TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the City of Royal
Oak has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environmental remediation of improvement project; and
WHEREAS the City of Royal Oak is requesting reimbursement for
expenses directly related to the Maxwell Ave. Relief Sewer Project; and
WHEREAS the FY 2003 authorized amount of funding for the City of
Royal Oak is $245,308.64 annually from the Environmental Infrastructure
Fund as repayment to the City of Royal Oak for expenses incurred in
connection with environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Royal Oak
as eligible for reimbursement from the Environmental Infrastructure
Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriations in the amount of $245,308.64 annually from the
Environmental Infrastructure Fund (Account #90-263255-41000-3985) to
repay the City of Royal Oak for expenses incurred in connection with
the sewer improvement project, once proper invoices are presented.

Re: Environmental Infrastructure Fund Appropriation and Reimbursement Request
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the City of
Royal Oak hereby requests appropriation and reimbursement under the 2003 Oakland County
Environmental Infrastructure Fund Program for expenses incurred in connection with the following
eligible environmental remediation or improvement project undertaken by our City. The City has already
received a $245,308.64 reimbursement from the Oakland County Environmental Infrastructure Fund in
2002 for the Maxwell Ave. Relief Sewer Project. The City is resubmitting this project for its final 2003
appropriation and reimbursement request, see item 1 below.

2. PROJECT DESCRIPTION
A. Maxwell Avenue Relief Sewer:
Attached is a copy of City Commission Letter 108 of 5/21/01 giving (1) a short
description of the work covered under the "2001 Sewer and Water Improvements" —
Contract S-0101 (Part of this project is the Maxwell Avenue Relief Sewer): (2) a
map of the project showing the relief sewer and the general combined sewage
basement flooding areas improved by the work, (3) the contractor for the work (L.
D'Agostini & Sons, Inc.. Macomb Twp. Michigan); (4) City funding source for the
work (City Water and Sewer Fund); and (5) the City Contract No. for the work

4. ATTACHMENT D: EXPENSE INVOICES
The City of Royal Oak, Michigan requests a total reimbursement of $245,308.64 from the
2003 Environmental Infrastructure Fund Appropriations in accordance with the Oakland
County Board of Commissioners May 13, 1999 distribution. Cancelled checks
documenting payments made to the contractor for the 2001 Sewer Improvements covered
under Contract S-0101 are attached.

Bids were received and opened at 10:00 A.M. local time on 5/16/01, at the Royal Oak City Hall for the above
subject work. The bid tabulation and award recommendation for the work is shown on Table I attached.
GENERAL WORK DESCRIPTION:
• 12" - 18" sanitary relief sewer in Maxwell from 12 Mile to Cloverdale and 12" relief sewer in Cloverdale
from Maxwell to east of the railroad to mitigate chronic basement flooding in the area shown on Exhibit
A-1, and as addressed in CL#2I 6 of 10/02/00, and City Capital Improvement Plan (Water and Sewer Fund).
• 30" storm water relief sewer in Woodward from Linwood to Sunset to mitigate severe chronic surface water
flooding on Linwood affecting adjacent properties as addressed in Commission Memo of 11/8/00 and City
Capital Improvement Plan, see Exhibit B-1 (Major Street Fund).
• 12" water main in Cloverdale from Maxwell to Hilt:laic to improve water system distribution and fire
protection as addressed in the City Water System Computer Model and City Capital Improvement Plan
(Water and Sewer Fund).
CONTRACTOR EVALUATION: References for L. D'Agostini & Sons, Inc., of Macomb Twp., MI have
been checked; and all parties contacted have stated this company does
satisfactory work.

At a Regular Meeting of the Royal Oak City Commission held on Monday, September 13, 1999,
in City Hall, 211 Williams Street, the following Resolution was adopted:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland Cpunty
Board of Commissioners has established an Environmental Infrastructure Fund Program to
assist Oakland County cities, villages and townships in addressing clean water and storm water
needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediation or improvements relating to ground and/or surface
water, water supply, sewer and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project; and
WHEREAS, the City of Royal Oak, Oakland County, Michigan has incurred expenses in
connection with environmental remediation or improvement project(s) believed to be eligible for
reimbursement under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED, that this Commission authorizes and directs its City
Engineer as agent for the City of Royal Oak, in the manner and to the extent provided for under
Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request
reimbursement of eligible project expense under Oakland County's Environmental Infrastructure
Fund Program.

Environmental Infrastructure Fund for FY 2003 to reimburse
the City of Royal Oak for this project; no additional
appropriation is required.
