Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#03331 on December 11, 2003, reports with a recommendation that the resolution be
adopted with the following amendments to the Evaluation Procedure, which is attached
to the resolution:
1. Delete Page 2 and Page 3 of the Evaluation Procedure
2. Page 1, Application Process, 1 st Paragraph:
Upon adoption of the Resolution by the Board of Commissioners the Oversight
Committee will make best efforts to meet and post the position within ten days.
Application Process, 4 th Paragraph, 1 st Sentence:
The Oversight Committeeka44 may use the attached advertisements
(Attachments 2 and 3), prepared by the Human Resources Department, to post
the position of Administrative Director — Program and Operations Analysis.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners will be searching for an
Administrative Director — Program and Operations Analysis; and
WHEREAS a hiring procedure is important in the search for an individual to fill the post of
Administrative Director — Program and Operations Analysis; and
WHEREAS a study group comprised of members of the Personnel Committee has spent
numerous hours developing a procedure for this purpose; and
WHEREAS the study group has received significant input from individual Board of
Commissioners members, as well as the Oakland County Human Resources Department, in the
Development of a hiring procedure.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioner's Personnel
Committee recommends adoption of the attached procedure.

, EVALUATION PROCEDURE TO BE FOLLOWED FOR THE APPOINTMENT OF
OAKLAND COUNTY BOARD OF COMMISSIONERS ADMINISTRATIVE DIRECTOR —
PROGRAM AND OPERATIONS ANALYSIS
Application Process
Upon adoption of the Resolution by the Board of Commissioners the Oversight Committee will meet
and post the position within ten days.
The Oversight Committee will notify applicants who applied during the last process that they are
welcome to reapply.
Recommend the Oversight Committee advertise the position on the County web site, through the
Michigan Association of Counties (MAC) Publication, the Human Resources position announcement
list, the Michigan Municipal Financial Officer Association, the Michigan Municipal League and the
MTA. Other professional publications may be used. All ads will refer applicants to the County's
web site.
The Oversight Committee will use the attached advertisements (Attachments 2 and 3), prepared by
the Human Resources Department, to post the position of Administrative Director — Program and
Operations Analysis. If the Board of Commissioners, as recommended by the Personnel Committee
adjusts the salary range, the Oversight Committee will adjust the salary range in the advertisements.
• Applicants will be required to fill out a county application.
• All applications will be submitted to the Human Resources Department
• The posting period must be for at least two weeks, taking into account the
circulation dates of the publications listed above. Applications must be postmarked or
received by the Human Resources Department by 5:00 p.m.
on the last date of the posting period.
• Interviews are to be scheduled no later that two weeks after the deadline for applications. The
interview process will be an open process with all applicants' names being part of the public
record.
• Interviewees will be required to provide, prior to the interview, a recent sample of
financial and/or operations analysis that they have prepared. (This will
demonstrate their ability to communicate such information in a written format.)
Interviewees must identify their involvement in the project during the interview process.
• Interviewees must also supply references and resumes for verification. The Human Resources
Department will verify the education and employment history of the interviewees.
All applications submitted to the Human Resources Department will be forwarded to the Oversight
Committee and the General Government Chair, for distribution to the General Government
Committee. Any commissioner may receive a copy of the applications, if requested.
Screening Process
The General Government and Oversight Committee may work independently, or work jointly to
screen the applications and determine if they meet the minimum criteria as outlined in the current job
description (attachment # 5). The Human Resource Department will verify the credentials of the final
candidates chosen to be interviewed by the Oversight and/or General Government Committees.
As part of the screening process telephone interviews may take place. Suggested questions follow:
• What prompted you to apply for this position?
• What is your understanding of the responsibilities of the position?
• What skills can you bring to this position other that those required in the job
description?
• What experience have you had with government/legislative issues? If there is a
lack of actual experience, do you feel that lack to be an asset or liability — why?
• In this job you would have many masters —25 commissioners — many of whom are
Committee chairs and who all believe their work is the most important. How would you
prioritize all of their needs, concerns, and work assignments?
• What experience have you had with Oakland County government?
Minimum Qualifications
1. Possess a Bachelor's degree from an accredited college or university with a major in
Public Administration, Political Science, Business Administration, or a related field;
and
2. Have had at least seven (7) years of full-time work experience in the formulating,
Coordination and directing of research and analysis in any or all of the following areas:
organizational operations; program planning, development, or evaluation;
or financial management.
Note: A Master's degree for an accredited college or university in one of the fields listed above may
be substituted for one (1) year of the work experience described above.
Interview and Evaluation Process
Encourage the Board of Commissioners to recommend the Chairperson expand the Oversight
Committee for the purpose of providing a broader perspective throughout the process.
Recommend the Oversight and General Government Committee members review the EEOC Pre-
Employment Inquiry Guide (Attachment #4).
A weighted rating system should be used to rank candidates in the areas stated in the Criteria
Resolution.
Each interview will be for approximately 45 minutes with an additional 15 to 20 minutes following
each interview for the purpose of discussion and ranking of the candidate. Ranking must occur
immediately following each interview.
A fixed series of questions must be asked of each candidate. The Personnel Committee Chairperson
will provide a list of suggested questions. Some answers will involve probe questions to further
define their capabilities.
Upon conclusion of interviews, and per the motion adopted at the 10/02/03 Board of Commissioner's
meeting, the Oversight Committee will make recommendation(s) to the General Government
Committee who will make a recommendation to the full Board of Commissioners.
Since this position is for an "at will" employee, no, written or oral, contract or commitment for a
fixed term will be negotiated with the selected applicant.

Under general direction, organize; plans and directs the daily operations of Board Administration
Division. Is responsible for ensuring that Board of Commissioner members are provided with
requested information regarding proposals involving funding, organizational and/or program
changes within the various County departments. Identifies operational areas of concern, oversees
and conducts research, performs analysis and makes recommendations, prepares written reports
for Board of Commissioner members, makes presentations to the Board, and functions as a
spokesperson for the Board, as directed by the Chairperson. Maintains and develops contact with
various personnel and organizations in order to remain current on new government programs and
innovative planning and research. Acts as liaison between the County Board, its Chairperson,
committees and individual members, County Executive staff and other units of government. The

If selected for employment, the following prescribed conditions must be met before such employment offer is considered final. All persons
hired by the County of Oakland must take and pass a medical examination from a County appointed physician at no cost to the applicant.
The medical examination must be scheduled and taken prior to the employee's first date of employment. Before the physical examination,
candidates must provide original documents establishing their employment eligibility as required under the Immigration Reform and
Control Act of 1986. An investigation of past employment references and other information will be conducted. Appointees must
