IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CHARTER TOWNSHIP OF HIGHLAND - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Highland has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the Charter Township of Highland is requesting
reimbursement for expenses directly related to the M-59/Milford Road
Watermain Extension; and
WHEREAS the Fiscal Year 2003 authorized amount of funding for the
Charter Township of Highland is $70,597.81 annually from the
Environmental Infrastructure Fund as repayment to the Charter Township
of Highland for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the Charter Township
of Highland as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a Fiscal Year
2003 appropriation in the amount of $70,597.81 from the Environmental
Infrastructure Fund (Account #90-263209-41000-3985) to repay the
Charter Township of Highland for expenses incurred in connection with
environmental remediation or improvement projects, once proper invoices
are presented.

Re: Environmental Infrastructure Reimbursement Request
Dear Ms. Fournier:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Charter
Township of Highland hereby requests reimbursement under Oakland County's Environmental
Infrastructure Fund Program for expenses incurred in connection with an eligible environmental
remediation or improvement project undertaken by our Township.
Attached in support of this request are the following:

ATTACHMENT B: GOVERNING BODY RESOLUTION
ATTACHMENT C: EXPENSE INVOICES
The Township understands that the review and processing of this reimbursement request will be governed
by the provision of MR 99093, and certifies that all expenses submitted for reimbursement were incurred
in connection with a qualifying environmental infrastructure improvement project.

PROJECT DESCRIPTIONS
M-59/Milford Road Watermain Extension: This project involved extension of water
main from the Timber Ridge Subdivision (site of the existing ground level water storage
tank) along M-59 to Milford Road, north to Wardlow Road. A second main connected
this extension to a transmission main at the Township Civic Center property, to provide a
connection to a second municipal well at Highland Valley.
While this project was financed through a Special Assessment District, a project change
was initiated during construction to provide an enhancement to the system, deemed not to
be directly attributable to the properties within the Special Assessment District, The
Township seeks reimbursement of the additional cost, not financed through the bond
sales and not assessed to the SAD.
The actual project costs are as follows:
Construction $927,741.98
Engineering $142,498.43
Financial Consultant $ 12,700.00
Permits $ 4,850.60
TOTAL $1,087,791.01
Proceeds from bond sale available for project $1,007,553.00
Project Overrun $ 80,238.01
Funds Allocated to Highland Township for FY 2003 $ 70,597.81

RESOLUTION #03-17 AUTHORIZING ENVIRONMENTAL
INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST

WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland
County cities, villages and townships in addressing clean water and storm water needs; and
WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediations or improvements relating to ground and/or surface water,
water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a
city, village or township road project; and
WHEREAS the Charter Township of Highland, Oakland County, Michigan has incurred expenses
in connection with environmental remediation or improvement project(s) believed to be eligible for
reimbursement under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor,
Patricia M. Pilchowski, as agent for the Township in the manner and to the extent provided for under
Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of
eligible environmental remediation or improvement project expenses under Oakland County's
Environmental Infrastructure. Fund Program.
This resolution passed this 11th day of June, 2003 at a regular meeting of the Charter Township of
Highland Board. A motion was made by Thomas P. Dunleavy and supported by Nancy Sharp and a vote
was taken on the foregoing resolution as follows:
I, the undersigned, the duly qualified and acting Township Clerk of the Charter Township of Highland,
County of Oakland, State of Michigan, do hereby certify that the foregoing is a true and complete copy of a
resolution adopted by the Township Board of the Charter Township of Highland at a regular meeting held on the
11th day of June, 2003, the original of which resolution is on file in my office.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Annual funding of $70,597.81 is available in the
Environmental Infrastructure Fund for FY 2003 to reimburse
the Charter Township of Highland for this project; no
additional appropriation is required.
2. The Committee recommends adoption of this resolution.
