Patterson, District #1 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF ORTONVILLE - FISCAL YEARS 1999, 2000, 2001, 2002, 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Village of Ortonville has submitted a resolution of authorization to the County for reimbursement expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Village of Ortonville is requesting reimbursement for expenses directly related to conducting a sanitary sewer study to provide a community wastewater disposal system to residents and businesses in the Village of Ortonville; and WHEREAS the FY 1999, FY 2000, FY 2001, FY 2002, and FY 2003 authorized funding for the Village of Ortonville is $4,713.93 annually from the Environmental Infrastructure Fund as repayment to the Village of Ortonville for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Village of Ortonville as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 1999, FY 2000, FY 2001, FY 2002, and FY 2003 appropriations in the amount of $4,713.93 annually from the Environmental Infrastructure Fund (Account #90-263205-41000-3985) to repay the Village of Ortonville for expenses incurred in connection with the sanitary sewer study to provide a community wastewater disposal system to residents and businesses in the Village of Ortonville, once proper invoices are presented. Soave, Manager Oakland County Fiscal Services Division Executive Office Building 1200 North Telegraph Road, Dept. 403 Pontiac, MI 48341-0403 RE: Environmental Infrastructure Fund - Project Approval Request Dear Mr. Soave: This correspondence is sent to you outlining a Village of Ortonville project, scope and estimated actual costs to conduct a sanitary sewer study within the Village of Ortonville. The Village of Ortonville currently does not have sanitary sewer available to our residents & businesses. Our engineer Rowe Incorporated, has agreed to conduct a wastewater facilities feasibility study to identify the specific alternatives available for the Village to provide a community wastewater disposal system to our residents and businesses. Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Village is requesting approval of the study. A letter from our engineer dated July 31, 2003 outlining the scope of the study is attached. Included also is the minutes from our August 25, 2003 Village Council Meeting. The minutes reflect the Village Council's authorization of Rowe Incorporated to conduct the study, subject to your approval. After the completion of the study, we will be requesting reimbursement for the costs of the study through your office. APPROVAL OF AGENDA *Motion by Kassuba seconded by Batten to approve the agenda with an addition. Motion carried. APPROVAL OF MINUTES *Motion by Green seconded by Kassuba to approve the minutes of August 11, 2003 as corrected. Motion carried. CORRESPONDENCE President Bess read a thank-you for the framed resolution from Sue Howard. FIRE DEPARTMENT BUDGETS — Chief McArthur presented the 2004 Operating Budget, the 2004 Equipment and Housing Budget and a 10-year budget projection. *MOTION by Green seconded by Peters to recommend approval of the 2004 Fire Department Operating Budget and the 2004 Fire Department Equipment and Housing Budget to the Township Board. AYES: 7 NAYES: 0 MOTION CARRIED SANITARY SEWER STUDY— Following a letter from Commissioner Patterson, Manager Zekenak contacted Village Engineer Amy Schoononover regarding conducting Wastewater Facilities Feasibility Study for the Village. Commissioner Patterson and Engineer Schoononover were present to answer questions from the Council. There is $23,569.65 available from the County Environmental Infrastructure Fund program for the funding of this study. *Motion by Hanes seconded by Batten to enter into an agreement with Rowe Incorporated for them to provide engineering services for a sanitary sewer study, per proposal letter dated July 31,2003 providing Oakland County approves reimbursement from the County Environmental Infrastructure Fund. RESOLUTION SPRINGFIELD TOWNSHIP — A Resolution was received from Springfield asking for Council's support in fighting H.B. 4919, which would legislate zoning issues eroding local control. Commissioner Patterson stated that the General Government Committee of the Oakland County board of Commissioners adopted a resolution this afternoon against the enactment of H.B., 4919 this will go before the Board of Commissioners at their meeting on September 23, 2003. Commissioner Patterson also suggested that Council contact their State Representatives regarding this bill. *Motion by ICassuba seconded by Green to adopt the Resolution supporting Springfield Townships Resolution in opposition of H. B. 4919. COMMITTEE REPORTS A. Parks and Beautification — Chairman Hanes asked Manager Zelenak if the DPW employees are aware that they are now responsible for the clean-up and maintenance of the parks as all the summer help for Brandon Recreation are gone? Box 928 Ortonville, MI 48462-0928 RECEIVED AUG - 1. 2003 VILLAGE OF ORTONVILLE RE: Request for Sanitary Sewer Study Dear Mr. Zelenak: As requested in your letter dated June 3, 2003, and pursuant to subsequent phone conversations, Rowe Incorporated (ROWE) is pleased to submit this proposal for providing engineering services for a sanitary sewer study. We propose to complete a Wastewater Facilities Feasibility Study for the village to better identify the specific alternatives available for the village to provide a community wastewater disposal system. We have developed the following proposed scope for the study: Identify the proposed service area. Using available master plans, zoning ordinances and other available material, develop projections of the number of users and wastewater flow rates, both initially and in the future. Develop a collection pipe layout for the proposed service area. Alternative layouts will be developed, if and where they could be feasible and competitive. A discussion of the benefits and difficulties anticipated with the proposed layout (and any alternatives considered) will be presented. Alternatives for treatment of wastewater will be developed and discussed. Preliminary surface water discharge limits indicate that surface water discharge will not be feasible, so alternatives that will be considered include treatment plants with groundwater discharge, community septic and a sewer interceptor to a regional treatment facility. A discussion of the advantages and disadvantages of each alternative will be developed. Conceptual costs will be developed for the collection and treatment systems alternatives. Preliminary budgets for operation and maintenance will be included to provide for cost comparison of all of the alternatives developed. Mr. Paul Zelenak Page 2 July 31, 2003 A written report will be prepared summarizing the work performed and describing the proposed alternatives. Maps and figures will be provided summarizing the proposed service area, initial and future users and flows, piping layouts and potential treatment alternatives. Costs, scheduling, potential environmental issues and other factors that should be considered in evaluating alternatives and whether to proceed will be discussed. Potential means for project financing and key steps for implementation will be identified and discussed. A presentation summarizing the results of the study and explaining proposed alternatives will be provided to village officials and interested parties. Following the presentation, questions and comments can be addressed. The following work has not been included in the scope of work: • Consideration of service area(s)outside of the village. • Identification of specific sites for a treatment facility. • Hydrogeologic or soils analysis to determine actual discharge rate for land application. • Securing a discharge permit for a treatment facility. • Contract negotiation or establishment of firm requirements for participation in regional interceptor. • Specific design calculations, detailed plans and specifications and construction permits. • Public hearings, applications and documentation necessary for special assessment process, SRF program or other funding alternatives. We can begin work immediately and can provide a draft copy of the report in about four months. Our fee for this work, as described above, will be $23,000. Bruz Dear Amy: Fax 248 627-4677 This letter is sent to make a request of Rowe Incorporated to provide a Sanitary Council Members Sewer Study for the Village of Ortonville. President As you know all the residents in the Village of Ortonville are on septic. In Susan K. Bess addition, for almost 50 years, the Village of Ortonville has been looking at President Pro-Tern providing some means of bringing sewers to the Village of Ortonville. We have Kay Green visited several sewer treatment plants, and most recently looked at potentially bringing a gravity sewer system from Genesee County. Both of these options or Carrie E. Fenton any option of bringing sewers to the Village of Ortonville could assist our community and Oakland County with the problems associated with ground water Marcy A. Hanes contamination. Mary Kassuba Thomas It Peters Oakland County is currently reviewing a proposed ordinance and an amendment to • their existing sanitary Code. The ordinance would prohibit the transfer of property .1. Harold Batten if an inspection of a septic system was not performed within the past 5 years and that the system was not shown to be in proper working order. With these inspections, I would estimate that there would be several failures within Ortonville Our immediate need is to look at what methods of bringing sewers to the Village of Ortonville are available. The Village Council and administration will need to explore these options and discuss the costs associated with each alternative before deciding if any are feasible to our needs and budgets. Box 928 Ortonville, MI 48462-0928 RE: Environmental Infrastructure Fund Distributions Fiscal Year 2003, marks the fifth year of the widely successful Environmental Infrastructure Fund program. The Oakland County Board of Commissioners and the County Executive approved this 5-year, $25 million program in 1999 to support our local communities. The Village of Ortonville was eligible to receive a total allocation of $23,569.65 from the Environmental Infrastructure Fund. As of May 8, 2003, County records indicate that Environmental Infrastructure Fund reimbursements totaling $23,569.65 remain available to the Village of Ortonville. The Environmental Infrastructure Fund assists communities in Oakland County by reimbursing them for the costs of eligible environmental remediation or improvement projects related to ground and/or surface water, water supply, water pollution control (as part of road projects), sewer systems or drainage systems. Please note that cities, villages and townships must apply for their project authorizations by August 2004. The requests should include: a resolution from your legislative board or council authorizing the reimbursement request and a project description. A letter requesting reimbursement for the costs incurred (accompanied by a copy of paid invoices) may accompany the project authorization or be sent separately. Please note that all requests for reimbursements must be received by September 30, 2005.
