CLAWSON - FISCAL YEAR 2003 ALLOCATION
TO THE OAXLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of Clawson
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the City of
Clawson is $4,300.94 from the West Nile Virus Fund as repayment to the
City of Clawson for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Clawson as
eligible for reimbursement from the Nest Nile Virus Fund:
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $4,300.94 from the West Nile Virus Fund
(Account #90-210000-23030-90913) to repay the City of Clawson for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.
The Vice-Chairperson referred the resolution to the General Government Committee and Finance
Committee. There were no objections.

Pursuant to Ru=e XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $4,300.94 is available in the West Nile Virus
Fund for FY 2003 to reimburse the City of Clawson for this
project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.

I am in receipt of a West Nile Virus fund reimbursement request from the City of
Clawson dated August 14, 2003. After having reviewed their documentation, I
find them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 03060 and in compliance with the four major categories
for reimbursement. This letter will, therefore, certify that all expenses submitted
for reimbursement to date are for qualifying mosquito control 'projects. Should

Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 03060,
the City of Clawson hereby requests reimbursement under Oakland County's West Nile Virus
Fund Program for expenses incurred in connection with an eligible mosquito control program
conducted by the City of Clawson.
Attached in support of this request are the following:
A Schedule of events for 2003 West Nile Education and Prevention Program.
A Requisition to purchase 16 cases of Altosid Briquettes at $ 586.53 per case.
City Council Resolution approving purchase.
A City Council Resolution requesting reimbursement from West Nile Virus Fund.
Invoice of purchase of Altosid Briquettes in the amount of $ 9,384.48
A Copy of canceled check from Clark Mosquito Products for $ 9,384.48
The City of Clawson understands that the review and process of this reimbursement
request will be governed by the provisions of MR 03060 and certifies that all expenses
submitted for reimbursement were incurred in connection with a qualifying mosquito
control project.

Ra West Niles Virus
The City of Clawson will conduct proactive steps to reduce the possible exposure to the West Niles
Virus beginning April 2003. As you know, I have attended numerous meetings with Federal, State
and County officials as eady as late last summer regarding this issue. At this time certain
measures have already been taken in the area of public education. Additional programs will begin
as follows;
> February 2003: Clawson Web site includes information and direct links to Oakland
County Web site regarding the West Niles Virus and prevention.

> March 2003: Issue of Clawson Highlights included two pages of instructions and <56
illustrations on protecting your home and family from the West Niles Vitus. -
> April 2003: Code Enforcement campaign to address old tires and other debris that /
contribute to mosquito breeding grounds. Larvacide cubes placed in all public and private
catch basins. Project to be completed by May 1 4 2003. Cubes are effective bra period
of five months. X

> May 2003: Strict Code enforcement campaign begins for summer 2003 especially in the
area of grass/weed control.
> June 2003: Clawson Highlights quarterly addition to include additional educational
materials relating to West Niles prevention and mosquito control recommendations. The
Clawsori`Yearbook will also contain related material
> July — October 2003: Monitor and document any reports of dead crows. Document any
confirmed human cases of West Niles Virus geographically with in the City of Clawson.
> December 2003: Recap 2003 West Niles prevention program.

R. Larvicide Purchase
The City of Farmington Hills has completed the open bid process for the larvicide
material used in the City of Clawson's 2003 mosquito control program.
Three companies bid on the specified materials through the Tri County Purchasing
Consortium. All three companies bid the same price for the Altosid Briquettes we will
be using. Two companies did not bid on alternate materials that will be used by some
consortium members. Clarke Mosquito Control of Roselle Illinois bid on all items
listed in the bid specifications.
The following material is needed for our 2003 prevention program:
16 cases of Aitosid Briquettes at $586.53 per case = $9,336.48
I am asking for consideration and approval to purchase the above listed material from
Clarke Mosquito Control, 159 Garden Avenue, Roselle, Illinois for the amount of Nine
Thousand Three Hundred Thirty Six Dollars and Forty-Eight Cents ($ 9,336.48). This
purchase is to be funded through the current year's water and sewer fund.
Upon completion of the Mosquito larvicide program, the City of Clawson will file a
request for reimbursement thru the Oakland County West Niles Fund established by
the Board of Commissioners. The City of Clawson's portion of this fund is $4,300.94.

REQUESTING REIMBURSEMENT FOR THE PURCHASE OF WEST NILE
LARVICIDE
MOTION BY: Councilman Bartley
SUPPORTED BY; Councilman Palmer
RESOLVED, the resolution to the County of Oakland requesting reimbursement in the amount of
$4,300.00 for implementation and completion of the West Nile Virus larvicide program be approved.
WHEREAS, the Mayor and City Council of the City of Clawson support the efforts of Oakiand
County in its elimination of the West Nile Virus; and
WHEREAS, as of October 11, 2002, the Center of Disease Control reported 577 positive cases of
West Nile Virus in humans in the State of Michigan, with 51 associated deaths. Of
these, Oakland County had 30 reported human deaths — the highest in the State; and
WHEREAS, the concentrated outbreak of West Nile Virus cases in Oakland County merit instituting
proactive public hearth measures, such as personal protection along with habitat
eradication and larviciding to reduce the population of infected mosouitoes in the
environment; and
WHEREAS, the Mayor and City Council of the City of Clawson wish to continue its support of such
programs for the protection of its residents.
NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Council of City of Clawson on behalf of not
only its residents but those of neighboring cities, respectfully request mutual assistance from the
established fund through its Board of Commissioners, Department of Management and Budget, Fiscal
Services Division as to help protect the health, safety and welfare of the people of Oakland County and
residents of the City of Clawson.
