Chairperson, on behalf of the General Government Committee, I move acceptance of the foregoing report. MISCELLANEOUS RESOLUTION #03145 BY : Christine Long, District #7 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN COMMERCE TOWNSHIP AND VILLAGE OF WOLVERINE LAKE - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, Commerce Township and Village of Wolverine Lake have submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2003 authorized amount of funding for Commerce Township and Village of Wolverine Lake is $15,039.56 (Commerce Township $13,420.99, Village of Wolverine Lake $1,618.57) from the West Nile Virus Fund as repayment to Commerce Township and Village of Wolverine Lake for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by Commerce Township and Village of Wolverine Lake as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $15,039.56 (Commerce Township $13,420.99, Village of Wolverine Lake $1,618.57) from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay Commerce Township and Village of Wolverine Lake for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Miller, MA Manager/Health Officer Date: June 3, 2003 OAKLAND COUNTY HEALTH DIVISION Memo Re: Charter Township of Commerce and Village of Wolverine Lake West Nile Virus Fund Reimbursement Request I am in receipt of a request from the Charter Township of Commerce and the Village of Wolverine Lake, which I received on May 30, 2003. In this letter, these two CVT's are asking for reimbursement for a total amount of $15,039.56 (Village of Wolverine Lake receives $1,618.57 and Commerce Township should receive $13,420.99). Their combined packet had Attachments A and B, which indicated their project description and the governing body resolution. However, at this time Attachment C is simply an estimated cost for the project According to Miscellaneous Resolution 03060, invoices reflecting CVT expenses for which reimbursement is sought must be attached. Therefore, at this time, their reimbursement will be placed on hold until an expense voucher or invoice is submitted to Fiscal Services: If you would like to discuss this, please contact me at 8-1410. Newsletters with pertinent information will be distributed to each household within Commerce Township. Other educational opportunities shall include educational lectures on the West Nile Virus for our community at The Ralph Richardson Community Senior Center, sponsored by The Oakland County Health Department Public Health Nurse Lecture Series on June 11,2003 at 7:00 PM and June 17 at 11:00 AM. Copies of The Standing Water Left Alone poster and OCIID's Information Line and Web Site flyer will be distributed for posting at each municipal building. Additionally, copies of the Mosquito Control for Facility Grounds flyer will be disbursed for all township and village maintenance employees and building inspectors. To insure additional protection ultimately resulting in source reduction, we will provide five hundred and fifty (550) 6 ounce, Bacillus sphaericus, trade name Vectolex-WSP, Granular pouches to promote mosquito larvacidin; that will be applied to catch basins within the community. However, the rate of infection is very low. Can infected dogs or cats be carriers for West Nile Virus and give the virus to humans? West Nile Virus is transmitted by infected mosquitoes. There are no known cases of the virus being spread from person to person, animal to animal or from animal to person. How do dogs or cats become infected with West Nile Virus? The same way that humans become infected, by the bite of an infected mosquito. The virus is transmitted to the person or animal while the mosquito feeds on blood. The virus then multiplies and may cause illness. Mosquitoes typically become infected when they bite infected birds. Should a dog or cat infected with West Nile Virus be destroyed?
