HomeMy WebLinkAboutResolutions - 2003.12.11 - 27077November 20, 2003 MISCELLANEOUS RESOLUTION #03329 BY: Personnel Committee, Thomas Middleton, Chairperson IN RE: HUMAN RESOURCES - FISCAL YEAR 2004 WAGE AND BENEFIT REOPENER FOR EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (MNT) To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland and the Michigan Nurses Association, have negotiated a Wage and Benefit Reopener for Fiscal Year 2004 for approximately 126 Public Health Nurses; and WHEREAS this agreement provides for 2.0% increase with the pay period beginning September 20, 2003; and WHEREAS this agreement further provides that any additional general wage increase for non-represented employees that may take place during fiscal year 2004, be applied to members of this bargaining unit at the same time and in the same manner as provided to the non-represented employees; and WHEREAS the County further agrees to provide the Public Health Nurses with cellular phones, allow for up to two (2) hours off to attend to minor repairs to cars for damage incurred during working hours; and WHEREAS the agreement regarding this wage increase has been reduced to writing; and WHEREAS the agreement has been reviewed by your Personnel Committee, which recommends approval of the agreement. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the proposed Wage and Benefit reopener agreement between the County of Oakland and the Michigan Nurses Association covering the period of October 1, 2003, through September 30, 2004, and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. Brooks 'atterso MICHIGAN NURSES ASSOCIATION (Public Health Nurses) Fiscal Year 2004 Wage and Benefit Reopener This agreement regarding wages and benefits for fiscal year 2004, is entered into on this I I V.\ day of -Dee,e4430e.._, 2003, between the County of Oakland and the Michigan Nurses Association. The collective bargaining agreement shall only be modified as indicated below. All wage levels in effect on September 19, 2003 shall be increased by 2% with the pay period beginning September 20, 2003 as per the following bi-weekly salary schedule: Classification Base 1 Year 2 Year 3 Year 4 Year 5 Year Public Health Nurse I 1300.14 1378.47 1456.86 1535.13 1613.57 1692.09 Public Health Nurse II 1438.50 1525.16 1611.84 1698.70 1785.37 1887.45 Public Health Nurse III 1719.11 1822.55 1926.23 2029.60 2133.16 2236.72 Should the general, non-represented employees receive a greater wage increase for fiscal year 2004, that increase shall supersede the agreed to augmentation in this agreement and be applied at the same time and in the same manner as to the general, non-represented group. Public Health Nurses assigned to the field will be provided with cellular phones to ensure for proper responsiveness, effectiveness and safety. Additionally, Public Health Nurses will be allowed up to two (2) hours of work time to have minor repairs made on their personal vehicles for damage (e.g., flat tire) incurred while on duty. , MICHIGAN NURSES ASSOCIATION COUNTY OF OAKLAND County Executive -0- -0- FISCAL NOTE (MISC. 103329) December 11, 2003 BY: FINANCE COMMITTEE, CHUCK MOSS, CHAIRPERSON IN RE: HUMAN RESOURCES - FISCAL YEAR 2004 WAGE AND BENEFIT REOPENER FOR EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (MNA) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced resolution and finds: 1. The County of Oakland and the Michigan Nurses Association have reached an agreement regarding a Wage Reopener for Fiscal Year 2004 beginning October 1, 2003 through September 30, 2004. 2. The agreement provides for a 2.0% wage increase with the pay period beginning September 20, 2003. This equates to $180,547 for salaries and related fringe benefits. 3. The County further agrees to provide the Public Health nurses with cellular phones, allow for up to two (2) hours off to attend to minor repairs to cars for damage incurred during working hours. 4. The agreement further provides any additional general wage increase for non-represented employees that may take place during fiscal year 2004, be applied to members of this bargaining unit at the same time and in the same manner as provided to the non- represented employees. 5. Sufficient funding to cover the wage increase is in the FY 2004 Budget. 6.
