Law, District #17 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF BEVERLY HILLS - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Village of Beverly Hills has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2003 authorized amount of funding for the Village of Beverly Hills is $3,834.09 from the West Nile Virus Fund as repayment to the Village of Beverly Hills for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Village of Beverly Hills as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $3,834.09 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Village of Beverly Hills for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in compliance with Oakland County Board of Commissioners Miscellaneous Resolution 03060 and in compliance with the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. These briquettes are designed to release effective levels of (S) —methoprene insect growth regulator over a period up to 150 days in mosquito breeding sites. This is a program, therefore, for mosquito habitat eradication through larviciding. The program required finding a source for a safe mosquito larvicide product, and then directing appropriate manpower to complete the assignment by placing a briquette in the sump outlet catch basins. The program has cost the Village approximately $1,358.72. Independent of this specific program, Village administration has put together an education awareness program. It is based on several materials received from the County with particular emphasis on a personal responsibility of "reduce, repel, report." This West Nile Virus packet is issued and/or mailed to residents requesting it. An article was published in the second quarter Villager Newsletter (which is mailed to all 4,195 households in the Village), and is also currently posted on the Village web page to again emphasize personal responsibility in matters dealing with West Nile Virus. In addition to the above specific program, the Village budgets $100,000 annually to make ditch improvements throughout the community. sjpH: \My Documents \WestNileVirus \REIMBURSEMENTrequest2003-11-03.cloc ATTACHMENT B Village of Beverly Hills, GOVERNING BODY RESOLUTION VILLAGE OF BEVERLY HILLS WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larvicding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the Village of Beverly Hills, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program, NOW, THEREFORE, BE IT RESOLVED, that this Council authorizes and directs its Village Manager, Brian Murphy, as agent for the Village of Beverly Hills in the manner and to the extent provided under Oakland County Board of Cornm.ssioner Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Funding of $3,834.09 is available in the West Nile Virus Fund for FY 2003 to reimburse the Village of Beverly Hills for this project; no additional appropriation is required. 2.
