000 (fair market value) home pays $18.75 annually
to support the parks system.
The Oakland County Parks offer a wide variety of year-
round recreational opportunities ranging from camping,
boating and golfing in warm weather to cross-country
skiing and ice fishing in the winter months.
The parks system operates additional facilities including
two waterparks. Michigan's first refrigerated toboggan
run - "The Fridge', nature centers, conference and banquet
facilities, a tennis complex, dog parks and a mobile
recreation program, as well as numerous special activities,
events and classes. Your comments and suggestions are

Section 26. USE OF LOUDSPEAKER
It shall be unlawful to use a loudspeaker, public-address
system or amplifier within or upon Commission property
without a written permit issued by the Commission or its
representative.
Section 27. PEDDLING AND SOLICITING
It shall be unlawful for any person to peddle or solicit busi-
ness of any nature whatsoever, or to distribute handbills, or
other advertising matter, to post unauthorized signs on any
lands, waters, structures, or property administered by or
under the Commission's jurisdiction or to use such lands,
waters, structures or property unless first authorized in
writing by the Commission or its authorized agent.
Section 28. CONTINUOUS WALKING OR
CRUISING IN OR NEAR CAMPGROUNDS
It shall be unlawful to continuously walk into or cruise
in any motor-driven vehicle in, through and around camp-
grounds for the purpose of attracting or distracting persons
or visitors using campsites - or for the purpose of using
a boat ramp, beach building or other camping facility,
except registered campers or bona fide visitors to a specific
registered camp.
Section 29. HORSES
A.It shall be unlawful for any person to ride, lead or cause
or suffer a horse to be upon any property administered by
or under the Commission's jurisdiction except on specifi-
cally designated and posted areas or bridle paths or by
permit on field trial areas.
Bit shall be unlawful for any person to ride a horse in a
careless, negligent or reckless manner so as to create a nui-
sance or to endanger the life, property or persons of others
on any lands administered by or under the Commission's
jurisdiction.
C.The driver of any vehicle shall yield the right of way to
any person riding a horse on marked bridle paths where
such bridle paths cross streets or roadways.
Section 30. LIVESTOCK
No person shall drive or cause to be driven any horses,
cattle, sheep, goats, swine, or other livestock upon or
across any property administered by or under the Commis-
sion's jurisdiction without written permission.

Section 22. CONTRABAND
All game animals, fowl, birds, fish and other aquatic life,
hunted, killed, taken or destroyed, bought, sold, bartered
or had in possession, contrary to any of the provisions
hereof, shall be declared to be contraband and the game
shall be turned over to the Michigan Department of Natural
Resources for disposal. Provided further, that any weapon
or object carried or used by any person in violation of these
rules, shall be subject to seizure by the Commission or its
agents to be disposed of according to law.
Section 23. FIREARMS
No person shall, at any time, bring into or upon the prop-
erties of the Commission, nor have in their possession,
nor discharge or set off anywhere upon said properties, a
revolver, pistol, shotgun, rifle, air rifle, air gun, water gun
or any gun, rifle, firearm or other weapon that discharges
projectiles either by air, explosive substance or any other
force. Use of these items is prohibited by the Commission
unless authorized. Provided, however, this section shall
not apply to any deputy sheriff, police officer, peace offi-
cer, park officer, park ranger or other duly-appointed law
enforcement officer while carrying out the duties and
responsibilities of their position nor to any person while
upon designated target ranges or areas.
Section 24. FIREWORKS
No person shall fire, discharge or have in his or her posses-
sion any rocket, firecrackers, sparklers, torpedo, squib or
other fireworks or any substance of an explosive or dan-
gerous nature within or upon the Commission property
unless the Commission or its authorized agent shall have
authorized same by the issuance of a permit therefore. Any
permit issued hereunder shall not relieve a person desiring
to use fireworks from obtaining the necessary permits as
required by law from the local governing authority wherein
this park is located.
Section 25. METAL DETECTORS
Metal detectors will be allowed in the picnic, campground,
and general park area. With permission from the park
supervisor, metal detectors will be allowed in the beach
area when the beach has been closed to the public.The use
of metal detectors in the water will be done by a group
of volunteers approved through the Commission's Chief of
Parks Operations.

PARK RULES
Pursuant to Act 261 of the Public Acts of the State of
Michigan of 1965, as amended, the Oakland County Parks
and Recreation Commission herewith promulgates and
publishes the following rules for use, protection, regulation
and control of all of its services, facilities and parks,
recreation, conservation, education, historic, and scenic
areas and preserves and parkways.
Section 1. GENERAL PUBLIC
Any group or gathering may use certain designated areas
within Commission property to the exclusion of others by
making application, depositing a fee, and being granted a
permit by the Supervisor, or his designated representative
of the Oakland County Parks and Recreation Commission.
Section 2. HOURS
No person shall remain upon property administered by or
under the jurisdiction of the Commission between darkness
(1/2 hour after sunset) and 7 a.m., except at designated
park areas. Provided, however, that upon application to
the Commission or its authorized agent said hours may be
extended. It shall be unlawful for any person to enter any
portion of park lands or waters which have been designated
as closed to public use or entry.
Section 3. EMERGENCY POWERS
Nothing in these rules shall:
A. Prohibit or hinder duly-authorized agents of the Com-
mission or any peace officers from performing their
official duties.
B. Prohibit the Commission, Executive Officer, or park
supervisor from establishing emergency rules required
to protect the health, welfare, and safety of park visi-
tors and to protect park property, and to maintain order.
Section 4. SWIMMING, BATHING AND WADING
No person shall:
A. Swim, bathe, wade or scuba dive in any of the water-
courses, lakes, ponds, or sloughs, located within or
upon the properties administered by or under the Com-
mission's jurisdiction except at such times and places
as may be provided or designated for such purpose.
Persons must abide by posted swim rules.
B. Carry or consume any food or beverage of any kind,
or have in their possession any glass or metal container
on any beach or in the water adjacent thereto.
SECTION 19.
LITTERING AND POLLUTION OF WATERS
It shall be unlawful:
A. To discard, to deposit refuse of any kind or nature
in or upon the property of the Commission except
by placing said refuse in containers provided for such
purpose.
13. To throw, cast, lay, drop or discharge into or leave in
waters administered by or under the jurisdiction of the
Commission any substance, matter of thing, liquid or
solid, which may or shall result in the pollution of said
waters.
Section 20. FIRES
A. No person shall willfully set or cause to be set on fire
any tree, woodland, brushland, grassland or meadow
within or upon the Commission property.
B. No person shall build any fire upon Commission
property except within the fireplace, receptacles
or open spaces approved and designated by the
Commission for such purposes.
C. No person shall drop, throw or otherwise scatter
lighted matches, burning cigars, cigarettes, tobacco,
paper or other inflammable material within or upon
any Commission property.
D. No pallets, treated wood or other noxious materials
are to be put in campfire.
Section 21. DESTRUCTION OF BUILDINGS,
MARKERS, MONUMENTS AND OTHER
PROPERTIES
No person shall upon Commission property:
A. Willfully destroy, deface, alter, change or remove any
monument, stone marker, bench mark, stake, post or
blaze, marking or designating any boundary line,
survey line, or reference point.
B. Cut, break, mark upon or otherwise injure any build-
ing, equipment, bridge, drain, wall, fountain, lamp
post, fence, gate, hedge, or other structure.
C. Deface, destroy, or remove any placard, notice or sign,
whether permanent or temporary, posted or exhibited
within or upon park property.
D. Appropriate, excavate, injure or destroy any historical
or pre-historical ruin or any object of antiquity, without
the Commission's permission.

No person shall trap, catch, wound, kill or treat cruelly,
attempt to trap, catch, wound or kill any bird or animal,
molest or rob any nest of any bird or lair, den or burrow
of any animal in or upon any land or waters under the
jurisdiction of the parks commission unless authorized.
Hunting — Permitted on Commission property in specific
areas at selected parks. All hunting will be in accordance
with the laws of the Michigan Department of Natural
Resources. All hunters must also abide by any additional
rules established by the Commission.
Section 17. FISHING
Fishing will be permitted within or upon Commission prop-
erty in accordance with the laws of the Michigan Depart-
ment of Natural Resources in such areas designated for
such purposes.
The use of ice shanties shall be subject to the following
rules:
A. All shanties must have owner's name and address
displayed on all sides in accordance with the State of
Michigan Fishing Laws.
B. All shanties will be removed from the lake by
March 1 in accordance with the State of Michigan
Fishing Laws. If not removed by this date, park
personnel will remove the shanties and a service
charge will be made. Daily use and removal after
March 1 is permitted.
C. The Oakland County Parks and Recreation
Commission will not be responsible for any damage
or vandalism to shanties.
D. All shanties must be placed on lake by using the
designated boat ramp or areas approved and specified
by the park supervisor.
Section 18. DESTRUCTION OF PLANT LIFE
AND NATURAL SURROUNDINGS
No person shall:
A. Cut, remove, or destroy any tree, sapling, seedling,
bush or shrub, whether alive or dead, or chip, blaze,
box, girdle, trim or otherwise deface or injure any tree
or shrub, or pick, gather, uproot, remove or destroy
any flower, plant or grass without the Commission's
written approval.
B. Remove or cause to be removed any sod, earth humus,
peat, boulders, gravel or sand, without the Commis-
sion's written permission.
C. Use any flotation devices, inflatable or otherwise, in
any watercourses, lakes, ponds, or sloughs under the
Commission's jurisdiction except in specifically desig-
nated areas where posted.
D. Public indecency is prohibited. Persons on park lands
or facilities managed and/or controlled by the Oakland
County Parks and Recreation Commission (including
but not limited to lands, water and beaches) shall not
intentionally or recklessly do any of the following
under circumstances in which his or her conduct is
likely to be viewed as an affront to others.
1. Expose his or her private parts, including buttocks,
with less than a full opaque covering;
2. Engage in any actual or simulated sexual conduct;
3. Violate any Michigan statute provision relating to
nudity and/or public indecency.
Section 5. CAMPING
A. FAMILY AND SINGLE CAMPS
1. Registration - Upon arrival, the head of the family
must register. (A family consists of father and/or
mother and unmarried children of the same house-
hold.)
2. Permits - Issued for not more than 14 consecutive
nights, but may be renewed.
3. Vehicle Pass - Every vehicle registered must display
the vehicle pass on the driver's side of the windshield
while the vehicle is in the park.
4. Assignment of Sites - All campers are assigned a site.
Site changes must be approved by the park supervisor.
5. Parking of Trailers - The tongue of camping trailer
hitches must face the road. This permits removal in
case of fire or to prevent "boxing" in trailers.
6. ORV's - Prohibited in all parks.
7. Occupancy -
a. Limited to immediate family or up to four single
persons 18 years or older
b. Any child under age 18 must be accompanied by a
parent or legal guardian.
c. Only one permit will be issued per campsite.
d. Not more than one camping trailer and one tent,
OR two tents and no trailer will be permitted per
campsite. No more than two vehicles are allowed
per campsite.
e. Campers must erect their shelter immediately after
registration and occupy the site.
f Campers shall not leave their children unattended.

g. Campers shall not sublet camping sites, register a
site for another person or transfer permits and equip-
ment.
h. Campsites shall not be left unoccupied for more
than 48 hours.
8. Reservations - Campsites are available on a "first—
come, first-served" basis.
9. Check-Out Time - 3 p.m. on the date of camping
permit expiration. If a camper desires to remain in the
park after this time, he must break camp and move
all equipment from the campground to the day—use
parking lot.
10. Renewals - Must be made at the contact station by
10 a.m. on the date the permit expires.
11. Rainchecks - Must be approved by the park supervi-
sor. They will be honored any day during the same
year issued.
12. Visitors - All visitors must pay the day-use entrance
fee. Cars will be parked in the day-use lot or des-
ignated parking areas. No visitors will be allowed
in the park between darkness (1/2 hour after sunset)
and 8 a.m.
13. Quiet Hours - Observed between 11 p.m. and 7 a.m.
All campers must stay at their own campsites after
11 p.m. No walking or driving through the camp-
grounds after 11 p.m, will be tolerated except directly
to and from the restrooms. No power generators shall
be operated between 10 p.m.-8 a.m,
14. Pets - Household pets are permitted if confined on a
leash not exceeding six feet in length. No pets will be
permitted in any area used as a bathing beach or picnic
ground. Pets are not allowed in any building, pavilion
or waterway. Dogs are allowed on trails on a six-foot
leash, except at Lyon Oaks, where they are only
allowed in the Bark Park, off-leash playground
for dogs. Orion Oaks also features a Bark Park.
All pets must have proper vaccinations. Pets must
not be left unattended or left in a car or trailer.
Owners must clean up pet droppings. Bags pro-
vided on-site.
15. Dog Bites - All dog bites must be reported immedi-
ately to the park supervisor who will contact Oakland
County Animal Control. The dog must be confined in
the trailer or vehicle.
16. Water Outlets - Available to obtain water for camp-
sites. Washing of vehicles, dishes, clothes, pets or
your person at these outlets is prohibited. No hose
will be permanently attached to any water outlet.
Section 15. ANIMALS AND BIRDS
It shall be unlawful for any persons while on Commission
property to:
A. Cause any animal or fowl to run at large.
B. Bring, drive or lead any animal onto Commission
property; excepting that horses and other beasts of
burden and draft animals may be ridden by persons
in charge thereof or driven before a vehicle attached
thereto, on such portions of Commission property as
may be designated for riding or driving by the Com-
mission.
C. Bring, drive, lead or carry any dog or other animal or
pet which is unleashed (except within a Dog Park), or
upon a leash more than six feet in length, under the
immediate control of a competent person.
D. Dogs are allowed on trails, on a six-foot leash, except
where posted.
E. Suffer his dog or pet to enter any public building or to
be upon any designated beach or picnic area, except a
trained and working leader dog.
F. Cause or permit any horse or other animal to stand on
any Commission property unless securely hitched or in
the charge of some competent person.
G. Torture, ill-treat or neglect any animal or fowl.
H. No person shall discard any wild or domestic
animal upon any land or waters under the jurisdic-
tion of the parks Commission unless authorized.
I. Dog Parks — These areas have been designated by
the Commission for the purpose of exercising dogs
off leash. While in the areas, all dogs and guard-
ians must obey the posted rules, including: Keep
dogs on leash until inside enclosure. Maximum
of two dogs per visitor. Dogs must have current
license, up-to-date vaccinations and respond to
voice command. No dogs under four months. Dogs
must be accompanied by an adult (age 18 or older)
at all times, even inside the enclosure. Owners are
responsible for pets at all times. Those creating
problems will be asked to leave. Off-leash does not
mean out of control. Owners must clean up pet
droppings. Bags provided on-site. Lake Sixteen
access at Orion Oaks is for dogs only.
Section 16. MOLESTING ANIMALS AND BIRDS
No person shall hunt any animal in or upon any land
or waters under the jurisdiction of the parks commission
unless authorized.

Section 12. SKATING AND COASTING
A. No person shall use roller skates, in-line skates or
skateboards within or upon Commission property,
except at such times and upon such places as may be
designated or maintained therefore. Personal safety
items, such as a helmet, wrist pads and knee pads,
are recommended.
B. No person shall skate, sled, walk or go upon any ice, or
snowshoe, or ski, except at such times and upon such
places as may be designated or maintained therefore.
C. No person shall within or upon Commission property
coast with handsleds, bobs, carts, or other vehicles on
wheels or runners except at such times and places as
may be designated or maintained therefore.
Section 13. PERSONAL CONDUCT
A. It shall be unlawful for any person to be under the
influence of intoxicants, narcotics, or other mind-
affecting drugs, or to engage in any violent, abusive,
loud, boisterous, vulgar, lewd, wanton, obscene or
otherwise disorderly conduct tending to create a
breach of the peace, or disturb or annoy others, while
in or on any property administered by or under the
Commission's jurisdiction.
B. It shall be unlawful to conduct or to participate in any
form of gambling, lottery or game of chance upon park
property except as permitted by state law and approved
by the Commission's jurisdiction.
C. Alcoholic beverages may be brought into the parks to
be consumed in moderate amounts in conjunction with
picnics, camping, and reserved group functions. Keg
beer is not allowed except by special permission from
the park supervisor. At reserved group areas all bever-
ages, whether they be alcohol or otherwise, must be
served in unbreakable containers.
Section 14. PUBLIC EXHIBITION
No person shall exhibit any machine or show, or any
animal, or indulge in any acrobatic exhibitions in or upon
any property of the Commission nor shall any person carry
on any performance or do anything whatsoever, which shall
cause persons to congregate so as to interfere with the
proper use of such property by the general public or to
obstruct the passage of vehicles or persons, without first
having obtained written permission from the Commission.
17. Waste Water - All grey/black water must be dis-
posed of at the designated park dump station(s).
18. Picnic Areas - Open 8 a.m.-sunset.
19. Emergencies - If you are expecting an emergency
message, register your name and campsite number
20. Clotheslines - Must be removed at sundown. At no
time shall a clothesline or any other line be attached to
any electrical or lot posts, trees, fences, etc.
22. Conduct - It is prohibited to engage in any violent,
abusive, loud, boisterous, vulgar, lewd, obscene, or
otherwise disorderly conduct; to disturb or annoy other
persons; to become drunk and intoxicated or possess,
use, deliver or sell controlled substances; or to lie upon
walks, roads or paths obstructing the free passage of
other persons.
23. Concession Stand - (Weather and staff permitting)
Open 8 a.m.-9 p.m. daily or as otherwise posted.
The concession will provide camping items i.e. milk,
bread, ice.
24. Trash - All garbage is to be placed in receptacles
provided for that purpose. All campsites are to be kept
clean and presentable. Trash will be picked up each
morning. Check with the park management to find out
the exact time.
25. Excessive Noise - Sound amplifying equipment, loud-
speakers, or public address systems are prohibited
unless written permission is given by the parks
commission. It is also prohibited to operate a motor
vehicle, radio, television, large electrical appliance,
refrigerator, or any device in a manner that produces
excessive noise.
26. Large Electrical Appliances - Refrigerators, etc. are
not permitted outside trailers.
27. Speed Limit - Maximum vehicle speed is 20 m.p.h.
unless otherwise posted.

B. CABIN RENTAL
Reservations are accepted for cabins only. Rules are
posted inside cabins.
1. No pets or smoking allowed for any cabin rentals.
2. Cooking is not permitted inside cabins. No excep-
tions.
3. Gas/portable heaters not allowed.
4. Cabins must be cleaned before leaving and left in
the same condition as found.
5. All Oakland County Parks rules and regulations
must be followed.
6. The parks staff may remove from a cabin any
individual or party who is in violation of any Oak-
land County Parks rules and regulations. If there is no
damage to county property by an evicted group,
a cancellation fee will be deducted from a refund
for the unused time at the discretion of the park man-
ager or assistant manager.
7. No tents allowed at cabins.
8. Occupancy limited to cabin capacity.
C. ORGANIZED CLUBS/GROUPS
Groups such as travel trailer clubs do not qual) for
organizational youth rates and will be required to pay the
regular individual camping fee. They will he assigned to
designated group areas only through advance reservation.
I. Reservations - Must be made in advance by calling
or writing the park supervisor. A minimum of 10
trailers for each group area must be guaranteed before
a reservation will be accepted.
2. Deposit - The first night's camping fee will be required
to reserve an area. This fee will be applied toward
the total camping fee. There will be no refunds on
cancellations within 60 days.
3. Registration - Once the reservation has been con-
firmed, a reserved area will be assigned. Group mem-
bers will be issued a vehicle pass at the control station
when they register their name. A camping permit will
be issued to the group after all members arrive and fees
are collected by the club leader.
4. Collection of Fees - A designated person from each
group will take fees to the control station as soon as all
members of the group arrive. An additional charge will
be made for each camping unit with two cars.
5. Renewals - Any club member wishing to stay longer
than the club's expiration day must first check with
the park supervisor to be sure another club will not be
coming into the area, then register individually at the
control station.
6. Visitors - Must pay the day-use park fee and leave
by sunset,
Section 9. MOTOR-DRIVEN VEHICLES
It shall be unlawful for any person to:
A. Operate a motor-driven vehicle of any kind or nature
except on designated roads and parking areas.
B. Operate a motor-driven vehicle on any park road at
a speed exceeding 20 miles per hour or at any speed
greater than that posted.
C. Operate any motor-driven sled, toboggan, or snowmo-
bile, or any other motor-driven vehicle on any property
under the management, supervision or control of the
Commission except where permitted by posted notice.
D. Operate a trail bike, all-terrain vehicle, or similar type
of sport vehicle on any road or property under control
of the Commission except where posted.
E. Violate provisions of the Motor Vehicle Code Act #300
of the Public Acts of 1949, as amended. This act is
hereby adopted in its entirety and made a part and
incorporated herein by reference.
Section 10. PARKING IN PROHIBITED AREAS
Standing for loading or unloading in certain places:
A. It shall be unlawful for the operator of a vehicle to
stop, stand or park said vehicle in any place marked
as a passenger or loading zone, other than for the
expeditious loading or unloading of passengers or for
the unloading and delivery or pick up and loading of
materials.
B. It shall be unlawful for the operator of a vehicle to
stop, stand or park such vehicle upon any roadway
or in any parking area in such manner as to form an
obstruction to traffic thereon.
C. It shall be unlawful for the operator of a vehicle to
stop, stand or park said vehicle in any area not desig-
nated for such purposes.
Section 11. OPERATION OF BICYCLES
A. Bicycles shall be operated as closely to the right-hand
side of the path, trail or roadway as conditions will
permit and not more than two bicycles shall be oper-
ated abreast.
B. It shall be unlawful for the operator of any bicycle
whereupon any path, trail or roadway to carry any
person upon the handlebar or frame of any bicycle, or
for any person to so ride upon such bicycle.
C. Bicycles may be operated upon such paths, trails, or
roadways as may be posted allowing such use; pro-
vided, however, no such use shall be allowed between
sunset and sunrise. Personal safety items, such as a
helmet, are recommended.

Section 6. BOATING
No person shall bring into, use or navigate any boat,
yacht, canoe, raft or other watercraft upon any watercourse,
lagoon, lake, reservoir, pond or slough located within or
upon the properties administered by or under the Commis-
sion's jurisdiction, except at such time or place as may
be provided or designated for such purpose. All watercraft
shall comply with and be used in compliance with Public
Act 303 of the Public Acts of the State of Michigan, of
1967 as amended and such regulations as may be adopted
under the authority of the Act. Air mattresses, inner tubes
and other inflatable devices are prohibited except in des-
ignated swimming areas. Belly boats and other specialty
flotation equipment may be used if approved by the
Supervisor. U.S. Coastguard approved individual flotation
jacket or vest must be properly worn by all occupants. No
gasoline powered watercrafts are allowed on any Commis-
sion waterway. Electric motors are not to exceed 24 foot
pounds of thrust/24 volt system.
Section 7. FEES AND CHARGES
It shall be unlawful for any person to use any facility, land
or area for which a fee and charge has been established by
the Commission without payment for such fee or charge,
unless authorized in writing by the Commission.
Section 8. PERMITS
D. YOUTH ORGANIZATION CAMP
1. An organization camp is a group of youngsters, who
are members of a recognized organization, camping
with their adult leaders. These campers will be placed
in an organized campground area or special area set
aside for such use. Each group must have one adult
leader for every five youths.
2. Camping area will be reserved in advance. No
deposit is required.
3. Tent camping only, unless a trailer or camper will be
used as a first aid station or headquarters.
4. No trenching around tents. No ground fires are
permitted unless in designated fire circles.
5. Dishwater should be deposited in designated recep-
tacles. All garbage shall be placed in plastic bags and
deposited in a central pick-up spot each evening. No
clothesline will be left up after sundown.
6. All persons will be restricted to their campsites after
dark. There is a curfew after dark. Quiet hours will be
observed.
7. It is unlawful to cut, injure, destroy or pick any
plant, tree, flower or shrub; or to damage any property
operated by the Oakland County Parks and Recreation
Commission.
8. The "buddy system" must be enforced. All injuries
must be reported to the park supervisor.
A. Application for a permit for reserved park space shall
be made upon forms furnished by the Commission.
B. In the event more applications for reserved park
space are received than space is available, such
applications shall be considered in the chronological
order received.
C. Nothing contained herein shall operate to exempt the
users of reserved space from full compliance with all
rules of the Commission relating to use and conduct
on Commission property.
D. No erection, construction or maintenance shall be
made above or below ground, across or beneath the
Commission property by any person, firm or corpora-
tion without first having obtained written permission
from the Commission authorizing such installation or
construction and a permit specifying in detail the work
to be done and the conditions to be fulfilled to the
terms of such approval.
E. Notwithstanding any of the provisions hereof, the
Commission or its agent may, upon written applica-
tion, grant specific use permits for special uses when
in the opinion of the commission or its agents special
consideration is warranted.

VIOLATIONS OF ANY OF THE ABOVE RULES AND
REGULATIONS MAY BE CAUSE FOR REMOVAL
FROM THE PARK. The violators may also be subject to
civil and criminal penalties.
