MISCELLANEOUS RESOLUTION #03287 BY : Greg Jamian, District #16 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF ORCHARD LAKE VILLAGE - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Orchard Lake Village has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2003 authorized amount of funding for the City of Orchard Lake Village is $1,263.00 from the West Nile Virus Fund as repayment to the City of Orchard Lake Village for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Orchard Lake Village as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $1,263.00 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Orchard Lake Village for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Attached in support of this request is a copy of a City check and invoice totaling $560.16, of which one-third ($186.72) should be reimbursed to Orchard Lake. We will collect the remaining $373.44 from Keego Harbor and Sylvan Lake. Please reimburse the City at your earliest opportunity. RESOLUTION AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST Counciknember Taipos, supported by Councilmember Kosmensky, moved the following: WHEREAS, upon the recommendation of the Oakland County Executive, the Oaldand County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities, and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses !neural(' in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the City of Orchard Lake Village, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. • NOW, ThER5FORE BE IT RESOLVED, that this City authorizes and directs the City Clerk or her designate, as agent for the City of Orchard Lake Village in the manner and to the extant provided under Oakland County Board of Commissioner Miscellaneous Resolution, 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. MOTION CARRIED 7-0. WEST NILE VIRUS ACTION PLAN The Clerk reported she received a quote today for catch basin cleaning of $40 per basin, $7 less per basin than the previous quote. It was mentioned the proposal Is to clean the basins and then treat them with mosquito larvicide. Mayor McIntyre asked for clarification of treatment on public property and the Clerk indicated the City can only treat public property, which would include road rights-of-way where the basins are located, the Sanctuary property, and the City Hall property. She added the Sanctuary Board requested limiting treatment in the Sanctuary to the immediate area abutting residential properties. The Clerk advised that while the City cannot treat private property, the City could provide information to private property owner § on steps they might take. In response to a question raised by Councihnember Kosmensky, DPW Supt. McCallum stated only one catch basin on Indian Trail has the environmental improvements, as funds were not provided to include the improvements along the entire road. Councilmember Boerger indicated a $40 per basin price reduces the cost of the proposal to $7,000, with $1,263 of that being covered by a county grant A MOTION WAS OFFERED BY COUNCILMEMBER HARTZELL AND SECONDED BY COUNCILMEMBER TALPOS TO AUTHORIZE CONTRACTING FOR CATCH BASIN CLEANING AND TO AUTHORIZE LARVICIDE APPLICATION AS PROPOSED WITH A COST NOT TO EXCEED $7,000. MOTION CARRIED 7-0. Funding of $1,263.00 is available in the West Nile Virus Fund for FY 2003 to reimburse the City of Orchard Lake Village for this project; no additional appropriation is required. 2.
