IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CITY OF KEEGO HARBOR - FISCAL YEAR 1990, 2000, 2001, 2002 AND 2003
ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution 499093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the City of Keego
Harbor has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the City of Keego Harbor is requesting reimbursement for
expenses directly related to storm water management and; and
WHEREAS the FY 1999, FY 2000, FY 2001, FY 2002 and FY 2003
authorized amount of funding for the City of Keego Harbor is $10,590.04
annually from the Environmental Infrastructure Fund as repayment to the
City of Keego Harbor for expenses incurred in connection with
environmental remediation or improvement projects.
NOW THEREFORE BE 17 RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Keego
Harbor as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 1999, FY
2000, FY 2001, FY 2002 and FY 2003 appropriation in the amount of
$10,590.04 annually from the Environmental Infrastructure Fund (Account
#90-263243-41000-3985) to repay the City of Keego Harbor for expenses
incurred in connection with environmental remediation or improvement
projects, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.
RESOLUTION 03-82
AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND
EXPENSE REIMBURSEMENT REQUEST
Council Member Maxwell moved, supported by Council Member Wood, the following:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist
Oakland County cities, villages, and townships in addressing clean water and storm water needs;
and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
county cities, villages, and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediation or improvements relating to ground and/or surface
water, water supply sewer and/or drainage systems and/or water pollution control effects incurred
as part of a city, village, or township road project; and
WHEREAS, the City of Keego Harbor, Oakland County, Michigan will be incurring expenses in
connection with the following environmental improvement project(s) believed to be eligible for
reimbursement of the $52,950.20 allocation, not including city labor, under Oakland County's
Environmental Infrastructure Fund Program.
1. Purchase of culverts and storm covers to eliminate the open ditches throughout the city and
help prevent West Nile Virus.
2. Re-paving section of Kenrick Street to assist in storm water runoff and to eliminate present
standing water to aid in the prevention of West Nile Virus.
3. Re-paving of the parking lot at Fran Leaf Park to aid in draining off existing standing water to
help in the prevention of West Nile Virus.
4. Purchase of 3 fountains to help move the stagnant water in Dollar Lake and Brock St. Canals to
prevent West Nile Virus.
5. Computer for Department of Public Works to track storm water issues and mapping of storm
drains and catch basins in the city and the treatment for West Nile Virus.
NOW, THEREFORE, BE IT RESOLVED, that the City Council authorizes and directs its
Building Official, John Baczynski, as agent for the City of Keego Harbor, in the manner and to
the extent provided by City Council to request reimbursement for eligible environmental
remediation or improvement project expenses (see attached) under Oakland County's
Environmental Infrastructure Fund Program.

BE IT RESOLVED, the minutes of the study session of June 17 and the regular meeting of June 19,
2003 are approved, and be it further
RESOLVED, the City Council of the City of Keego Harbor acknowledges receipt of the paid bills
reports for the months of June 2003, and be it further
RESOLVED, the City Council of the City of Keego Harbor directs the city manager to apply to the Road
Commission for Oakland County for permission to hang a banner over Cass Lake Road near Beland, if
available, it not, then across Orchard Lake Road near Maddy Lane, and be it further
RESOLVED, Traffic Control Orders, 01-2003, 02-2003, and 03-2003 (copies of which are in the office
of the Clerk-Treasurer) are adopted.

2. Lot Combination
RESOLUTION NO. 03-83
A RESOLUTION APPROVING THE LAND COMBINATION OF LOTS 50 THROUGH 59,
INCLUSIVE, OF THE EVERGREEN VILLA SUBDIVISION OF KEEGO HARBOR
Mayor Pro Tern Lowe moved, supported by Council Member Wood, the following:
WHEREAS, The owner(s) of lots 50 through 59, inclusive, of the Evergreen Villa subdivision seek to
combine adjacent lots that he owns, and
WHEREAS, McKenna Associates, acting as the city planner, has reviewed the request, therefore
BE IT RESOLVED, the City Council of the City of Keego Harbor approves the land combination of lots
50 through 59, inclusive of the Evergreen Villa a subdivision of part of the SW 1/4 of the NW 1/4 and the
NW 1/4 of the SW 1/4 of Section 1, T.2N,R.9E., West Bloomfield Township, Oakland County, Michigan as
recorded in Liber 24, page 14, Oakland County Records, subject to the five (5) conditions set forth in the
letter dated July 8, 2003 and the three (3) conditions set forth in the letter dated July 16, 2003, both letters
prepared from McKenna Associates, copies of which are in the office of the Clerk-Treasurer.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Annual funding of $10,590.04 is available in the
Environmental Infrastructure Fund for FY 1999, FY 2000, FY
2001, FY 2002 and FY 2003 to reimburse the City of Keego
Harbor for this project; no additional appropriation is
required.
2. The Committee recommends adoption of this resolution.
