AND OPERATIONS ANALYSIS

Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#03332 on December 11, 2003, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: BOARD OF COMMISSIONERS — HIRING CRITERIA FOR BOARD OF
COMMISSIONERS' ADMINISTRATIVE DIRECTOR — PROGRAM AND OPERATIONS
ANALYSIS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners will be searching for an Administrative
Director — Program and Operations Analysis; and
WHEREAS the Personnel Committee of the Oakland County Board of Commissioners has been
charged with development of the criteria for determining selection in the search of an individual to
fill the post of Administrative Director — Program and Operations Analysis; and
WHEREAS a study group comprised of members of the Personnel Committee has spent
numerous hours developing the criteria for this purpose; and
WHEREAS the study group has received significant input from individual Board of
Commissioners members, as well as the Oakland County Human Resources Department, in the
development of a process for weighting the criteria.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners Personnel Committee
recommends adoption of the attached weighted criteria.
Chairperson, on behalf of the Personnel Committee, I move adoption of the foregoing resolution.

CRITERIA SYSTEM TO BE FOLLOWED IN THE APPOINTMENT
OF THE BOARD OF COMMISSIONERS
ADMINISTRATIVE DIRECTOR — PROGRAM AND OPERATIONS ANALYSIS
The following areas are necessary for evaluation of the applicants. Each category will be ranked on a
scale with a range of 0 -5, with 0 being the lowest score and 5 the highest score. Each area will be
weighted to reflect it's relative importance.
For evaluation purposes, the weighting is used as follows:
-25% weight — 0=0 points, 1=5 points, 2=10 points, 3=15 points, 4=20 points, 5=25 points
-20% weight - 0=0 points, 1=4 points, 2=8 points, 3=12 points, 4=16 points, 5=20 points
-15% weight — 0=0 points, 1=3 points, 2=6 points, 3=9 points, 4=12 points, 5=15 points
Criteria Weight
* Communications Ability (includes verbal & technical skills,
professionalism, enthusiasm, presentation skills & speaking
ability)
The applicant shall possess experience involving public/professional speaking, writing skills &
computer skills. Shall have "people" skills necessary to act as liaison between the BOC & staff;
county departments & elected officials, and other government units. Be able to function as
spokesperson for the Board, when directed by the Board Chairman.
* Management/Administrative experience 25%
Experience that demonstrates ability to oversee staff (delegate, schedule & evaluate work assignments;
appraise employee performance). Have the ability to analyze systems, work procedures, methods, etc.,
in order to maximize Board of Commissioner goals and objectives.
* Analysis of Operations and Budget & FinanciaUBudget
preparation background 20%
Ability to demonstrate that the candidate has previously assessed the work and/or policies of a
department, division, area, etc. based on budget constraints and made process improvements on the
basis of the assessment.

Ability to demonstrate that the candidate has previously had an active role in developing a budget
and/or financial plan for department, division, area, etc.

Government Experience 15%
Knowledge and work experience in Oakland County government is preferred. A candidate exhibiting
an understanding of Act 139, with job related experiences that include state, county, city, village or
township may be considered.
* Organizational Skills
Ability to prioritize & delegate daily tasks. Be able to schedule future projects & develop a timeline
for achieving project goals & objectives.

The Chairperson referred the resolution to the General Government Committee. There were no
objections.

Moved by KowaII supported by Wilson the resolution be adopted.
Moved by KowaII supported by Wilson the General Government Committee Report be accepted.
Discussion followed.
A sufficient majority having voted therefore, the General Government Committee report was accepted.
Moved by Webster supported by Moffitt to amend the resolution under Criteria as follows:
Communications Ability from 25% to 20%.
Management/Administrative experience from 25% to 20%.
Government Experience from 15% to 25%.
And to further amend the Government Experience to add the word government to the last sentence to
read as follows:
A candidate exhibiting an understanding of Act 139, with job related experiences that include
state, county, city, village or township government may be considered.
Discussion followed.
A sufficient majority having voted therefore, the amendment carried.
