Chairperson, on behalf of the Personnel Committee, : move the acceptance of the foregoing report. MISCELLANEOUS RESOLUTION #03113 May 8, 2003 BY: GENERAL GOVERNMENT COMMITTEE -WILLIAM R.PATTERSON, CHAIRPERSON IN RE: PARKS & RECREATION/ADMINISTRATION - CREATION OF NEW CLASSIFICATION TITLED CHIEF-PARK OPERATIONS AND RECLASSIFICATION OF POSITION To the Oakland County Hoard of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Assistant Administrator-Parks & Technical Support position was vacated through the Incentive Program for Retirement; and WHEREAS the Parks and Recreation department has reviewed the management and operation of the County Parks and proposes a reassignment of duties to increase effectiveness and efficiency; and WHEREAS the department proposes the downward reclassification of the Assistant Administrator-Parks & Technical Support position, salary grade 17, to a new classification titled Chief-Park Operations at a salary grade 15; and WHEREAS the department also proposes to reassign the Technical Support unit to the Chief-Design and Development and transfer the unit and 17 positions from Recreation to Administration/Design and Development; and WHEREAS the Chief-Park Operations would be responsible for the operation of the County's parks including Park maintenance and construction programs; and WHEREAS this position would oversee park operations budget preparation and presentation to administration; and WHEREAS the Chief-Park Operations position would be totally funded by Parks & Recreation. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the creation of a new classification titled Chief-Park Operations, salary grade 15, overtime exempt. BE IT FURTHER RESOLVED that the downward reclassification of the Assistant Administrator-Parks and Technical Support position (53401- 02405) to the Chief-Park Operations c_lfication be approved. BE IT FURTHER RESOLVED to transfer the Technical Support Unit and 17 positions from Recreation to Administration/Design and Development. GENERAL GOVERNMENT COMMITTEE General Government Committee Vote: Motion carried unanimously on a roll call vote with Webster absent. 4-24-03 OAKLAND COUNTY MICHIGAN Class Title: CHIEF-PARK OPERATIONS Division: Parks & Recreation Reports To: Administrator -Parks & Recreation Operations A. DESCRIPTION GENERAL SUMMARY Under direction, is responsible for the administration and operation of the County's parks. Ensures a balanced park maintenance and construction program to maintain the optimum use of each facility within the parks system. Assists Park Supervisors with difficult or complex operational problems, training park staff and establishing park maintenance policies. Arranges for and coordinates the use of work crews in the parks from various governmental agencies. Is responsible for ensuring that park facilities are safe and ready for public use. Ensures concessionaires, vendors, and contractors perform work according to contract specifications. Facilitates special interest groups use of the parks. Is responsible for park operations budget preparation and presentation to park administration and Parks and Recreation commissioners. Due to the various times that the parks are open to the public, is required to assist Park Supervisors in emergency situations, including evenings, weekends, and holidays. SUPERVISION EXERCISED Working through one or more subordinate supervisors, plans, directs, makes staffing decisions and exercises control over the County parks. Exercises authority over professional, skilled maintenance and laborer employees. TYPICAL DU IES AND RESPONSIBILITIES Conducts frequent inspections of park facilities and areas, including beaches, banquet rooms, playgrounds, picnic shelters, trails, restrooms, and camping areas to ensure that areas and facilities are operable and ready for public use. Confers with Parks and Recreation supervisory personnel to recommend future improvements to be included in the Parks and Recreation Commission's Master Plan for the development of the County parks system. Determines those park system projects that can be successfully handled by park maintenance crews, and those projects that must be contracted, communicating these findings to supervisors. Sets priority and target dates on projects. Reviews maintenance purchase request vouchers and maintenance crew work schedules for appropriate allotments. Participates in ongoing staff development programs in terms of developing programs or administering them, such as Adopt-a-Highway, park housing, millage campaigns, tree donations and christmas tree recycling, and interpretive programs. Class Title: Chief-Park Operations Page A2 Prepares seasonal operations reports and policy suggestions, annual and program/project budgets, justifications for operating equipment purchases, and other information, and presents to administration and Parks and Recreation Commissioners. Communicates verbally and/or in writing to park patrons, county departments, vendors, and contractors to respond to suggestions or complaints. Recruits, schedules and supervises work programs with the Sheriffs Department, Michigan Department of Corrections, Court probation and other agencies to provide workers to perform unskilled maintenance and clean-up activities in the parks. Sets up guidelines to be followed by workers and staff Confers with state and County Environmental Health representatives to ensure that new and existing parks conform to legal health requirements. Meets with supervisors to identify and recommend solutions to building and grounds maintenance and operational problems. Responds to emergency situations in the parks including evenings, weekends and holidays. Confers with park concessionaires to identify and solve health, maintenance and related business problems. Confers with Sheriff Department Marine Safety representatives and American Red Cross representatives to ensure that park waterfront areas conform to legal and safety requirements. Attends night activities and special events at parks to ensure that park regulations are being enforced. Coordinates parks deputy program with Sheriffs department for scheduling parks deputies and mounted patrol coverage. Participates in internal and external investigations and complaints. Facilitates special interest group uses of parks, such as Dinosaur Hill Astronomy, disc golf, remote control gliders/sailboats, and other special interest groups from time to time. Speaks to civic organizations and interested citizens to inform the public of park regulations and available recreation facilities. APPROVED BY: C.V. Possess a Bachelor's Degree from an accredited college or university with a major in Recreation and Park Administration, Park and Recreation Management, Park and Recreation Resources or closely related field; AND 2. Have had at least four (4) years of full-time work experience as supervisor of a major park or recreation facility. NOTE: A Master's Degree in one of the fields described in 1 above may be substituted for one (1) year of experience described in 2 above. NOTE: Experience as described in 2 above may be substituted for the college education on a year-for-year basis. 3. Possess a valid motor vehicle operator's or chauffeur's license. 4. Pass the complete examination including the employment medical established for the class of Chief - Park Operations. 5. Successfully complete the six month probationary period. B. Additional Desirable Qualifications 1. Considerable knowledge of contemporary recreational facility trends and innovations which will allow an on-going and developing program reflecting public recreational preferences. 2. Considerable knowledge of the principles and practices of park and playground planning and development. 3. Considerable knowledge of construction safety procedures and practices. 4. Considerable ability to read and interpret blueprints, plans and specifications. 5. Considerable ability to establish and maintain effective working relationships with administrators, employees and the general public. Class Title: Chief- Park Operations Page B2 6. Considerable knowledge of the use and operation of the various items of equipment used in park operations. 7. Considerable ability to keep detailed records and to make complex reports to administrative and/or supervisory personnel. 8. Considerable ability to objectively review program content and facility maintenance, evaluate findings and effect improvements. 9. Considerable ability to cope with difficult and/or emergency situations requiring immediate decisions in accordance with departmental policies and objectives. The Assistant Administrator-Parks & Technical Support position #02415 (grade 17) was vacated as a result of the Incentive Program for Retirement. 2. Parks and Recreation is requesting creation of a new classification titled Chief-Park Operations (grade 15), 3. Oakland County Parks and Recreation is requesting the Chief-Park Operation downward reclassification to (grade 15) from the Assistant Administrator-Parks & Technical Support position (grade 17) to be effective May 31, 2003. 4.
