HomeMy WebLinkAboutResolutions - 2003.01.30 - 27124MISCELLANEOUS RESOLUTION 03006 BY : David Coulter, District #25 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF FERNDALE - FY 2002 and FY 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the City of Ferndale has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the City of Ferndale is requesting reimbursement from the FY 2002 and FY 2003 appropriations for expenses incurred in its 2002 Gate Valve and Well Replacement project; and WHEREAS the FY 2002 and FY 2003 authorized amount of funding for the City of Ferndale is $82,327.39 annually from the Environmental Infrastructure Fund as repayment to the City of Ferndale for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Ferndale as eligible for reimbursement from the Environmental Infractrroture Fund. BE IT FURTHER RESOLVED that the Board authorizes a FY 2002 and FY 2003 appropriation in the amount of $82,327.39 annually from the Environmental Infrastructure Fund (Account #90-263240-41000-3985) to repay the City of Ferndale for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Road Pontiac, MI 48341 Dear Mr. Soave: Under Oakland County's Environmental Infrastructure Fund program, the city of Ferndale requests reimbursement of $164,654 for expenses incurred in its 2002 Gate Valve and Well Replacement project. Under the project, 45 new water gates and wells were constructed for the city's water supply system. Enclosed is a certified city resolution, adopted on December 23, authorizing the reimbursement request. Also enclosed is a copy of one check and one contractor's payment request for $193,859. The city understands that reviewing and processing this reimbursement request will be governed by the provisions of MR 99093, and certifies that the expenses submitted were incurred for a qualifying improvement project. RESOLVED that the City Council authorizes and directs its Finance Director, as agent for the City of Ferndale, in the manner and to the extent provided for under Oakland County Board of Commissioners Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program. Photiades DPW Director DATE: December 11, 2002 In May of '99, the Oakland County Board of Commissioners established a five- year Environmental Infrastructure Fund to reimburse its cities, villages and townships for expenses incurred through September 30, 2004, for eligible environmental remediation or infrastructure-improvement projects. The reimbursements are made from an annual county appropriation of $5 million, with each community receiving a share based on its taxable value. Ferndale's annual share is $82,327. The city's five-year total is $411,635. Last year, the city applied for and received a three-year reimbursement of $245,981, leaving a balance of $164,654 that it can request this year. The city is currently undertaking a $260,875 water gate valve and well replacement project, and has expended to date $193,859. We would like to submit that expense for reimbursement; it would be credited to the Water/Sewer Fund, to assist in funding any other infrastructure-improvement projects.
