The title should read: Environmental Infrastructure Fund Reimbursement for Project in the City of Oak Park - Fiscal Year 2000, 2001, 2002, and 2003 Allocations Chairperson, on behalf of the Finance Committee, I move the acceptance of the above report. MISCELLANEOUS RESOLUTION #03099 BY : Helaine Zack, District #22 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF OAK PARK - FISCAL YEAR 1999, 2000, 2001, 2002 AND 2003 ALLOCATIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the City of Oak Park has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environmental remediation of improvement project; and WHEREAS the City of Oak Park is requesting reimbursement for expenses directly related to the Northend Watermain Replacement Project; and WHEREAS the FY 2000, FY 2001, FY 2002 and FY 2003 authorized amount of funding for the City of Oak Park is $98,913.19 annually from the Environmental Infrastructure Fund as repayment to the City of Oak Park for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the City of Oak Park as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the FY 2000, FY 2001, FY 2002 and FY 2003 appropriations in the amount of $98,913.19 annually from the Environmental Infrastructure Fund (Account #90-263249-41000-3985) to repay the City of Oak Park for expenses incurred in connection with the watermain replacement project, once proper invoices are presented. Attached in support of this request are the following: 1. ATTACHMENT A: Project Description and reimbursement amount requested. 2. ATTACHMENT B: Governing body resolution. 3. ATTACHMENT C: Expense invoices The City of Oak Park understands that the review and processing of this reimbursement request will be governed by provisions of MR 99093, and certifies that all expenses submitted for reimbursement were incurred in connection with a qualifying environmental remediation or improvement project. Project Completion: January 14, 2003 Project Description: Project Cost: $426,509.69 Reimbursement requested: $395,652.76 This project replaced an existing 8-inch watermain with a new 12-inch ductile iron watermain, including restoration of the disturbed areas. Further, to authorize that the Northend Watermain Replacement Project, M-448, be the project submitted for reimbursement of expenses. WHEREAS, Upon the recommendation of the Oakland County Executive, Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County Cities, Villages, and Townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County Cities, Villages, and Townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a City, Village, or Township road project; and WHEREAS, The City of Oak Park, Oakland County, Michigan has incurred expense in connection with environmental remediation or improvement projects believed to be eligible for reimbursement under the Oakland County's Environmental Infrastructure Fund Program. NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of Oak Park, Michigan, hereby authorizes and directs its City Engineer as agent for the City of Oak Park in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
