HomeMy WebLinkAboutResolutions - 2003.03.19 - 27195Resolution #03052 March 6, 2003 MISCELLANEOUS RESOLUTION # 03052 BY : Chuck Moss, District #20 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN BLOOMFIELD TOWNSHIP — FISCAL YEARS 2002 AND 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, Bloomfield Township has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Bloomfield Township is requesting reimbursement for expenses directly related to sewer meter installation, sanitary sewer inspection and rehabilitation, storm water management, storm drain inventory, downspout inventory, drainage improvements, and construction of stream bank measures; and WHEREAS the FY 2002 and FY 2003 authorized amount of funding for Bloomfield Township is $256,426.90 annually from the Environmental Infrastructure Fund as repayment to Bloomfield Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by Bloomfield Township as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2002 and FY 2003 appropriations in the amount of $256,426.90 annually from the Environmental Infrastructure Fund (Account #90-263203-41000-3985) to repay Bloomfield Township for expenses incurred in connection with water, storm sewer and sanitary sewer system improvements, once proper invoices are presented. Telegraph Road Pontiac MI 48341 Re: Oakland County Environmental Infrastructure Funds Dear Mr. Soave: Pursuant to Oakland County Board of Commissioners Miscellaneous Resolution 99093, the Charter Township of Bloomfield request that the following projects be considered eligible for reimbursement from the allocated funds remaining in fiscal years 2002 and 2003. 1. Installation of sewer meters in specified districts in the Township's sanitary sewer system for purposes of monitoring flow. This monitoring will help to identify excess flows that may be contributing from inflow or infiltration (I/I) from stormwater, groundwater or surface water. Estimated cost: $50,000. 2. Internal inspection by means of video camera of the separate sanitary sewers for purposes of identifying I/I sources and locate other deficiencies within specified areas identified from the metering. Estimated project cost: $100,000. 3. Rehabilitation of the Township's sanitary sewer system resulting from the flow metering and video inspection to remove inflow/infiltration sources. Estimated cost: $200,000. 4. Implement stormw-ater management practices in accordance to meet mandated MS4 permit requirements that include participating in the Oakland County Drain Commissioner's stream bank/soil erosion and detention basin inventories. Estimated cost: $50,000. 5. Inventory the storm drainage structures in the Township and implement a treatment program to control the growth of mosquitoes that may spread the West Nile Virus. Conduct an inventory of downspouts connected within the combined sewer district for removal under NPDES permit requirements. Estimated cost: $20,000. 7. Evaluate and implement measures to improve drainage in localized areas throughout the Township. Estimated cost: $20,000. Construct stream bank control measures along the Franklin Branch of the Rouge River as part of a Flood Hazard Mitigation project. Estimated cost: $250,000. We recognize that the above projects may exceed the costs allocated for the Township and we understand that the Environmental Infrastructure Funds may not entirely reimburse these projects. Also enclosed for your records is a copy of the Township Board resolution for authorizing the reimbursement requests. Upon your approval of eligibility we will forward the necessary documentation at the completion of these projects for reimbursement. MOTION WAS MADE by Stefanes and supported by Payne to APPROVE the following Resolution: RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply;. sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project and WHEREAS, the Charter Township of Bloomfield. Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW, THEREFORE, BE IT RESOLVED that the Bloomfield Township Board of Trustees authorizes and directs its Supervisor as agent for the Charter Township of Bloomfield, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program. Annual funding of S256,426.90 is available in the Environmental Infrastructure Fund for FY 2002 and FY 2003 to reimburse Bloomfield Township for this project; no additional appropriation is required. 2.
