IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CITY OF ROCHESTER — FISCAL YEARS 2001, 2002 AND 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVIs); and
WHEREAS pursuant to the Disbursement Policy, the City of
Rochester has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the City of Rochester is requesting reimbursement for
expenses directly related to the sanitary sewer replacement and storm
sewer repairs on Renshaw an Castell Streets and the water main
replacement on Renshaw; and
WHEREAS the FY 2001, FY 2002 and FY 2003 authorized amount of
funding for the City of Rochester is $40,734.24 annually from the
Environmental Infrastructure Fund as repayment to the City of Rochester
for expenses incurred in connection with environmental remediation or
improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Rochester
as eligible for reimbursement from the Environmental Infrastructure
Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2001, FY
2002 and FY 2003 appropriations in the amount of $40,734.24 annually
from the Environmental Infrastructure Fund (Account #90-263253--41000-
3985) to repay the City of Rochester for expenses incurred in
connection with water, storm sewer and sanitary sewer system
improvements, once proper invoices are presented.

Re: Infrastructure Fund - Reimbursement Request
Dear Mr. Soave:
Enclosed is a packet of information supporting the City's request for
reimbursement from the Environmental Infrastructure Fund Program. The
documentation includes a Resolution for Reimbursement adopted by the
Rochester City Council during its meeting of October 28, 2002, and a proof of
payments to Ajax Paving Industries on October 31, 2002, and January 14, 2003.
As reflected in the documentation, this was a project to replace the
sanitary sewer and water main on Renshaw Street from Hacker to South Castell
and to replace the sanitary sewer on N. Castell from Third Street to
University Drive. The report from our consulting engineer, Hubbell, Roth &
Clark, Inc., indicates we made the first progress payment on October 31,
2002, in the amount of $194,184.02. Pay Estimate No. 2 dated January 14,
2003, was in the amount of $199,574.74. These two checks amount to
$393,758.76.
The work on these two streets is complete except for sod placement in
the spring. Your review of the detailed pay estimate will reflect there are
costs for repaving the street, but this was necessitated because the water
main and sanitary sewer were under the pavement. I have also highlighted in
yellow the specific costs related to the sanitary sewer and water main.
These items clearly exceed the $122,202.72 that we believe is available to
the City of Rochester since we did not request reimbursements for fiscal year
2001, 2002, nor our annual allocation for 2003. Please see the attached
letter from Sue Ann Douglas, County Commission of District No. 8, which
highlights the amount we believe is available to the City.

RESOLUTION
INFRASTRUCTURE FUND
EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the
Oakland County Board of Commissioners has established an Environmental
Infrastructure Fund Program to assist Oakland County cities, villages and
townships in addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program
authorizes Oakland County cities, villages and townships to apply for
reimbursement of eligible expenses incurred in connection with environmental
remediation or improvements relating to ground and/or surface water, water ,
supply, sewer and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project; and
WHEREAS, the City of Rochester, Oakland County, Michigan, has incurred
expenses in connection with an environmental improvement project for sanitary
sewer replacement and storm sewer repairs on Renshaw and Castell Streets and
the water main replacement on Renshaw Street which the City believes to be
eligible for reimbursement under Oakland County's Environmental Infrastructure
Fund Program.
En14, THEREFORE, BE IT RESOLVED, that the City Council authorizes
the City Manager, as agent for the City of Rochester, in the manner and to the
extent provided for under Oakland County Board of Commissioner Miscellaneous
Resolution 99093, to request reimbursement of eligible environmental
improvement expenses for the above-referenced projects under Oakland County's
Environmental Infrastructure Fund Program

Pursuant to Rule XII-C of this Board, the Finance Committee, has
reviewed the above referenced resolution and finds:
1. Annual funding of $40,734.24 is available in the Environmental
Infrastructure Fund for FY 2001, 2002 and 2003 to reimburse the City
of Rochester for this project; no additional appropriation is
required.
2. The Committee recommends adoption of the resolution.
