#03145 on July 7, 2003, reports with a recommendation that the resolution be adopted.

TOWNSHIP AND VILLAGE OF WOLVERINE LAKE - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, Commerce Township
and Village of Wolverine Lake have submitted a resolution of
authorization to the County for reimbursement of expenses incurred in
connection with an eligible mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for Commerce
Township and Village of Wolverine Lake is $15,039.56 (Commerce Township
$13,420.99, Village of Wolverine Lake $1,618.57) from the West Nile
Virus Fund as repayment to Commerce Township and Village of Wolverine
Lake for expenses incurred in connection with mosquito control
projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by Commerce Township and
Village of Wolverine Lake as eligible for reimbursement from the West
Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $15,039.56 (Commerce Township
$13,420.99, Village of Wolverine Lake $1,618.57) from the West Nile
Virus Fund (Account #90-210000-23030-9098) to repay Commerce Township
and Village of Wolverine Lake for expenses incurred in connection with
the mosquito control project, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Re: Charter Township of Commerce and Village of Wolverine Lake
West Nile Virus Fund Reimbursement Request
I am in receipt of a request from the Charter Township of Commerce and the Village of
Wolverine Lake, which I received on May 30, 2003. In this letter, these two CVT's are asking
for reimbursement for a total amount of $15,039.56 (Village of Wolverine Lake receives
$1,618.57 and Commerce Township should receive $13,420.99).
Their combined packet had Attachments A and B, which indicated their project description and
the governing body resolution. However, at this time Attachment C is simply an estimated cost
for the project According to Miscellaneous Resolution 03060, invoices reflecting CVT
expenses for which reimbursement is sought must be attached. Therefore, at this time, their
reimbursement will be placed on hold until an expense voucher or invoice is submitted to Fiscal
Services:

West Nile Virus Projed Description
The Charter Township of Commerce, in conjunction with The Village of Wolverine
Lake, will strive to educate and inform our communities regarding West Nile Virus
through various forms of public education activities. Newsletters with pertinent
information will be distributed to each household within Commerce Township. Other
educational opportunities shall include educational lectures on the West Nile Virus for
our community at The Ralph Richardson Community Senior Center, sponsored by The
Oakland County Health Department Public Health Nurse Lecture Series on June 11,2003
at 7:00 PM and June 17 at 11:00 AM. Copies of The Standing Water Left Alone poster
and OCIID's Information Line and Web Site flyer will be distributed for posting at each
municipal building. Additionally, copies of the Mosquito Control for Facility Grounds
flyer will be disbursed for all township and village maintenance employees and building
inspectors. To insure additional protection ultimately resulting in source reduction, we
will provide five hundred and fifty (550) 6 ounce, Bacillus sphaericus, trade name
Vectolex-WSP, Granular pouches to promote mosquito larvacidin; that will be applied
to catch basins within the community.

County Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses
incurred in connection with personal mosquito protection measures/activity, mosquito
habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying
in designated community green areas; and
WHEREAS, the Township of Commerce, Oakland County, Michigan has incurred
expenses in connection with mosquito control activities believed to be eligible for
reimbursement under Oakland County's West Nile Virus Fund Prop -am.
NOW THEREFORE BE IT RESOLVED, that this board authorizes and directs its
Supervisor as agent for the Township of Commerce, in the manner and to the extent
provided under Oaldand County Board of Commissioner Miscellaneous Resolution
03060, to request reimbursement of eligible mosquito control activity under Oakland
County's West Nile Virus Fund Program.

Drain standing water in your yard. Empty water from mosquito breeding sites, such as flower pots, pet
bowls, clogged rain gutters, swimming pool covers, discarded tires, buckets, barrels, cans and similar
items in which mosquitoes can lay cggs.
Minimize activities in areas where mosquitoes art present such as shaded areas.
Wear long-sleeved shirts and long pants outdoors.
Use insect repellent containing no more than 35% DEFT (N, N-diethyl-rn-toluamidc). When using
insecticide or insect repellent, follow manufacturer's directions for use.
- Avoid using repellent on children under 2 years of age,
- On children 2-6 years of age, repellents should bc used sparingly and contain only 10% DEET.
- Be careful using repellent on the hands of older children because repellents may irritate the eyes
and mouth.

West Nile Virus (WNV) is one of several mosquito-borne viruses that can cause encephalitis
(inflamation of the brain), which is spread to humans by an infected mosquito.
To protect yourself and your children from mosquito-borne disease:
Remember the Three R's: Retikce areas where mos quitoes breed
Repei, to protect staff against mos quitoes
Rep Ort potential mos quito breedin g areas to proper personnel
Some examples ofthe three R's:
• Eliminate standing water that collects in children's toys, buckets, tires, unused pools, roof
gutters, birdbaths, boats and other containers.
• Use insect repellents conrAining up to 35% DEW especially before outdoor recreational activities. Use
repellents containing not more than 10% DEET sparingly on children 2-6 years ofage. Do not use
repellents on children younger than two years of age.
• Wear protective clothing such as long sleeved shirts and pants.
• Limit outdoor activity primarily at dusk and dawn when mosquitoes are most active.
• Avoid areas where mosquitoes may be present (ix. shaded and wooded areas). '

Can West Nile Virus cause illness in dogs or cats?
West Nile Virus infection has been found in dogs and cats. However, the rate of infection is
very low.
Can infected dogs or cats be carriers for West Nile Virus and give the virus to humans?
West Nile Virus is transmitted by infected mosquitoes. There are no known cases of the virus
being spread from person to person, animal to animal or from animal to person.
How do dogs or cats become infected with West Nile Virus?
The same way that humans become infected, by the bite of an infected mosquito. The virus is
transmitted to the person or animal while the mosquito feeds on blood. The virus then multiplies
and may cause illness. Mosquitoes typically become infected when they bite infected birds.
Should a dog or cat infected with West Nile Virus be destroyed?
No, there is no reason to destroy an animal just because it has been infected with West Nile
Virus. Full recovery from the infection is likely.
What is the treatment for an animal infected with West Nile Virus?
Treatment would be to help with symptoms, in the same manner a
veterinarian would treat any other viral infection.
Row can I protect my dog or cat from being bitten by
mosquitoes?
Do the same things you do to protect yourself; eliminate
mosquito habitat and avoid exposure. Talk to your
veterinarian about safe mosquito repellents for pets.

• All dead crows should be reported to Oakland County Health Division Information Line at
877-377-3641. Please leave your name, phone number and address of where the crow was found.
•OCHD's Environmental Health Services will contact you if they need more information.
Avoid barehanded contact when touching the dead bird.
Use gloves or double plastic bags to pickup the bird.
Place the dead bird in a double plastic bag.
Dispose of the dead bird by placing it in a garbage receptacle for pickup.

unwanted or unusable portion of products that
contain substances that can be harmful to
human health and the environment. Check the

reactive, corrosive or toxic. Keep your home
and community safe by participating in a NO
HAZ collection event to dispose of your HFIW
properly.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $15,039.36 (Commerce Township $13,420.99,
Village of Wolverine Lake $1,618.57) is available in the
West Nile Virus Fund for FY 2003 to reimburse Commerce
Township and Village of Wolverine Lake for this project; no
additional appropriation is required.
2. The Committee recommends adoption cf this resolution.
