Patterson, District #1 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF BRANDON - FY 2002 AND 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Township of Brandon has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Township of Brandon is requesting reimbursement for expenses directly related to the cleanup of a leaking underground gasoline storage tank, drainage improvement on Hurd Road and the Phase II Watershed project; and WHEREAS the FY 2002 and FY 2003 authorized amount of funding for the Township of Brandon is $43,047.79 annually from the Environmental Infrastructure Fund as repayment to the Township of Brandon for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the Township of Brandon as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes a FY 2002 and FY 2003 appropriation in the amount of $43,047.79 annually from the Environmental Infrastructure Fund (Account #90-263204-41000-3985) to repay the Township of Brandon for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Road Pontiac, Michigan 48341 Dear Mr. Soave: RE: Environmental Infrastructure Fund Reimbursement Enclosed are copies of expenses incurred by Brandon Charter Township from FY2002 projects involving environmental remediation or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts and our 1999 Board resolution authorizing environmental infrastructure fund expense reimbursement. During FY2002, Brandon Charter Township continued the clean up of an underground storage tank (gasoline) leak which contaminated Township owned property. In addition, Brandon Charter Township completed the first phase of a drainage improvement project along Hurd Road within the Township. This drainage project was done in concert with the Road Commission of Oakland County on a 50/50 basis. Brandon Charter Township is also participating in the Phase II Watershed program. Enclosed you will find invoices related to the Hurd Road 50/50 drainage project, Phase II Watershed Project, and environmental clean up of Township property due to a underground gasoline storage tank leak. Brandon Charter Township is seeking reimbursement as follows; 2001 $13,127.13 61 ef 2002 $43,047.79 with * 2003 $38,294.00 Total $93,992.96 Brandon Charter Township will submit invoices during FY2003 to capture the remaining $5,229.75 from the 2003 allocation. RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply to reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Charter Township of Brandon, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor, as agent for the Charter Township of Brandon, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program. Annual funding of $43,047.79 is available in the Environmental Infrastructure Fund for FY 2002 and FY 2003 to reimburse Brandon Township for this project; no additional appropriation is required. 2. The Committee recommends adoption of this resolution.
