TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of
Huntington Woods has submitted a resolution of authorization to the
County for reimbursement of expenses incurred in connection with an
eligible mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the City of
Huntington Woods is $2,132.5C from the West Nile Virus Fund as
repayment to the City of Huntington Woods for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Huntington
Woods as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $2,132.50 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Huntington Woods
for expenses incurred in connection with the mosquito control project,
once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

I am in receipt of a West Nile Virus fund reimbursement request from the City of
Huntington Woods dated July 3, 2003. After having reviewed their
documentation, I find them in compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 03060 and in compliance with the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)03060, the City of
Huntington Woods hereby requests reimbursement under Oakland County's West Nile Virus Fund
Program for expenses incurred in connection with an eligible mosquito control activity by our city.
1. Attachment A: Project Description
Plan for combatting WNV including the extensive education program instituted by the city.
Two of the information pieces which have been distributed to residents are included_

Resolution from the City of Huntington Woods City Commission from the Regular City
Commission meeting of April 1, 2003.

Copy of the invoice from Clarke Mosquito Control for four (4) cases of Altosid Briquets
for treatment of city catch basins and inlets.
The City of Huntington Woods understands that the review and processing of this reimbursement request
will be governed by the provisions of MR 03060, and certifies that all expenses submitted for
reimbursement were incurred in connection with a qualifying mosquito control project.

Re: Program to ccanbat the spread of West Nile Virus
Date: March 28, 2003
Following is a description of the program the Department of Public Services has put into action in an effort
to combat the spread of West Nile Virus:
1. Education: The depai Uncut is undertaking a concerted effort to educate Huntington Woods
residents about the West Nile Virus and what they should be doing around their homes to eliminate
potential breeding areas for culex mosquitoes.
a. A letter has gone out to all clubs and organizations offering to have someone speak to the
group.
b. Written material has been developed and is being distributed to groups and organizations
when requested. In addition, these will be available at city offices towards the end of
April. Culex mosquitoes begin to hatch around May 15.
c. Information is available on the city web site with links to both county information and the
US Department of Agriculture West Nile Virus information.
2. Larvicide: In the spring of 2003, every catch basin in the city was cleaned to clear these areas of
any culex larvae and to reduce the amount of organic debris which help provide an ideal breeding
area for culex mosquitoes. It is assumed that culex mosquitoes have wintered in some, if not most,
of our catch basins. In an effort to eliminate catch basins as a breeding area for these mosquitoes,
DPS intends to:
a. Clean every city catch basin during the month of April.
b. Treat every catch basin with Altosid XR-Briquets, a larvicide which offers up to 150 days
of control before May 15, 2003.
c. Monitor (dip) approximately five catch basins throughout the city and several gatewells to
check for the presence of mosquito larvae and pupa.
d. Purchase environmentally friendly larvicide for use in areas where adults and children
gather and for use in other areas where larvicide treatments of short duration such as road
ruts would be useful

3. Code Enforcement and Public Services employees will work with residents to eradicate potential
breeding areas identified on private property throughout Huntington Woods.
4. Develop lines of communication with the Detroit Zoo and Racldiam Golf Course so that the city is
aware of their efforts to control the spread of West Nile Virus.
Cost Projection: The budget for the city program to combat the spread of West Nile Virus has been set at
$5,500.00 which includes but is not limited to:
1. The purchase of the Altosid XR-Briquets. There are approximately 850 catch basins in
Huntington Woods which will need to be treated with these briquets. We have entered into the bid
process through the City of Farmington Hills. It is our understanding that the price of the Altosid
XR-Briquets has been set by the federal government at $2.66 and no one expects the price to be
lower regardless of the number of briquets ordered. Thus the cost to the city for the Altosid XR-
Briquets will be $2,261.00. We are eligible for reimbursement from Oakland County in the
amount of $2,132.50 which will cover a substantial part of the cost to larvicide our catch basins.
Attached is a resolution authorizing a request to Oakland County for reimbursement for monies
spent to conint West Nile Virus.
2. Staff time including some possible OT to accomplish cleaning of all city catch basins and the
application of the Altosid XR-Briquets prior to the May 15 target date.
3. The cost for the environmentally friendly larvicide, tbd.
4. The cost of educational materials:
a. One thousand copies of the flier, National Pest Alert - West Nile Virus in North America,
from the USDA Regional Office have been purchased at a cost of $50.00, a copy of which
is attached.
b. Additional educational materials developed and duplicated in-house.
ATTACHMENT B: GOVERNING BODY RESOLUTION
A RESOLUTION
OF THE CITY OF HUNTINGTON WOODS, MICHIGAN
AUTHORIZING A REQUEST FOR REIMBURSEMENT FOR
MONIES SPENT TO COMBAT WEST NILE VIRUS
WHEREAS the City of Huntington Woods has embarked on a program to combat West Nile Virus; and
WHEREAS this program will include a concerted effort to educate the public and eliminate areas of
standing water throughout the city; and
WHEREAS the Department of Public Services will identify, eliminate or treat possible culex mosquito
breeding areas in the city; and
WHEREAS the Department of Public Services has identified city catch basins as a potential breeding
ground for culex mosquitoes, a major carrier of West Nile Virus and has embarked on a program to clean
and larvicide all city catch basins; and
WHEREAS the Altosid XR-Briquets which offer up to 150 days of control are deemed most appropriate
for this application; and
WHEREAS the City of Huntington Woods has joined with other cities to purchase these briquets through
an open bidding process; and
WHEREAS it is our best judgement that these briquets will cost $2.66 each.
NOW, THEREFORE BE IT RESOLVED, that the City of Huntington authorizes the City Manager to
request partial reimbursement from Oakland County in the amount of $2,132.50 for the purchase of at
least 850 Altosid XR-Briquets.

West Nile Virus
in North America
West Nile encephalitis, a mosquito-transmitted disease, was first
documented in North America during the summer of 1999, when
an outbreak occurred in New York City. Since that time, cases of
West Nile virus (WNV) infection have been confirmed in
northeastern, north central, southern, and western regions of the
United States, and the virus is expected to spread throughout North
America. As of December, 2002, there were 3,949 confirmed human
cases of WNV, including 254 fatalities.
A total of 14,717 cases of WNV infection (from 40 states) have been
confirmed in horses through diagnostic testing at the National
Veterinary Services Laboratories of the U.S. Department of
Agriculture—Animal and Plant Health Inspection Service, and 4,300
horses have died or were euthanized. An equine vaccine is available
through licensed veterinarians.
The strain of WNV circulating in the United States causes
significant mortality in exotic and native bird species, especially in
the American crow (Corvus brachyrhynchos). Dead birds serve as an
early warning that the virus may be active in your area, and these
deaths should be reported to your local health department.
Origin of WNV
WNV was first isolated in 1937 in the West Nile province of
Uganda, Africa, and can adversely affect humans, birds, and other
animals in Africa, eastern Europe, western Asia, and the Middle
East. Epidemics have occurred in Africa, Europe, and the Middle
East, most recently
in Israel during
2000.
Virus Transmission
WNV is transmitted by infected mosquitoes, primarily Culex, Aedes,
and Ochlerotatus spp. C. pipiens, the northern house mosquito, is a
common household mosquito and the primary vector of WNV.
Mosquitoes become infected after biting infected wild birds that
serve as the primary host of the virus. The virus undergoes a
reproductive cycle inside the mosquito, in which it must pass
through the midgut wall, multiply in many tissues, and accumulate
in the salivary glands of the mosquito. Mosquitoes salivate every
time they bite, and they are capable of transmitting the virus 10 to
14 days after feeding on an infected bird, so bites after that time are
infectious.
Mosquito Life Cycle
Mosquitoes are classified into the order Diptera (true flies) and
have four distinct life stages (egg, larva, pupa, and adult). Female
mosquitoes lay their eggs on water or moist substrates such as soil
and the interior walls of treeholes, cans, and old tires that are likely
to be flooded by water. Most larvae hatch within 48 hours and the
larvae and pupae live in water. The adult mosquito emerges from
the pupal case and rests on the water's surface until its body dries
and its exoskeleton hardens. Female mosquitoes require a blood
meal before they can lay eggs, so only female mosquitoes bite. They
bite every few days during their entire adult lives, which may last
several weeks.
Larviciding
Larviciding is the method used to kill mosquitoes while they are still in
the aquatic stage (larvae and pupae).
Method:
I* Each catch basin will receive a treatment of water borne insecticide
beginning in April and again in August.
Adulticiding
Adulticiding is the method used to kill adult mosquitoes.
n Truck-mounted spray units are sent to designated areas where there
is evidence of high mosquito populations. Spraying is conducted
during the evening and is stopped during periods of heavy winds,
precipitation, or cooler temperatures. Focus spraying of certain local
parks will be done if necessary.
How to Prevent Infection
ln Wear long-sleeved shirts and long pants whenever you are
outdoors.
n Apply insect repellent to exposed skin. An effective repellent will
contain the active ingredient DEET (N,N-diethyl-m-toluamide).
Follow the manufacturer's directions for use on the label.
l• Avoid areas that are known mosquito habitats during early morning
and evening hours.
Reduce areas where mosquitoes breed.
Repel to protect yourself against mosquitoes.
Report potential mosquito breeding sites.
