IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CITY OF FARMINGTON HILLS - FISCAL YEARS 1999, 2000, 2001, 2002 AND
2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the City of
Farmington Hills has submitted a resolution of authorization to the
County for reimbursement of expenses incurred in connection with an
eligible environment remediation of improvement project; and
WHEREAS the City of Farmington Hills is requesting reimbursement
for expenses directly related to constructing two sanitary sewer
projects on Power Road and Kendaliwood No. 1; and
WHEREAS the FY 1999, FY 2000, FY 2001, FY 2002 and FY 2003
authorized amount of funding for the City of Farmington Hills is
$364,745.64 annually from the Environmental TnfrastrAr-tilre Fund as
repayment to the City of Farmington Hills for expenses incurred in
connection with environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Farmington
Hills as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 1999, FY
2000, FY 2001, FY 2002 and FY 2003 appropriations in the amount of
$364,745,64 annually from the Environmental Infrastructure Fund
(Account #90-263239-41000-3965) to repay the City of Farmington Hills
for expenses incurred in connection with the sanitary sewer system
projects, once proper invoices are presented.

Re: Environmental Infrastructure Fund
Dear Mr. Soave:
Please consider this letter as the City of Farmington Hills' request for reimbursement from the
Oakland County Environmental Infrastructure Fund. It is our understanding that the projects that are
eligible include the installation of sanitary sewers. Please be advised that the City of Farmington
Hills is proposing two projects for reimbursement from the Infrastructure Fund. They are as follows:
1. Installation of a sanitary sewer on Power Road from Rocky Crest north to 1600 feet north of
Eleven Mile Road (see map). This sanitary sewer provides sewer service to this area and
allows for the abandonment of septic systems.
2. Installation of a relief sanitary sewer from the intersection of Bayberry and Peppermill in the
Kendallwood No. 1 Subdivision south to tie into an existing sanitary sewer north of 1-696
(see map). This sewer provides relief to a sanitary sewer overflow (SSO) in the
Kendallwood No. 1 Subdivision. It also provides for in-pipe storage of sanitary sewage in
order to ensure that the downstream receiving sewer is not overloaded.
The status of these projects anticipates a completion of all work by the summer of 2003. The Power
Road sewer has been installed. The Kendallwood No. 1 sewer is being bid at the present time. Total
costs of the projects are as follows:

It is noted that the total costs of the above projects exceeds the allocation from the infrastructure
fund. We understand our allocation for the entire five year program is $1,823,728.20. It is our
intent to seek reimbursement for both of the projects up to but not exceeding the amount that has
been allocated for Farmington Hills.
Upon approval from the Board of Commissioners we would prepare a package of invoices for
reimbursement to the City. In accordance with your requirements, the City Council of Farmington
Hills at their January 13, 2003 meeting passed the enclosed resolution authorizing these projects for
reimbursement from the infrastructure fund. The City would be happy to answer any additional
questions or provide any further information that you may desire.

IT IS RESOLVED, that City Council hereby adopts the resolution in support of city funding
from the Oakland County Environmental Infrastructure Fund for the following projects, as
outlined in CMR 1-03-5:

RESOLUTION
WHEREAS, Oakland County has established an environmental Infrastructure Fund, and
WHEREAS, this fund has been established in order to provide funding for sanitary sewers and/or
storm sewers and other environmental considerations, and
WHEREAS, each community in Oakland County is allocated an annual amount for its use, and
WHEREAS, the appropriation for the City of Farmington Hills is $1,823,728.20, and
WHEREAS, this amount represents the entire allocation to the City of Farmington Hills from Oakland
County in the five-year program that is ending in 2003, and
the City of Farmington Hills is engaged in constructing two sanitary sewer projects on
Power Road and Kendallwood No. 1.
NOW, THEREFORE, BE IT RESOLVED, that the City of Farmington Hills request from the Oakland
County Board of Commissioners the allocation of the Oakland County Environmental Infrastructure
Funds up to $1,823,728.20 for the installation of a sanitary sewer on Power Road from Rocky Crest to
north of Eleven Mile Road and for the installation of a sanitary sewer relief line to be installed in the
Kendallwood No. 1 Subdivision south to an existing sanitary sewer in order to provide relief for a
sanitary sewer overflow.

Pursuant to Rule XII-C of this Board, the Finance Committee, has
reviewed the above referenced resolution and finds:
1. Annual funding of $364,745.64 is available in the Environmental
Infrastructure Fund for FY 1999, 2000, 2001, 2002 and 2003 to
reimburse the City of Farmington Hills for this project; no
additional appropriation is required.
2. The Committee recommends adoption of the resolution.
